<a href=\"https:\/\/www.congress.gov\/crs-product\/R45725\" target=\"_blank\" rel=\"noopener\">according<\/a> to the Library of Congress. &ldquo;The domestic shipping restrictions were waived during World War I. They were waived again in preparation for World War II.
