ICAP President Fernando Gonz&aacute;lez Llort told the NNOC that visiting Cuba is &ldquo;a political and truthful act&rdquo; against America in a November <a href=\"https:\/\/www.youtube.com\/watch?v=GDAkl1mPEto\" target=\"_blank\" rel=\"noopener noreferrer\">video speech<\/a>.<\/p>\n<p>&ldquo;The work you do from the United States is essential,&rdquo; said Gonz&aacute;lez, a <a href=\"https:\/\/havanatimes.org\/news\/fernando-of-the-cuban-five-new-president-of-icap\/\" target=\"_blank\" rel=\"noopener noreferrer\">convicted Cuban regime spy<\/a> who the U.S. released <a href=\"https:\/\/www.nbcnews.com\/news\/world\/cuban-spy-released-u-s-prison-n39896\" target=\"_blank\" rel=\"noopener noreferrer\">in 2014<\/a>. &ldquo;Each approved local resolution, each caravan, each brigade, each communication piece that dismantles the lie, it is a sharp blow against the policy of asphyxiation.&rdquo;<\/p>\n<p>Castro established ICAP in 1960 to facilitate flashy trips to Cuba as propaganda, <a href=\"https:\/\/web.archive.org\/web\/20260331185516\/https:\/\/en.granma.cu\/cuba\/2025-12-31\/building-bridges-uniting-wills-and-cultivating-peace\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to <a href=\"https:\/\/archive.is\/q2UqK\" target=\"_blank\" rel=\"noopener noreferrer\">Cuban state media<\/a> and the CIA. Castro&rsquo;s pro-Soviet government received heavy Russian military support.<\/p>\n<p>ICAP also <a href=\"https:\/\/web.archive.org\/web\/20260324190045\/https:\/\/www.wpc-in.org\/members\/cuban-institute-friendship-peoples\" target=\"_blank\" rel=\"noopener noreferrer\">participates<\/a> in the Soviet-backed World Peace Council. Soviets created the group and its American affiliate, the U.S. Peace Council, to campaign internationally against America, according to the CIA and the U.S. Peace Council&rsquo;s <a href=\"https:\/\/jacobin.com\/2022\/12\/michael-myerson-communist-party-usa-world-peace-council\" target=\"_blank\" rel=\"noopener noreferrer\">former director<\/a>.<\/p>\n<p>The 89-year-old National Lawyers Guild frequently took pro-Russia stances while denying that it was a Soviet front, a profile by <a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-lawyers-guild\/\" target=\"_blank\" rel=\"noopener noreferrer\">Capital Research Center<\/a> notes. However, the NLG helped create the IADL, an entity that the CIA and the International Commission of Jurists exposed as a front group hiring Soviets.<\/p>\n<p>Additionally, <a href=\"https:\/\/web.archive.org\/web\/20260330151431\/https:\/\/covertactionmagazine.com\/about-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">CovertAction Magazine<\/a> worked with Russia to disrupt CIA spying by publishing compromising materials, according to Soviet <a href=\"https:\/\/www.politico.com\/magazine\/story\/2018\/11\/28\/assange-wikileaks-prosecute-agee-covert-action-cia-222693\/\" target=\"_blank\" rel=\"noopener noreferrer\">documents<\/a> reported by Politico. Moscow also <a href=\"https:\/\/www.britannica.com\/topic\/Communist-Party-of-the-United-States-of-America\" target=\"_blank\" rel=\"noopener noreferrer\">established<\/a> CPUSA in the 1920s by merging other communist groups, which the party&rsquo;s website <a href=\"https:\/\/archive.is\/XHmvm\" target=\"_blank\" rel=\"noopener noreferrer\">boasts<\/a> <a href=\"https:\/\/web.archive.org\/web\/20260327175835\/https:\/\/www.cpusa.org\/article\/cpusa-and-the-fight-for-peace\/\" target=\"_blank\" rel=\"noopener noreferrer\">about<\/a>.<\/p>\n<p>Meanwhile, the Socialist Workers&rsquo; Party <a href=\"https:\/\/web.archive.org\/web\/20250316102353\/https:\/\/themilitant.com\/1941\/0529\/MIL0529.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">promoted<\/a> &ldquo;unconditional&rdquo; American support for Soviet Russia <a href=\"https:\/\/web.archive.org\/web\/20260330150803\/https:\/\/revolutionsnewsstand.com\/2023\/06\/09\/defend-the-soviet-union-manifesto-of-the-socialist-workers-party-from-the-militant-vol-5-no-26-june-28-1941\/\" target=\"_blank\" rel=\"noopener noreferrer\">despite<\/a> <a href=\"https:\/\/web.archive.org\/web\/20260330150917\/https:\/\/themilitant.com\/about\/\" target=\"_blank\" rel=\"noopener noreferrer\">criticizing<\/a> dictator Joseph Stalin.<\/p>\n<p>Overlap between pro-Soviet groups was so extensive that one CPUSA member served as the NLG&rsquo;s executive secretary and the IADL&rsquo;s representative to the United Nations, <a href=\"https:\/\/www.cambridge.org\/core\/services\/aop-cambridge-core\/content\/view\/D7C0A72536CB741D21CDC6327BAB1982\/S0738248025100965a.pdf\/lawyers-activism-international-law-and-human-rights-in-the-cold-war-era-the-emergence-of-radical-legal-internationalism.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">records show<\/a>.<\/p>\n<p>Such groups eventually blended into the left&rsquo;s Cuba movement as partners of the Nuestra Am&eacute;rica Convoy or the NNOC, <a href=\"https:\/\/nnoc.org\/about-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">founded in 1991<\/a> in Washington.