John Fetterman&nbsp;<a href=\"https:\/\/x.com\/ScottPresler\/status\/2032105618132152488?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">says<\/a>&nbsp;he no longer would support the SAVE America Act in its &ldquo;current state,&rdquo; and that President Donald Trump is &ldquo;constantly critical on mail-in voting,&rdquo; which, according to Fetterman, is &ldquo;safe.&rdquo;&nbsp;<\/p>\n<p>But mass mail-in voting is highly insecure &mdash; and the SAVE America Act would help solve several critical issues with voting by mail.<\/p>\n<h2>Mail-In Voting Enables Ballot-Box Stuffing<\/h2>\n<p>In 2023 a judge overturned a <a href=\"https:\/\/thefederalist.com\/2024\/03\/26\/connecticut-elections-chief-reports-suspicious-activity-in-do-over-race-after-judge-overturned-primary\/\" target=\"_blank\" rel=\"noreferrer noopener\">mayoral race<\/a> in Bridgeport, Connecticut, after incumbent Democrat Joe Ganim won a primary race by 251 votes despite having trailed his opponent, John Gomes, by hundreds of votes. The race was nullified after footage &ldquo;appeared to show Ganim&rsquo;s affiliates &lsquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/shocker-amazons-a-hypocrite-on-mail-in-ballots\/\" title=\"Shocker\u2013Amazon\u2019s a Hypocrite on ...in ...s\">stuffing ballot boxes<\/a>.&rsquo;&rdquo; The redo was also plagued by allegations of voter fraud.<\/p>\n<p>In another prominent example of ballot-box stuffing, three members of the <a href=\"https:\/\/thefederalist.com\/2025\/04\/07\/3-pennsylvania-officials-plead-guilty-to-election-fraud-and-2-are-still-in-office\/\" target=\"_blank\" rel=\"noreferrer noopener\">Milbourne Borough Council<\/a> were <a href=\"https:\/\/thefederalist.com\/2025\/06\/30\/three-pennsylvania-officials-who-cheated-in-election-get-prison-time-one-is-still-in-office\/\" target=\"_blank\" rel=\"noreferrer noopener\">sentenced<\/a> to prison in 2025 for preparing fraudulent ballots and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-show-trials-begin\/\" title=\"The Show Trials Begin\">stuffing ballot drop boxes<\/a> in a 2021 election.<\/p>\n<h2>Mail-In Ballots Can Be Fraudulently Requested or Submitted<\/h2>\n<p>An Alabama Democrat, Terry Andrew Heflin, was <a href=\"https:\/\/www.sos.alabama.gov\/newsroom\/alabama-secretary-state-wes-allen-says-indictments-send-message-election-criminals-we-are\" target=\"_blank\" rel=\"noreferrer noopener\">charged<\/a> with seven felony counts of voter fraud in 2024, and in May 2025 he <a href=\"https:\/\/www.alabamaag.gov\/attorney-general-steve-marshall-announces-voter-fraud-conviction-of-clay-county-commission-candidate\/\" target=\"_blank\" rel=\"noreferrer noopener\">pleaded guilty<\/a> to one count of absentee ballot fraud while the other charges were <a href=\"https:\/\/www.al.com\/news\/2025\/05\/alabama-democrat-pleads-guilty-to-using-others-absentee-ballots-to-vote-for-himself.html\" target=\"_blank\" rel=\"noreferrer noopener\">dismissed<\/a>. Heflin admitted to requesting, completing, and submitting another person&rsquo;s absentee ballot in violation of the law.<\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2024\/12\/16\/texas-man-sentenced-to-jail-for-mail-in-ballot-scheme-you-know-the-thing-that-never-happens\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zul Mirza Mohamed<\/a>, a resident of Texas, was sentenced in 2024 to four years in jail for forging mail-in ballot applications using residents&rsquo; names during a 2020 race in which he was a candidate. He &ldquo;had the ballots sent to a Lewisville mail store where he leased a virtual mailbox using fake IDs,&rdquo; the Denton-Record Chronicle <a href=\"https:\/\/dentonrc.com\/news\/crime\/denton-county-man-gets-4-year-sentence-for-ballot-fraud\/article_b73015c8-b9a8-11ef-b486-8bfc60c1c781.html\">reported<\/a>.<\/p>\n<p>This kind of fraud is enabled by vote-by-mail&rsquo;s <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/table-14-how-states-verify-voted-absentee-mail-ballots\" target=\"_blank\" rel=\"noreferrer noopener\">weak or nonexistent<\/a> identity verification measures. Many states rely on signature verification, a notoriously unreliable method of discerning a voter&rsquo;s identity.