Spy\">united front&#038;rsquo<\/a>; political war machine as his number one weapon to erode American power and ultimately displace the U.S.,&rdquo; Michael Lucci, founder and CEO of State Armor, told the DCNF.<\/p>\n<p>&ldquo;One way they do this is by interfering in statehouses across the country, packing committee rooms with CCP loyalists, like we saw in the Ohio statehouse,&rdquo; said Lucci, who <a href=\"https:\/\/x.com\/StateArmor\/status\/2033995032534143084?s=20\">testified<\/a> in favor of H.B. 1. and engaged directly with the activists on March 17.<\/p>\n<p>UCA <a href=\"https:\/\/archive.ph\/zIGSi\">president<\/a> Haipei Shue told the DCNF that his organization has never had a relationship with the Chinese government, but acknowledged that he previously <a href=\"https:\/\/web.archive.org\/web\/20250206203503\/https:\/\/inews.ifeng.com\/50218495\/news.shtml?&amp;back\">worked<\/a> for the Chinese government before moving to the U.S. and that another board member has a &ldquo;casual official tie with a Chinese city.&rdquo;<\/p>\n<p>&ldquo;Tell me who has not worked in Chinese government?&rdquo; Shue said. &ldquo;Are you going to weaponize that employment fact to suggest that all these people are suspicious? They should not be trusted?&rdquo;<\/p>\n<p>However, Shue did not address <a href=\"https:\/\/archive.ph\/VrJEL\">Chinese government<\/a> and state media <a href=\"https:\/\/web.archive.org\/web\/20250327141821\/https:\/\/m.thepaper.cn\/newsDetail_forward_15966846\">reports<\/a> flagged by the DCNF indicating that several other current UCA board members have also held Chinese government positions or that UCA has <a href=\"https:\/\/web.archive.org\/web\/20250527212438\/https:\/\/ucausa.org\/uca-chinesenews-80th-2024-8-5\/\">promoted<\/a> UFWD youth <a href=\"https:\/\/web.archive.org\/web\/20250527212734\/https:\/\/ucausa.org\/uca-chinesenews-76th-2024-7-8\/\">programs<\/a>.<\/p>\n<p>A UCA <a href=\"https:\/\/web.archive.org\/web\/20260319180126\/https:\/\/ucausa.org\/affiliates\/\">community partner<\/a> that <a href=\"https:\/\/web.archive.org\/web\/20200526231150\/http:\/\/www.ohiocaa.org\/food-of-love\/\">promotes<\/a>&nbsp;UFWD <a href=\"https:\/\/archive.ph\/shOE6\">initiatives<\/a> called the <a href=\"https:\/\/archive.ph\/XNlOU\">Ohio Chinese American Association<\/a> (OCCA) and its sister organizations <a href=\"https:\/\/archive.ph\/9Fp3n\">coached<\/a> activists to testify against H.B. 1, according to DCNF translations of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/why-this-average-american-is-voting-for-donald-trump\/\" title=\"Why This Average American Is Voting for Donald Trump\">social media posts<\/a> and the network&rsquo;s documents.<\/p>\n<p>&ldquo;CCP-linked individuals shouldn&rsquo;t own property near sensitive infrastructure in Ohio or any other state,&rdquo; Jacqueline Deal, a State Armor advisory board member who <a href=\"https:\/\/x.com\/StateArmor\/status\/2033967502317768859?s=20\">testified<\/a> in favor of H.B. 1, told the DCNF. &ldquo;They also shouldn&rsquo;t be surprised to find themselves exposed when they try to interfere in our democracy by testifying without disclosing their CCP ties.&rdquo;<\/p>\n<p>Republican Ohio State <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb1\">representatives<\/a> Angela King and Roy Klopfenstein introduced H.B. 1 in <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1802864\">January 2025<\/a>, which would prohibit citizens of China, Cuba, Iran, North Korea, Russia and Venezuela from owning land within <a href=\"https:\/\/www.legislature.ohio.gov\/download?key=26771\">10 miles<\/a> of military bases and <a href=\"https:\/\/codes.ohio.gov\/ohio-revised-code\/section-2911.21\">critical infrastructure<\/a>&nbsp;in Ohio, such as water treatment facilities. The bill has now had four hearings in the state&rsquo;s Republican-<a href=\"https:\/\/www.ohiohouse.gov\/members\/directory\">majority<\/a> House and is nearing a potential vote, according to House Speaker <a href=\"https:\/\/ohiohouse.gov\/members\/majority-leadership\">Matt Huffman<\/a>, the Toledo Blade <a href=\"https:\/\/www.toledoblade.com\/local\/politics\/2026\/03\/18\/ohio-bill-banning-foreign-adversaries-from-buying-land-nearing-house-vote\/stories\/20260318115\">reported<\/a>.<\/p>\n<p>The Buckeye State is home to several sensitive U.S. military installations including <a href=\"https:\/\/www.wpafb.af.mil\/\">Wright-Patterson Air Force Base<\/a>, where the <a href=\"https:\/\/www.nasic.af.mil\/About-Us\/Fact-Sheets\/Article\/611728\/national-air-and-space-intelligence-center-heritage\/\">National Air and Space Intelligence Center<\/a> is garrisoned, as well as the <a href=\"https:\/\/www.dla.mil\/Land-and-Maritime\/About\/Locations\/Columbus\/\">Defense Supply Center Columbus<\/a>, which &ldquo;provides weapons system and platform support to U.S. forces and federal agencies worldwide.