ALL &zwj;TARGETS MUST HAVE &#8288;A CRIMINAL NEXUS.&rdquo;<\/p>\n<p>The policy change comes after a tumultuous month in Minnesota in which two civilians, Renee Good and Alex Pretti, were shot and killed while confronting ICE officers engaged in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/businesses-nationwide-participated-in-a-day-without-immigrants-protest-washington-examiner\/\" title=\"Businesses nationwide participated in a \u2018day without immigrants\u2019 protest - Washington Examiner\">illegal immigration enforcement operations<\/a>.&nbsp;Charles&rsquo;s email also advised officers not to engage with protesters, demonstrators, or anyone antagonizing officers.<\/p>\n<p>&ldquo;DO NOT COMMUNICATE OR ENGAGE WITH AGITATORS,&rdquo; officers were advised in an email, <em>Reuters<\/em> <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.reuters.com\/world\/ice-officers-minnesota-directed-not-interact-with-agitators-new-orders-2026-01-29\/?taid=697b0eda68c9b90001d1a03c&amp;utm_campaign=trueAnthem:+Trending+Content&amp;utm_medium=trueAnthem&amp;utm_source=twitter\">reported<\/a>. &ldquo;It serves no purpose &zwnj;other than inflaming the situation. No one is going to convince the other. The only communication should be the officers issuing commands.&rdquo;<\/p>\n<p>As part of the operational pivot, ICE officers will be supplied with megaphones to communicate loudly and clearly during their operations. Officers will use them to issue <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/m.economictimes.com\/news\/international\/global-trends\/ice-officers-in-minnesota-directed-not-to-interact-with-agitators-in-new-orders\/amp_articleshow\/127750824.cms\">commands<\/a> to protesters, demonstrators, and others in public, while ensuring they &ldquo;verbalize every step of the arrest process.&rdquo;<\/p>\n<p>The new <a target=\"_blank\" href=\"https:\/\/m.economictimes.com\/news\/international\/global-trends\/ice-officers-in-minnesota-directed-not-to-interact-with-agitators-in-new-orders\/amp_articleshow\/127750824.cms\" rel=\"noreferrer noopener\">directive<\/a> is the latest change the Trump administration has implemented this week after Pretti&rsquo;s death on Saturday. The most significant change so far has been the appointment of border czar Tom Homan as a de facto replacement in Minnesota for Department of Homeland Security Secretary Kristi Noem and Commander-at-Large of the Border Patrol <a target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/4434302\/greg-bovino-relieved-minnesota-border-patrol-ice\/\" rel=\"noreferrer noopener\">Gregory Bovino<\/a>.&nbsp;<\/p>\n<p>Homan <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4436432\/homan-hails-productive-meeting-with-walz-and-frey\/\">met<\/a> with Gov. Tim Walz (D-MN) and Democratic Minneapolis Mayor Jacob Frey on Tuesday and posted on social media that it was a &ldquo;productive&rdquo; meeting. Homan is scheduled to hold a press conference on Thursday morning, during which he is expected to announce some of the changes being implemented in Minnesota. <\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/4436253\/democrats-draw-red-line-new-ice-guardrails-fix-congress\/\">DEMOCRATS DRAW RED LINE ON NEW ICE GUARDRAILS: &lsquo;FIX SHOULD COME FROM CONGRESS&rsquo;<\/a><\/strong><\/p>\n<p>ICE and other law enforcement officers have come under significant scrutiny in Minnesota after the deaths of Good and Pretti. Democrats have criticized the officers&rsquo; tactics and strategies, categorizing them as dangerous and far too aggressive. However, large groups of protesters have targeted ICE operations throughout the country even before the incidents in Minnesota, beginning after President Donald Trump ordered illegal immigration enforcement operations to commence.&nbsp;<\/p>\n<p>On multiple occasions, protests have turned violent with participants trying to harm ICE officers in a variety of ways, including throwing <a target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/3834844\/illegal-immigrant-pleads-guilty-molotov-ice-riots\/\" rel=\"noreferrer noopener\">Molotov cocktails<\/a> at officers, <a target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/department-of-homeland-security\/\" rel=\"noreferrer noopener\">weaponizing<\/a> automobiles to target ICE officers, and a sniper trying to <a target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/3821602\/multiple-shot-dallas-ice-facility\/\" rel=\"noreferrer noopener\">shoot officers<\/a> at a detention facility.
