Judges have given pro-ISIS defendants an average sentence of 15 years for Jalloh&rsquo;s same crime since 2014, five years below what sentencing guidelines typically recommend, the National Counterterrorism Innovation, Technology, and Education Center (NCITE) told the DCNF.<\/p>\n<p>NCITE&rsquo;s data stems from a broader <a href=\"https:\/\/digitalcommons.unomaha.edu\/cgi\/viewcontent.cgi?article=1147&amp;context=ncitereportsresearch\" target=\"_blank\" rel=\"noopener noreferrer\">January study<\/a> on federal ISIS-related prosecutions between 2014 and 2025 that found cases have steadily increased since 2023, the federally-funded think tank told the DCNF. Jalloh went as far as trying to obtain an AK-47 rifle to slaughter U.S. soldiers, prosecutors said.<\/p>\n<p>Jalloh profusely apologized for his actions during his 2017 sentencing hearing, saying he &ldquo;did not intend to cause any harm to anyone,&rdquo; court records show.<\/p>\n<p>&ldquo;Every time I see any atrocities that ISIS commits, I am disgusted by it because I know this is not what I want to be a part of &hellip; I was in a really bad place, looking for some purpose, and it just really all got out of hand,&rdquo; Jalloh said.<\/p>\n<p>The DOJ based its 20-year sentence request on the basic sentencing guidelines and the terrorism enhancement. Bush-appointed <a href=\"https:\/\/www.fjc.gov\/history\/judges\/ogrady-liam\" target=\"_blank\" rel=\"noopener noreferrer\">Judge Liam O&rsquo;Grady<\/a> sentenced Jalloh to just eleven years and a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-supreme-court-ends-cash-bail-for-some-who-cannot-pay\/\" title=\"California Supreme Court Ends Cash Bail For Some Who Cannot Pay\">substance abuse treatment program<\/a>, which later allowed his release years early in December 2024.<\/p>\n<p>&ldquo;You have no criminal history, and you have been a law-abiding citizen and a member of the National Guard,&rdquo; O&rsquo;Grady told Jalloh at the time. &ldquo;So I think that the ultimate sentence that I hand down should reflect the good things you have done as well as the horrendous things.&rdquo;<\/p>\n<p>Eight years later, Jalloh entered a classroom at ODU, asked whether it was an ROTC military class, <a href=\"https:\/\/www.youtube.com\/watch?v=NZ6zo0FQ_G8\" target=\"_blank\" rel=\"noopener noreferrer\">yelled<\/a> &ldquo;Allahu Akbar&rdquo; and began shooting, according to authorities and media reporting. Students reportedly subdued Jalloh in the classroom, allowing one cadet to fatally stab him.<\/p>\n<p>Comprehensive data is not available for pro-ISIS zealots who reoffend, given that many sentences from recent years have likely not concluded. Ethiopian national Mohamed Ibrahim Ahmed is another example; a jury <a href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/federal-inmate-convicted-attempting-provide-material-support-isis\" target=\"_blank\" rel=\"noopener noreferrer\">convicted him<\/a> in 2019 of <a href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/al-qaeda-trained-jihadist-who-recruited-other-inmates-join-isis-sentenced-300-months\" target=\"_blank\" rel=\"noopener noreferrer\">material support for terrorism<\/a> for trying to recruit for ISIS while in prison on prior terrorism offenses.<\/p>\n<p>Additionally, federal appeals judges have occasionally&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/federal-appeals-court-says-judge-in-isis-case-gave-shockingly-low-prison-sentence-to-man-who-attempted-to-kill-fbi-agent\/2019\/12\/27\/2bb42f4c-28d6-11ea-ad73-2fd294520e97_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">overruled<\/a> lower-level <a href=\"https:\/\/www.justice.gov\/usao-sdtx\/pr\/texan-resentenced-following-terrorism-conviction-and-appeal\" target=\"_blank\" rel=\"noopener noreferrer\">judges<\/a> in recent years for <a href=\"https:\/\/nypost.com\/2025\/04\/10\/us-news\/judge-sentences-new-yorker-isis-recruiter-umm-nutella-to-19-years-in-prison\/\" target=\"_blank\" rel=\"noopener noreferrer\">softly punishing<\/a> convicted ISIS supporters.&nbsp;An appeals court also <a href=\"https:\/\/caselaw.findlaw.com\/court\/us-4th-circuit\/2010532.html\" target=\"_blank\" rel=\"noopener noreferrer\">affirmed<\/a> using the terrorism sentencing enhancement in such cases in 2019.<\/p>\n<p>Concerns about jihadist threats were heightened after the U.S. and Israel launched a war with Iran in February. Authorities said backlash to the strikes inspired two terrorist attacks in Texas and Michigan, the DCNF previously reported. Police also arrested two teens suspected of attempting an ISIS-inspired bombing in New York City.<\/p>\n<p>Despite ISIS <a href=\"https:\/\/www.nytimes.com\/2024\/01\/04\/world\/middleeast\/us-isis-iran-general-suleimani.html\" target=\"_blank\" rel=\"noopener noreferrer\">opposing the Iranian regime<\/a>, it and other terrorist organizations have capitalized on Middle Eastern conflicts for propaganda since Hamas sparked conflict with Israel in October 2023, according to a Wednesday threat assessment by the <a href=\"https:\/\/www.dni.gov\/files\/ODNI\/documents\/assessments\/ATA-2026-Unclassified-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Office of the Director of National Intelligence (ODNI)<\/a>.<\/p>\n<p>Trump&rsquo;s military largely destroyed ISIS in his first term after the extremists declared a <a href=\"https:\/\/www.wilsoncenter.org\/article\/timeline-the-rise-spread-and-fall-the-islamic-state\" target=\"_blank\" rel=\"noopener noreferrer\">caliphate<\/a> in 2014 and made headlines for gruesome beheadings. Since then, the group has increasingly turned to the internet to radicalize followers into violence worldwide, according to the Wednesday threat assessment.
