The vote passed with only one council member opposing it.<\/p>\n<p>The 2026 FIFA World Cup is slated to begin this summer, with games to be played in the U.S., Mexico and Canada. The event, which takes place every four years, is considered the largest, <a href=\"https:\/\/www.si.com\/soccer\/2026-world-cup-the-most-watched-sporting-event-history#:~:text=As%20for%20global%20viewership%2C%20FIFA,Will%20Be%20the%20Biggest%20Ever\" target=\"_blank\" rel=\"noopener noreferrer\">most-watched<\/a> sporting event in the world.<\/p>\n<p>The DCNF reached out to the other 20 Toronto City Council members who voted in favor of the motion. Only two members gave responses.<\/p>\n<p>A staffer for Councillor Lily Cheng provided <a href=\"https:\/\/www.toronto.ca\/legdocs\/mmis\/2026\/mm\/bgrd\/backgroundfile-285382.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a link<\/a> that summarizes the motion and states that &ldquo;ICE is known to operate beyond American borders, including at times within Canada.&rdquo;<\/p>\n<p>Toronto Deputy Mayor Paul Ainslie provided a statement, seemingly lamenting that ICE has a presence in Canada&rsquo;s major cities.<\/p>\n<p>&ldquo;According to ICE&rsquo;s own website, the agency has established offices in five Canadian cities: Toronto, Vancouver, Calgary, Montreal and Ottawa,&rdquo; Ainslie, who had seconded Chow&rsquo;s motion, stated to the DCNF. &ldquo;<a href=\"https:\/\/www.thestar.com\/news\/gta\/ice-has-offices-in-five-cities-across-canada-what-are-they-doing-here\/article_81c4d8f7-2a2d-4c76-a164-f1eaa8088f08.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.thestar.com\/news\/gta\/ice-has-offices-in-five-cities-across-canada-what-are-they-doing-here\/article_81c4d8f7-2a2d-4c76-a164-f1eaa8088f08.html&amp;source=gmail&amp;ust=1774707630830000&amp;usg=AOvVaw3s846zRuYSV-_TWT-gxLBM\">According to Canadian immigration and legal experts I have spoken with, they have said<\/a> [his link]  the offices are not authorized to carry out independent investigations or carry out immigration enforcement. But they are here&hellip;..&rdquo;<\/p>\n<p>ICE technically has offices in Toronto, Vancouver, Calgary, Montreal and Ottawa. However, these offices belong to Homeland Security Investigations (HSI), <span class=\"s1\">a <\/span>component <span class=\"s2\">of <\/span><span class=\"s3\">ICE <\/span><span class=\"s4\">within <\/span><span class=\"s5\">the Department of Homeland Security (DHS). HSI has more than 90 offices in over 50 countries around the world, according to <a href=\"https:\/\/www.ice.gov\/contact\/international-offices\" target=\"_blank\" rel=\"noopener noreferrer\">its website<\/a>.&nbsp;<\/span><\/p>\n<p><span class=\"s5\">Just like in other countries, this sub-agency works with its Canadian law enforcement counterparts strictly to combat transnational crime.