<\/p>\n<h2>Mail-In Voting Relies on a Miscue-Ridden Postal System <\/h2>\n<p>Aside from intentional fraud, there are also issues with mail-in ballots simply not arriving. A <a href=\"https:\/\/thefederalist.com\/2024\/10\/16\/michigans-second-largest-city-lost-an-entire-tray-of-mail-ballots-and-still-has-no-clue-where-they-went\/\" target=\"_blank\" rel=\"noreferrer noopener\">tray of ballots <\/a>from Grand Rapids, Michigan, went missing, and the Associated Press <a href=\"https:\/\/apnews.com\/article\/washington-oregon-ballots-not-delivered-e93f8b208aa0984222c1ea8368dd1898\" target=\"_blank\" rel=\"noreferrer noopener\">previously reported<\/a> that USPS &ldquo;failed to deliver an unknown number of ballots in Coos County, Oregon, and it didn&rsquo;t deliver up to 300 ballots in Whitman County, Washington.&rdquo;<\/p>\n<p>Further undermining confidence in the mail-in ballot system, a July <a href=\"https:\/\/www.uspsoig.gov\/sites\/default\/files\/reports\/2024-08\/24-016-r24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2024 audit<\/a> of the primary elections by the <a href=\"https:\/\/thefederalist.com\/2024\/08\/16\/majority-of-postal-facilities-audited-by-inspector-general-failed-to-follow-election-mail-procedures\/\" target=\"_blank\" rel=\"noreferrer noopener\">USPS Office of the Inspector General<\/a> found that &ldquo;over half of the delivery units and processing facilities &hellip; visited were not properly&rdquo; following USPS guidance on election-related mail.<\/p>\n<h2>Election Officials Warn of Structural Problems With Mass Mail-In Voting<\/h2>\n<p>Notably ahead of the 2020 election, the Cybersecurity and Infrastructure Security Agency (CISA) <a href=\"https:\/\/thefederalist.com\/2024\/01\/23\/docs-cisa-knew-risks-of-mail-in-voting-in-2020-but-got-posts-about-them-censored-anyway\/\" target=\"_blank\" rel=\"noreferrer noopener\">admitted<\/a> there are a host of issues associated with mass mail-in voting, including difficulty in the &ldquo;process of mailing and returning ballots,&rdquo; &ldquo;high number of improperly completed ballots,&rdquo; and the &ldquo;shortage of personnel to process ballots in a prompt manner.&rdquo;<\/p>\n<p>But the SAVE America Act would help fix these insecurities.<\/p>\n<h2>How the SAVE America Act Would Help<\/h2>\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/7296\/text\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> includes several safeguards that would address many of the aforementioned vulnerabilities with mass mail-in voting. It would require voters to provide documentary proof of citizenship in person to register to vote before being able to obtain a mail-in ballot. When requesting or submitting a mail-in ballot, voters would be required to include a copy of a photo ID.<\/p>\n<p>Those safeguards would make schemes like the one executed by Zul Mirza Mohamed far more difficult. Requiring a photo ID would make impersonating another voter far more difficult.<\/p>\n<p>The legislation would also <a href=\"https:\/\/www.foxnews.com\/politics\/house-republicans-push-election-overhaul-voter-id-mail-in-ballot-changes-ahead-midterms\" target=\"_blank\" rel=\"noreferrer noopener\">prohibit<\/a> states from sending mass mail-in ballots to voters who do not request them. Instead, voters would have to request mail-in ballots instead of automatically receiving one. &nbsp;<\/p>\n<p>Limiting ballots to those requested by voters would reduce the number of ballots circulating or sitting in drop boxes. This could help prevent incidents where fraudsters take advantage of the tens or hundreds of thousands of ballots in circulation to stuff drop boxes.<\/p>\n<p>The safeguards would also reduce some of the mail system&rsquo;s difficulties with processing large amounts of ballots.<\/p>\n<p>Notably, there is evidence that changes to mail-in voting are just as popular as the other provisions of the SAVE America Act. A&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/07\/31\/exclusive-poll-shows-majority-of-americans-support-voter-id-limited-mail-in-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">2023 survey<\/a>&nbsp; conducted by the Honest Elections Project found that 76 percent of voters say &ldquo;voting in person is better than voting by mail&rdquo; and 73 percent &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ga-election-board-asks-state-to-end-no-excuse-mail-in-voting\/\" title=\"GA Election Board Asks State To End No-Excuse ...In ...\">reject automatically sending ballots<\/a> without a voter&rsquo;s request.&rdquo;<\/p>\n<hr>\n<p>      Brianna Lyman is an elections correspondent at The Federalist.
