The failure is blamed on aging infrastructure, even as DC Water emphasizes its push for diversity and inclusion within the agency. The line normally carries roughly 60 million gallons per day.

– The New York Times reports the sewage flowed freely for about a week before DC Water redirected it to a downstream section that leads to a treatment plant. There have been occasional spills through February 10, and officials say drinking water hasn’t been affected. Early tests found elevated bacteria levels, including E. coli, Staphylococcus aureus (Staph), and antibiotic-resistant MRSA, raising worries about boating, fishing, and other river activities.

– In a 2022 interview that’s drawing renewed attention, DC Water CEO David Gadis talked about applying DEI principles at the agency, arguing the workforce was already diverse. The interview noted the executive team should reflect the community and employees, yet the piece implies the leadership was still largely white male at the top.

– DC Mayor Muriel Bowser later cited seeking federal help and 100% reimbursement for costs to the District and DC Water, while other federal aid questions were noted.
