Gov. The court said the appellants were &ldquo;incorrect.&rdquo;<\/p>\n<p>Four judges appointed by Republican governors composed the majority opinion, while the fifth Republican-appointed judge sided with the two Democratic-appointed judges in dissent.<\/p>\n<p>&ldquo;The plain language of Article III, Section 45 unmistakably states &lsquo;when&rsquo; and &lsquo;how&rsquo; the General Assembly may &mdash; indeed, must &mdash; draw new congressional districts,&rdquo; Judge Paul Wilson wrote in the dissenting opinion. &ldquo;When the Constitution instructs the General Assembly &lsquo;when&rsquo; and &lsquo;how&rsquo; a power is to be exercised, there is a &lsquo;strong presumption that it was designed to be exercised in that time and mode only.&rsquo; This should end the analysis.&rdquo;<\/p>\n<p>On social media, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/GovMikeKehoe\/status\/2036533982867702266\">Kehoe<\/a> and Missouri Attorney General <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/AGCHanaway\/status\/2036522345049800833\" type=\"link\" id=\"https:\/\/x.com\/AGCHanaway\/status\/2036522345049800833\">Catherine Hanaway<\/a> celebrated the court&rsquo;s ruling.<\/p>\n<p>&ldquo;The Missouri Supreme Court has reinforced what we&rsquo;ve known all along &mdash; the Missouri FIRST Map and mid-decade redistricting are constitutional,&rdquo; Hanaway wrote.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/4502636\/abigail-spanberger-makes-direct-appeal-voters-support-new-maps-democrats-control\/\" type=\"link\" id=\"https:\/\/www.washingtonexaminer.com\/news\/house\/4502636\/abigail-spanberger-makes-direct-appeal-voters-support-new-maps-democrats-control\/\">ABIGAIL SPANBERGER MAKES DIRECT APPEAL FOR VOTERS TO SUPPORT NEW MAPS THAT GIVE DEMOCRATS 10-1 CONTROL<\/a><\/strong><\/p>\n<p>The decision represents a significant loss for Missouri Democrats, who are trying to bring the state&rsquo;s redrawn congressional map before voters in a ballot referendum in November.<\/p>\n<p>Missouri Secretary of State Denny Hoskins (R) has until late July to decide whether the map will be on the ballot.
