The referendum\u2019s backing is described as being fueled by considerable out-of-state dark money, with Virginians for Fair Elections receiving more than $38 million from outside Virginia and total funding for the pro-gerrymandering effort exceeding $64 million, including contributions from House Majority Forward, the Fairness Project, and the soros-linked fund for policy Reform. The opposing campaign, Virginians for Fair Maps, reportedly raised about $21.8 million. preliminary results cited by The New York Times indicated the amendment passed by roughly 2.8 percentage points,with more than 3 million ballots cast. More than 3 million ballots were cast in the race.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-52315233\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>As The Federalist previously reported, Virginia Democrats&rsquo; <a href=\"https:\/\/thefederalist.com\/2026\/02\/17\/va-supreme-courts-gerrymandering-charade-shows-how-the-judiciary-is-wrecking-its-credibility\/\" target=\"_blank\" rel=\"noreferrer noopener\">legally suspect<\/a> and <a href=\"https:\/\/thefederalist.com\/2026\/02\/18\/dems-rig-virginia-vote-with-misleading-ballot-language-equating-gerrymandering-push-to-fairness\/\" target=\"_blank\" rel=\"noreferrer noopener\">deceptively worded<\/a> referendum now gives their allies in the legislature the ability to redistrict the state ahead of the 2026 midterms. The party&rsquo;s proposal seeks to remake the commonwealth from a six Democrat-five Republican map to a 10 Democrat-one Republican map and effectively <a href=\"https:\/\/thefederalist.com\/2026\/04\/08\/virginia-democrats-power-grab-is-a-giant-middle-finger-to-rural-americans\/\" target=\"_blank\" rel=\"noreferrer noopener\">disenfranchise<\/a> millions of rural Virginians in the process.<\/p>\n<p>In addition to dishonest ballot language about &ldquo;fairness,&rdquo; the referendum also enjoyed heavy support from the left&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-lawsuit-will-be-filed-today-against-mark-zuckerberg-and-the-dark-money-that-enabled-fraud-in-key-states-video\/\" title=\"NEW LAWSUIT Will Be Filed Today Against Mark Zuckerberg and the ... that Enabled Fraud in Key States (VIDEO)\">dark money network<\/a>. A <a href=\"https:\/\/thefederalist.com\/2026\/04\/09\/analysis-more-than-90-percent-of-funds-backing-dems-gerrymandering-scheme-come-from-outside-virginia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federalist analysis<\/a> from earlier this month discovered that more than 90 percent of the funds being poured into the left-wing group backing the amendment (Virginians for Fair Elections) came from outside the state. <\/p>\n<p>According to the <a href=\"https:\/\/www.vpap.org\/committees\/610181\/virginians-for-fair-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">Virginia Public Access Project (VPAP)<\/a>, Virginians for Fair Elections received more than $38 million from <a href=\"https:\/\/www.fec.gov\/data\/committee\/C90018763\/?tab=about-committee\" target=\"_blank\" rel=\"noreferrer noopener\">D.C.-based<\/a>&nbsp;House Majority Forward (HMF). HMF notably boasts ties to House Minority Leader Hakeem Jeffries and House Democrat leadership. <\/p>\n<p>Virginians for Fair Elections also garnered substantial donations from the leftist <a href=\"https:\/\/thefairnessproject.org\/contact-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fairness Project<\/a> ($12.4 million) and the Soros-linked Fund for Policy Reform Inc. ($5 million). The former is based out of D.C., while the latter is based in New York.<\/p>\n<p>Virginians for Fair Elections received more than $64 million to pass the gerrymandering amendment, according to VPAP. <\/p>\n<p>Meanwhile, the group tasked with leading the &ldquo;No&rdquo; campaign against the referendum didn&rsquo;t receive nearly as much support from right-wing donors. <\/p>\n<p>VPAP records <a href=\"https:\/\/www.vpap.org\/committees\/597811\/virginians-for-fair-maps\/\" target=\"_blank\" rel=\"noreferrer noopener\">show<\/a> that Virginians for Fair Maps received approximately $21.8 million to defeat the amendment. The group only had a reported $3 million <a href=\"https:\/\/thefederalist.com\/2026\/03\/31\/virginia-redistricting-battle-will-test-republicans-post-2024-gotv-operation\/\" target=\"_blank\" rel=\"noreferrer noopener\">roughly a month<\/a> after early voting began on March 6.<\/p>\n<p>Whether the General Assembly can move forward with advancing its new gerrymandered map will ultimately come down to the Supreme Court of Virginia, however. <\/p>\n<p>Despite the <a href=\"https:\/\/thefederalist.com\/2026\/02\/17\/va-supreme-courts-gerrymandering-charade-shows-how-the-judiciary-is-wrecking-its-credibility\/\" target=\"_blank\" rel=\"noreferrer noopener\">seemingly unlawful process<\/a> Virginia Democrats used to get the measure on the April ballot, the commonwealth&rsquo;s <a href=\"https:\/\/amzn.to\/3YuVZYV\" >highest court effectively deferred ruling<\/a> on its legality until after the referendum.
