The measure would designate the southeast Phoenix freeway as “Charlie Kirk Loop 202,” near TPUSA’s headquarters, and it has cleared the House after already passing the Senate,so it now goes to Gov. Katie Hobbs for a signature. The Senate had previously approved the naming, and both chambers are controlled by Republicans.

Proponents, including Senate President Warren Petersen, framed the move as a bipartisan tribute to a conservative advocate who they say championed free speech and critical thinking, arguing that honoring a Republican who faced violence for his views should cross party lines.

Opponents contend that highway naming should follow nonpartisan processes and worry the measure politicizes government. Democrat leaders noted Hobbs’ long veto record and suggested she may veto the bill, pointing to her veto of a separate Charlie Kirk license plate proposal as evidence of political calculation in a high-profile governor’s race.

The article discusses how Hobbs’s decision could affect her re-election prospects-signaling that signing might appeal to centrists while vetoing could energize the right-against a backdrop of a state with Republican majorities in both chambers and ongoing political maneuvering ahead of the 2026 elections.

A bill to rename a highway in the Phoenix area after slain conservative activist Charlie Kirk passed the Arizona House on Wednesday, meaning it is off to Democratic Gov. Katie Hobbs for her signature. The measure, which would call the southeast Phoenix freeway the “Charlie Kirk Loop 202,” has already passed the Senate, and both chambers have Republican majorities. Senate President Warren Petersen urged Hobbs to sign, arguing that honoring a Republican who defended free speech should be a bipartisan matter and that Kirk’s work to empower young people to think critically and speak freely deserves recognition.

Critics, including Democrat House Minority Leader Oscar De Los Santos, warned that this would bypass the usual highway-naming process. Hobbs previously vetoed a separate bill to create a Charlie Kirk license plate and has said she wants nonpartisan government actions, even as she acknowledged the tragedy of Kirk’s assassination. The article notes that Turning Point Action backs Hobbs’s likely GOP opponent, Andy Biggs, so signing the highway bill could have political implications for her reelection.

The governor has five days (excluding Sundays) to act, and she has a history of vetoing a large number of bills.