&rdquo;<\/p>\n<p>Several states, including Alabama, Florida and Missouri have also moved to limit or outright ban Chinese nationals from owning land following news reports highlighting CCP-tied entities purchasing plots near U.S. military sites.<\/p>\n<p>However, UCA and its national affiliate network maintain such bans are &ldquo;<a href=\"https:\/\/www.youtube.com\/watch?v=7N4fJd98REI\">anti-Chinese<\/a>&rdquo; and &ldquo;<a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1165607215602378&amp;set=pcb.1165607465602353\">xenophobic<\/a>.&rdquo;<\/p>\n<p>OCAA &mdash; which lost its nonprofit status in November 2025 for failing to file with Ohio&rsquo;s Secretary of State &mdash; claims that H.B. 1 &ldquo;discriminates based on national origin&rdquo; and would &ldquo;threaten fundamental civil liberties,&rdquo; <a href=\"https:\/\/archive.ph\/Alptq\">according<\/a> to a March 13 OCAA-sponsored statement. It is unclear if OCAA has appealed the loss of its nonprofit status.<\/p>\n<p>Two days before H.B. 1&rsquo;s March 17 hearing, OCAA and related nonprofits <a href=\"https:\/\/archive.ph\/9Fp3n\">circulated<\/a> a template promoting their talking points as well as instructions on how to testify. OCAA and its affiliates also provided &ldquo;Stop H.B. 1&rdquo; t-shirts to the bill&rsquo;s opponents, <a href=\"https:\/\/archive.ph\/9Fp3n\">according<\/a> to social media posts.<\/p>\n<p>Footage from the hearing <a href=\"https:\/\/www.ohiochannel.org\/programs\/ohio-house-public-safety-committee-3-17-2026\">shows<\/a> H.B. 1 opponents wearing matching purple &ldquo;Stop H.B. 1&rdquo; shirts, all testifying with very similar language against the bill.<\/p>\n<p>UCA &ldquo;<a href=\"https:\/\/archive.ph\/6qFS6\">community partnership representative<\/a>&rdquo; and OCCA <a href=\"https:\/\/archive.ph\/aiARw\">chairman<\/a>, <a href=\"https:\/\/archive.ph\/fgJwE\">Vincent Wang<\/a>, urged lawmakers in his opposing testimony to &ldquo;reject fear-based policymaking and instead craft evidence-driven solutions to the real challenges Ohioans face &mdash; rising cost of living, workforce availability, healthcare access, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/heritage-foundation-index-of-economic-freedom-reveals-america-has-lowest-score-in-projects-history\/\" title=\"Heritage Foundation \u2018Index Of Economic Freedom\u2019 Reveals America Has Lowest Score In Project\u2019s History\">long-term economic competitiveness<\/a>.&rdquo;<\/p>\n<p>Lucci told the DCNF that after he and Deal testified, they exited the still on-going hearing and were allegedly followed out by approximately five H.B. 1 opponents, including Wang, who purportedly &ldquo;began ceaselessly pestering&rdquo; Deal.<\/p>\n<p>&ldquo;Wang followed me into the hallway to pepper me with questions about how I found out what I knew about him,&rdquo; said Deal, whose testimony noted UCA&rsquo;s Chinese government ties and OCAA&rsquo;s relationship with UCA. &ldquo;He seemed to be upset by transparency.&rdquo;<\/p>\n<p>Lucci claims he then posed &ldquo;one simple question&rdquo; to Wang: &ldquo;Should the CCP be kicked out of Ohio?&rdquo;<\/p>\n<p>&ldquo;Wang refused to answer over and over, but even when he finally conceded that the CCP is the enemy of the U.S., he still couldn&rsquo;t bring himself to admit the obvious truth that the CCP should be kicked out of Ohio,&rdquo; said Lucci, who called the confrontation &ldquo;highly unusual behavior in a state legislature.&rdquo;<\/p>\n<p>Ohio business filings also identify Wang, whose Chinese name is Wang Wenkui, as the registered agent for Ohio-based Global Media Collaborations LLC (GMC), which Wang has used to develop close ties with Chinese state media outlets like CCTV, <a href=\"https:\/\/archive.ph\/gJAvA\">according<\/a> to DCNF translations of reports from Erie Chinese Journal, an Ohio-based Chinese language news outlet. OCCA and Wang did not respond to the DCNF&rsquo;s requests for comment.<\/p>\n<p>Yet, GMC is not Wang&rsquo;s only organization with Chinese government ties.<\/p>\n<p>OCAA&rsquo;s website also spotlights several CCP ties, <a href=\"https:\/\/archive.ph\/Y7ieT\">including<\/a> posts <a href=\"https:\/\/archive.ph\/gNQhj\">promoting<\/a> a UFWD-run summer camp in China for ethnically-Chinese children as well as <a href=\"https:\/\/archive.ph\/A4mfQ\">announcements<\/a> detailing OCAA&rsquo;s participation in UCA&rsquo;s &ldquo;Food of Love&rdquo; program.