<\/p>\n<p>To support Cuba, the Socialist Workers Party has organized <a href=\"https:\/\/web.archive.org\/web\/20260330151139\/https:\/\/themilitant.com\/2026\/02\/20\/hands-off-cuba-protests-spread-across-the-united-states\/\" target=\"_blank\" rel=\"noopener noreferrer\">protests<\/a>, <a href=\"https:\/\/web.archive.org\/web\/20260330151027\/https:\/\/themilitant.com\/2026\/02\/20\/join-socialist-workers-party-campaigning-to-support-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\">outreach<\/a> and <a href=\"https:\/\/themilitant.com\/2026\/02\/20\/hands-off-cuba-protests-spread-across-the-united-states\/\" target=\"_blank\" rel=\"noopener noreferrer\">electoral campaigns<\/a> in America. SWP&rsquo;s <a href=\"https:\/\/web.archive.org\/web\/20260330151050\/https:\/\/themilitant.com\/2026\/02\/27\/swp-nc-statement-us-out-of-the-middle-east\/\" target=\"_blank\" rel=\"noopener noreferrer\">current U.S. director<\/a>&nbsp;even <a href=\"https:\/\/archive.is\/VwTxv\" target=\"_blank\" rel=\"noopener noreferrer\">attended<\/a> a 1960 Havana event where rebel leader Che Guevara spoke, according to the SWP&rsquo;s official newspaper.<\/p>\n<p>The U.S. Peace Council <a href=\"https:\/\/web.archive.org\/web\/20260327164349\/https:\/\/uspeacecouncil.org\/make-a-donation-to-nuestra-america-flotilla-fund\/\" target=\"_blank\" rel=\"noopener noreferrer\">partnered with the NLG<\/a> to raise money for the March Cuba convoy. CPUSA has also sent multiple so-called Cuba delegations since 2017, its <a href=\"https:\/\/web.archive.org\/web\/20260327181513\/https:\/\/www.cpusa.org\/event\/cuba-today\/\" target=\"_blank\" rel=\"noopener noreferrer\">website<\/a> <a href=\"https:\/\/web.archive.org\/web\/20260327181304\/https:\/\/www.cpusa.org\/party_voices_tag\/cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\">shows<\/a>.<\/p>\n<p>Soviet-aligned groups endure because America did not take their influence seriously, Waller told the DCNF.<\/p>\n<p>&ldquo;They have never been held accountable for being willing collaborators with that old KGB network,&rdquo; he said.<\/p>\n<p>&ldquo;Their non-Communist allies and coalition partners were always fine with those connections and covered up for them. The big foundations and big academia laundered them and employed them. Big media never exposed them. FBI almost never went after them. And so they never had to cover their tracks because there was no need.&rdquo;<\/p>\n<p>Blaming America for Cuban poverty is an attempt to whitewash socialism&rsquo;s repeated failures, economic and foreign policy experts told the DCNF.<\/p>\n<p>&ldquo;As we have seen with nearly every Communist regime in history, Cuba is not a viable state without constant outside support and repression of its people,&rdquo; said George Moraitis, a <a href=\"https:\/\/www.mcklaw.com\/george-moraitis-jr\/\" target=\"_blank\" rel=\"noopener noreferrer\">former Navy officer<\/a> and GOP <a href=\"https:\/\/george4congress.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">House candidate<\/a> in Florida. &ldquo;Whether it&rsquo;s China, Russia, or these far<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mcconnell-accuses-democrats-of-trying-to-bully-thomas-off-supreme-court\/\" title=\"McConnell Accuses Democrats of Trying to \u201cBully\u201d Thomas Off Supreme Court\">-left activist groups<\/a>, the regime survives on lifelines from those willing to prop it up coupled with an aggressive police state.&rdquo;<\/p>\n<p>With Cubans increasingly protesting communism, &ldquo;The last thing they need is American activists giving cover to the very regime they&rsquo;re trying to escape,&rdquo; Moraitis said.<\/p>\n<p>Cuba&rsquo;s authoritarian policies largely remain, according to Heritage Foundation economist Anthony Kim. &ldquo;Heavy state intervention has stifled innovation, and the state&rsquo;s foreign-currency earnings are dependent on a few exports, along with tourism,&rdquo; he told the DCNF.<\/p>\n<p>&ldquo;A small number of limited reforms beginning some years ago, for instance, have allowed Cubans to work as &lsquo;self-employed people&rsquo; in the private sector, but currently they can work only in narrow categories defined by the state,&rdquo; Kim said.<\/p>\n<p>&ldquo;The government &mdash; which has been spending more than 60% of the island&rsquo;s economic output &mdash; has remained firmly in control of the private sector and the daily economic life of the Cuban people.&rdquo;<\/p>\n<p>Leftists are promoting yet another failing communist project to Americans, Waller told the DCNF.<\/p>\n<p>&ldquo;Their current claims have been the same claims for more than half a century,&rdquo; Waller said.<\/p>\n<p>&ldquo;It&rsquo;s all tired, stale Soviet active measures themes. They can&rsquo;t even be creative about it. Activists from the National Network on Cuba (NNOC) helped plan the trip; the NNOC comprises groups with Soviet-era connections, including CPUSA, CovertAction Institute, and the Socialist Workers Party (SWP), and has organized educational trips to Cuba with the Cuban Institute of Friendship with the Peoples (ICAP), founded by Fidel Castro. CPUSA, the U.S. Peace Council, IADL, CovertAction, SWP, NLG, and the NNOC did not respond to requests for comment from the DCNF. The 89-year-old NLG has often taken pro-Russia stances while denying it is a Soviet front, and historically helped form the IADL; both the CIA and the IADL have flagged the IADL and related groups as fronts tied to Soviet influence.
