The policies, among other things, allow public dollars to be used to fund &ldquo;additional stipends&rdquo; and other incentives to aid the recruitment of non-white teachers, as well as financial support for racial affinity groups.<\/p>\n<div class=\"recommended-stories\">\n<h2>Recommended Stories<\/h2>\n<ul>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/4478925\/deputy-director-ice-bought-thousands-marked-vehicles-cannot-use\/\">Noem&#8217;s deputy director of ICE bought thousands of vehicles that officers can&#8217;t use<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4480653\/scandal-plagued-labor-department-sends-millions-to-liberal-race-based-organizations\/\">Scandal-plagued Labor Department sends millions to liberal, race-based organizations&nbsp;&nbsp;<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/4481852\/brian-mcginnis-assault-charges-protest-hearing\/\">Veteran whose arm was broken in interaction with Capitol Police facing multiple charges of assault<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"article-paywall\">\n<p>&ldquo;These policies reflect a deeply entrenched far-left ideology throughout the entire Minnesota education system that flies in the face of long-standing jurisprudence and the historic sacrifices Civil Rights leaders and supporters have made over decades,&rdquo; Rhyen Staley, Defending Education&rsquo;s director of research, told the <em>Washington Examiner<\/em>. &ldquo;These policies and practices are immoral and anti-American and must be stopped.&rdquo;<\/p>\n<p>As a condition of adopting the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/resources.finalsite.net\/images\/v1765998738\/alexschoolsorg\/ng28wozoo2lrv5iuqwfk\/425StaffDevelopmentandMentoring-boardapprovedDec2025.pdf\">policy<\/a>, many school districts have stated that they &ldquo;must develop teacher mentoring programs&rdquo; that privilege non-white educators.&nbsp;<\/p>\n<p>Additionally, the policies state the districts &ldquo;may use staff development revenue, special grant programs established by the legislature or another funding source&rdquo; to provide &ldquo;additional stipends as incentives to mentors of color or who are American Indian&rdquo; and &ldquo;financial supports for <a href=\"https:\/\/amzn.to\/3YuVZYV\" >professional learning community affinity groups &#038;hellip<\/a>; for teachers from underrepresented racial and ethnic groups to come together throughout the school year.&rdquo;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">The St. Paul Federation of Educators, an AFT affiliate in Minnesota, made signs at a recent workshop claiming that &ldquo;St. Paul kindergarteners are afraid of ICE.&rdquo; (American Federation of Teachers)<\/figcaption><\/figure>\n<p>The policies also greenlight public funding specifically allocated for &ldquo;increasing student achievement for students of color.&rdquo;<\/p>\n<p>If any state grants are received for staff development, according to the policies, school districts must &ldquo;negotiate additional retention strategies or protection from unrequested leave of absences in the beginning years of employment for teachers of color and teachers who are American Indian.&rdquo; Examples of retention strategies include grouping teachers together with members of their own race and offering them &ldquo;financial incentives.&rdquo;<\/p>\n<p>The policies, which uniformly contain the number 425 and are titled &ldquo;Staff Development and Mentoring,&rdquo; or similar, appear to be based on a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/minnesota\/\" type=\"post_tag\" id=\"443\">Minnesota School Boards Association <\/a>model policy bearing the same number and name.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/teachers-unions\/\" type=\"post_tag\" id=\"539\">Teachers unions<\/a>, long derided by conservatives as one of the primary vectors of left-wing ideology into public education, have significant influence over the MSBA.<\/p>\n<p>For one, people who sit on school boards in Minnesota are largely the candidates that teachers unions want to see running education.&nbsp;During the most recent round of school board elections, for instance, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/educationminnesota.org\/news\/press-release\/minnesota-voters-support-public-education-in-2025-school-board-elections\/\">44 of 47 candidates<\/a> endorsed by teacher unions won their elections. The MSBA also has a history of working closely with unions in state lobbying efforts, including on teacher retention issues.&nbsp;<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4474492\/mainstream-professor-group-partners-with-dsa-to-unleash-anti-ice-chaos-on-campuses\/\"><strong>&lsquo;CREATE A CRISIS&rsquo;: MAINSTREAM PROFESSOR GROUP PARTNERS WITH DSA TO UNLEASH ANTI-ICE CHAOS ON CAMPUSES<\/strong><\/a><\/p>\n<p>Rochester Public Schools, the largest district to adopt the aforementioned policies, serves roughly 17,500 students, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.rochesterschools.org\/\">according <\/a>to its website.&nbsp;<\/p>\n<p>The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/trump-administration\/\" type=\"post_tag\" id=\"339\">Trump administration<\/a> has shown interest in addressing <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/racial-discrimination\/\" type=\"post_tag\" id=\"903\">racial discrimination <\/a>in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/education\/\" type=\"post_tag\" id=\"8759\">public education<\/a>.
