In Texas, Cornyn faced another pressure point, as his GOP primary rival, state Attorney General Ken Paxton, said he would consider dropping out of the race, but only if the Senate passed the SAVE Act, a virtually impossible task, given the<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/filibuster\/\" type=\"post_tag\" id=\"1708\"> filibuster<\/a> rule.<\/p>\n<p>Trump&rsquo;s decision to hold out on endorsement in the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/2026-election\/\" type=\"post_tag\" id=\"11675\">Texas Senate race <\/a>has seemingly added another wrinkle to Cornyn&rsquo;s reelection campaign. Otherwise, opposition members or lawmakers in the minority can continue to place a filibuster hold on bills.&nbsp;<\/p>\n<p>Manchin noted that in days gone by, Cornyn had been a firm ally in the fight to defend the filibuster, saying he understood that eliminating it would give the party holding the majority &ldquo;complete power.&rdquo;&nbsp;<\/p>\n<p>&ldquo;The filibuster &mdash; the soul of the Senate &mdash; has preserved the Senate&rsquo;s role for nearly 250 years as the institution that cools passions, protects minority voices, and demands consensus.
