One of the names of the groups on the list was Sunshine Residential Homes Inc., a for-profit company that contracts with the State of Arizona. Sunshine Residential donated $100,000 to the alleged secret fund, which was suspicious enough. But after some additional digging by local reporters, an even deeper level of corruption&nbsp;<u><a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/arizona\/2024\/06\/05\/arizona-group-home-gives-big-to-governor-katie-hobbs-gets-more-state-money\/73957477007\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.azcentral.com\/story\/news\/politics\/arizona\/2024\/06\/05\/arizona-group-home-gives-big-to-governor-katie-hobbs-gets-more-state-money\/73957477007\/&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw1Rhnzh9SxvbXJRnycIzFKy\">was revealed<\/a><\/u>&nbsp;&mdash; an alleged pay-to-play scheme between Hobbs and the group home.<\/p>\n<p>According to the report, it turns out Sunshine Residential Homes doled out $400,000 to the Arizona Democratic Party, Hobbs&rsquo; gubernatorial campaign committee, and her aforementioned inaugural fund. Hobbs and her campaign finance manager even <u><a href=\"https:\/\/x.com\/WallStreetApes\/status\/2011142875292287091\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/x.com\/WallStreetApes\/status\/2011142875292287091&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw1TFCrJxzMcifn1MW9W58gX\">arranged a dinner<\/a><\/u>&nbsp;with the government contractor to meet with the CEO in private.<\/p>\n<p>After making the large donations, Sunshine was granted a 30 percent increase in their rates at a time when the Arizona Department of Child Safety cut loose 16 providers. On top of that, no other standard <a href=\"https:\/\/www.foxnews.com\/politics\/arizona-gov-katie-hobbs-under-investigation-alleged-pay-to-play-scheme\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.foxnews.com\/politics\/arizona-gov-katie-hobbs-under-investigation-alleged-pay-to-play-scheme&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw3JK26KUSh-0OIu9lS_r7EX\">group home provider received a rate increase<\/a>.&nbsp;This arrangement&nbsp;ensured that&nbsp;Sunshine Residential&nbsp;would receive&nbsp;millions&nbsp;in&nbsp;additional&nbsp;revenue&nbsp;at the&nbsp;taxpayers&rsquo;&nbsp;expense.<\/p>\n<p>Hobbs is currently under criminal investigation for this alleged pay-to-play scheme, but it&rsquo;s not the only <a href=\"https:\/\/www.fox10phoenix.com\/video\/1467846\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.fox10phoenix.com\/video\/1467846&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw38U3glGy3wDuxj_6B15hGZ\">financial scandal<\/a>&nbsp;we&rsquo;ve&nbsp;seen&nbsp;during her&nbsp;reign as governor.<\/p>\n<p><strong>Agency&nbsp;Fraud Runs Rampant&nbsp;Under Katie Hobbs&nbsp;<\/strong><\/p>\n<p>Earlier this year,&nbsp;one of the largest Medicaid fraud scandals in state history&nbsp;came to light&nbsp;when it was discovered that&nbsp;the Arizona Health Care Cost Containment System had&nbsp;been rocked by more than&nbsp;$2 billion&nbsp;in fraudulent billing.<\/p>\n<p>Reports&nbsp;<u><a href=\"https:\/\/azfreenews.com\/2025\/08\/arizona-senators-press-officials-on-medicaid-fraud-oversight-failures\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/azfreenews.com\/2025\/08\/arizona-senators-press-officials-on-medicaid-fraud-oversight-failures\/&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw2xPPEN2tm8REeKbKlZWcqE\">tied the abuse<\/a><\/u>  largely to Residential Treatment Facilities &mdash; often called &ldquo;sober living homes&rdquo; &mdash; where patients were allegedly exploited in schemes designed to maximize profits rather than provide care. Investigators alleged that some facilities bribed individuals to attend certain programs, then billed Medicaid for services that were medically unnecessary &mdash; or never provided at all.<\/p>\n<p>One of the most prominent cases involved Farukh Jara Ali and occurred under the watch of Katie Hobbs. Ali &mdash; the Pakistan-based owner of ProMD &mdash; was <u><a href=\"https:\/\/www.justice.gov\/criminal\/media\/1405286\/dl?inline\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.justice.gov\/criminal\/media\/1405286\/dl?inline&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw35LpFWjxrUfEYYEjb16boI\">indicted<\/a><\/u>&nbsp;in June&nbsp;for&nbsp;submitting&nbsp;more than $650 million in fraudulent Medicaid claims.&nbsp;Not only does that money come directly from taxpayers,&nbsp;but the whole scheme exploited Arizona&rsquo;s healthcare system at the expense of people who need real help.<\/p>\n<p>Arizona&rsquo;s Medicaid program isn&rsquo;t the only agency that Hobbs has let turn into a playground for fraudsters. In 2023, the Arizona Department of Housing wired $2 million to a fake NGO claiming to be providing affordable housing. A <u><a href=\"https:\/\/www.azauditor.gov\/sites\/default\/files\/2024-10\/24-114_Report_0.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.azauditor.gov\/sites\/default\/files\/2024-10\/24-114_Report_0.pdf&amp;source=gmail&amp;ust=1768952482038000&amp;usg=AOvVaw2_bFHKNhQ7xmSJLBEc2yWw\">scathing report<\/a><\/u>&nbsp;from the Auditor General found that the department lacked&nbsp;basic&nbsp;security protocols,&nbsp;failing&nbsp;to develop&nbsp;any wire transfer procedures&nbsp;that would&nbsp;have&nbsp;stopped&nbsp;the fraud.
