As The Federalist&rsquo;s Brianna Lyman <a href=\"https:\/\/thefederalist.com\/2026\/02\/26\/senate-gop-finds-time-to-pass-thom-tillis-dog-parade-but-not-the-save-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> Thursday, North Carolina&rsquo;s retiring senator, <a href=\"https:\/\/www.tillis.senate.gov\" target=\"_blank\" rel=\"noreferrer noopener\">Thom Tillis<\/a>, earlier this month put forward a resolution seeking to use the atrium in the Philip A. Hart Senate office building for a <a href=\"https:\/\/www.columbian.com\/news\/2026\/feb\/26\/beads-bones-and-bipartisanship-sen-thom-tillis-last-pawrade\/\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;Bipawtisan Doggi Gras Pawrade.&rdquo;<\/a> The resolution <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-resolution\/611\/all-actions?overview=closed#tabs\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/flashback-mitch-mcconnell-received-donations-from-voting-machine-lobbyists-before-blocking-election-security-bills\/\" title=\"Flashback: Mitch McConnell Received Donations from Voting Machine Lobbyists Before Blocking Election Security Bills\">unanimous consent<\/a>. The pooches were paraded on Wednesday.&nbsp;<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">This is what Thom Tillis does instead of passing the Save America Act. As the republic hangs in the balance, all the upper house seems to be able to accomplish is dressing up dogs in funny costumes. But who doesn&rsquo;t love a costumed canine?&nbsp;<\/p>\n<p>You know what else people love? Having faith in their elections. That&rsquo;s why voters <a href=\"https:\/\/thefederalist.com\/2025\/02\/05\/americans-overwhelmingly-support-voter-id-laws-dems-want-to-squash\/\" target=\"_blank\" rel=\"noreferrer noopener\">overwhelmingly support<\/a> the core provisions in the <a href=\"https:\/\/thefederalist.com\/2026\/02\/19\/bringing-back-the-talking-filibuster-could-do-more-to-save-america-than-just-passing-the-save-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">SAVE America Act<\/a>, a bill that requires documentary proof to register to vote in federal elections and voter identification at the polls.&nbsp;<\/p>\n<p>But that&rsquo;s too hard for a slow-moving body that&rsquo;s grown quite fond of hitting the &ldquo;easy&rdquo; button. The Republican majority could try, but why bother, leadership moans. Senate Majority Leader John Thune, R-S.D. <a href=\"https:\/\/x.com\/theblaze\/status\/2027089742957838481?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> there&rsquo;s no consensus in his conference to fight for the election-integrity reform package.&nbsp;<\/p>\n<p>Clearly, the 45 Democrats (and two Independents who vote like Democrats) in the minority despise the bill because it would go a long way in preventing noncitizens from registering and voting in U.S. elections. But there are <a href=\"https:\/\/thefederalist.com\/2026\/02\/10\/rino-senators-could-sink-the-save-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">more than a few Republican senators<\/a> who like to talk a big game about the critical importance of voter verification but who don&rsquo;t want to put in the sweat equity to bring the SAVE America Act to the president&rsquo;s desk.&nbsp;<\/p>\n<h2>Make Bernie and Dick Work for It<\/h2>\n<p>Republicans have the tool to do it. The <a href=\"https:\/\/thefederalist.com\/2026\/02\/25\/elon-musk-its-time-to-use-the-talking-filibuster-to-pass-the-save-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;talking filibuster&rdquo;<\/a> &mdash; the means to get around the Senate&rsquo;s 60-vote rule to move legislation to a vote without &ldquo;nuking the filibuster.&rdquo;<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>Great news! Now it is time to enforce the talking filibuster. <\/p>\n<p>The filibuster rule is meant to allow senators to present their arguments before a bill is passed. <\/p>\n<p>It is NOT intended to require 60 votes to pass anything at all!<\/p>\n<p>STOP THE ABUSE OF THE FILIBUSTER NOW. <\/p>\n<p>Either&hellip; <a href=\"https:\/\/t.co\/8xp1UewexI\">https:\/\/t.co\/8xp1UewexI<\/a><\/p>\n<\/div>\n<p>&mdash; Elon Musk (@elonmusk) <a href=\"https:\/\/twitter.com\/elonmusk\/status\/2026724553234461068?ref_src=twsrc%5Etfw\">February 25, 2026<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>Republicans could force Democrats to literally stand up for their &ldquo;beliefs.