U.S. district Judge Katherine Menendez ruled that the state and cities had not met the high burden required for a preliminary injunction, saying they offered no clear metric to show when federal law enforcement becomes unlawful commandeering. The operation,launched in December,has led to roughly 3,000 arrests according to federal officials.