&rdquo; Unlike the oft-used <a href=\"https:\/\/constitutioncenter.org\/blog\/filibustering-in-the-modern-senate\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;silent filibuster&rdquo;<\/a> that requires little of the opposition, the talking filibuster would require Democrats to debate the SAVE America Act non-stop without taking a break. Not for dinner. Not for a smoke. Not to use the bathroom. The talking Fils can drink water &mdash; <a href=\"https:\/\/heritageaction.com\/blog\/a-guide-to-the-talking-filibuster\" target=\"_blank\" rel=\"noreferrer noopener\">and milk<\/a>, apparently.&nbsp;<\/p>\n<p>The Dems would each get two speeches. They can tell America all about how the bill is &ldquo;<a href=\"https:\/\/thefederalist.com\/2026\/02\/26\/democrats-cant-seriously-believe-id-requirements-are-civil-rights-violations\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jim Crow 2.0&rdquo; and voter suppression and all that other crap<\/a>, but they&rsquo;ll tire out or make a deal to end debate. This Senate is Boomerville, with the median age at nearly <a href=\"https:\/\/www.medicare.gov\/basics\/get-started-with-medicare\/sign-up\/when-can-i-sign-up-for-medicare\" target=\"_blank\" rel=\"noreferrer noopener\">Medicare-eligible<\/a>, <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/01\/16\/age-and-generation-in-the-119th-congress-somewhat-younger-with-fewer-boomers-and-more-gen-xers\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> Pew Research. Let Bernie Sanders and Dick Durbin try to do a Mr. Smith without a potty break.&nbsp;<\/p>\n<p>Eventually, Democrats will relent. Their time will be up. And the 60-vote threshold disappears.&nbsp;<\/p>\n<p>&ldquo;Once Democrats exhausted all their allowed speeches and motions or yielded the floor, the bill would go straight to a vote, and only a simple majority of 51 senators would be needed to pass the bill,&rdquo; Heritage Action explains in its <a href=\"https:\/\/heritageaction.com\/blog\/a-guide-to-the-talking-filibuster\" target=\"_blank\" rel=\"noreferrer noopener\">Guide to the Talking Filibuster<\/a> published this week. &nbsp;<\/p>\n<p>It does require a little work from Tillis and his dog and pony show team. They would have to hang around Washington, D.C. for more than their usual <a href=\"https:\/\/www.youtube.com\/watch?v=9FNtwjpiNxE\" target=\"_blank\" rel=\"noreferrer noopener\">few days a week.<\/a> They wouldn&rsquo;t have to stay on the floor, but close enough so Thune could call as many senators as needed to meet quorum. Debate would then resume, the guide notes.&nbsp;<\/p>\n<p>But actually doing their jobs seems a bridge too far for some work-averse Senators. Hence, Thune&rsquo;s problem achieving consensus.<\/p>\n<h2>&lsquo;Grow Up&rsquo;<\/h2>\n<p>Tillis, who has <a href=\"https:\/\/www.youtube.com\/shorts\/e0U39AyaWPw\" target=\"_blank\" rel=\"noreferrer noopener\">come to terms with his RINO-ness<\/a>, may not be bright enough to know the optics on his annual doggy parade are horrible amid another stupid government shutdown and a minority party that doesn&rsquo;t believe that <a href=\"https:\/\/www.coloradopolitics.com\/2026\/02\/26\/republicans-roll-out-first-ad-pinning-democrats-for-not-standing-during-state-of-the-union\/\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;the first duty of the American government is to protect American citizens, not illegal aliens<\/a>.&rdquo; Or maybe he&rsquo;s just that <a href=\"https:\/\/thehill.com\/homenews\/senate\/5712506-tom-tillis-donald-trump-criticism\/\" target=\"_blank\" rel=\"noreferrer noopener\">spiteful<\/a>, making sure Trump doesn&rsquo;t get another victory on his way out the Senate door.&nbsp;<\/p>\n<p>Tillis &mdash; and the Senate in general &mdash; heard an earful from critics.&nbsp;<\/p>\n<p>Tillis tried to laugh off the criticism, but his &ldquo;tone hardened,&rdquo; according to The Washington Post.&nbsp;<\/p>\n<p>&ldquo;I don&rsquo;t find their comments particularly well-informed,&rdquo; Tillis said. &ldquo;Grow up.
