The House voted 136-291 (nine not voting) to reject the amendment, which Norman argued would prevent taxpayer dollars from funding facilities that provide abortions and gender\u2011affirming care for minors.<\/p>\n<p>A Heritage Action analysis cited in the article identified multiple earmarks in the bill that it says would direct funds to hospitals and clinics linked to abortions or &#8220;trans&#8221;-related care for children &#8211; including a $2 million allocation for Rady Children&#8217;s Hospital, more than $4 million for Christiana Care, and about $1.6 million tied to a Maine medical center with a pediatric gender clinic. The analysis also flagged other earmarks for universities and organizations associated with DEI or 2SLGBTQIA+ programs.<\/p>\n<p>Separately, 57 republicans joined Democrats to defeat Rep. Thomas Massie&#8217;s amendment aimed at blocking federal support for an automobile &#8220;kill switch&#8221; technology; that vote was 164-268 (four not voting). Ralph Norman, R-S.C., to a <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/7148\" target=\"_blank\" rel=\"noreferrer noopener\">FY2026 government spending bill<\/a>. The amendment <a href=\"https:\/\/heritageaction.com\/key-vote\/key-vote-yes-on-norman-amendment-to-remove-labor-hhs-earmarks-from-fy26-funding-bill\" target=\"_blank\" rel=\"noreferrer noopener\">sought<\/a> to ax Senate-inserted earmarks that <a href=\"https:\/\/heritageaction.com\/blog\/how-earmarks-in-the-fy26-labor-hhs-bill-fund-the-lefts-agenda\" target=\"_blank\" rel=\"noreferrer noopener\">allocate<\/a> millions in taxpayer money to entities that conduct harmful &ldquo;trans&rdquo; procedures on minors and abortions.<\/p>\n<p>The final House vote was 136-291, with nine members not voting. Defunding Abortion, Child &#039;...&#039; Surgery Clinics\">aforementioned spending bill includes<\/a> a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=45\" target=\"_blank\" rel=\"noreferrer noopener\">$2 million earmark<\/a> requested by Sens. Alex Padilla and Adam Schiff, D-Calif., for &ldquo;pediatric mental health services&rdquo; for the San Diego-based Rady&rsquo;s Children&rsquo;s Hospital. The hospital <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/02\/08\/rady-childrens-hospital-continues-gender-affirming-care-while-reviewing-new-executive-order\/\" target=\"_blank\" rel=\"noreferrer noopener\">boasted<\/a> as recently as last year about its so-called &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-normal-tim-walz-supports-10-year-olds-getting-transgender-care\/\" title=\"Watch: &#039;Normal&#039; Tim Walz Supports 10-Yea...Olds Getting ...gender Care\">gender affirming care&#038;rdquo<\/a>; center and <a href=\"https:\/\/stoptheharmdatabase.com\/hospital\/rady-childrens-hospital\/\" target=\"_blank\" rel=\"noreferrer noopener\">discloses<\/a> on its website that it has performed such harmful procedures (including &ldquo;<a href=\"https:\/\/amzn.to\/3YuVZYV\" >hormone\/puberty blocker therapy&#038;rdquo<\/a>\ud83d\ude09 on at least 136 children. <\/p>\n<p>The analysis further highlighted earmark requests from Sens. Cory Booker, D-N.J., Jeanne Shaheen, D-N.H., Tina Smith, D-Minn., and Jack Reed and Sheldon Whitehouse, D-R.I., to bankroll various other health clinics and hospitals in their respective states with histories of supporting and\/or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gopers-kill-bill-defunding-abortion-child-trans-surgery-clinics\/\" title=\"GOPers Kill ... Defunding Abortion, Child &#039;...&#039; Surgery Clinics\">conducting harmful trans-related operations<\/a> on children. This list also includes a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=19\" target=\"_blank\" rel=\"noreferrer noopener\">$1,599,000 earmark<\/a> request from Sen. Susan Collins, R-Maine, for &ldquo;labor and delivery equipment at Northern Light Eastern Maine Medical Center&rdquo; &mdash; which &ldquo;<a href=\"https:\/\/northernlighthealth.org\/Our-System\/Eastern-Maine-Medical-Center\/Care-Centers-Services\/Endocrinology-and-Diabetes-Care\/Gender-Clinic\">operates<\/a>&nbsp;a &lsquo;pediatric gender clinic&rsquo; that provides sex-rejecting hormones for &lsquo;gender diverse and transgender children,&#8217;&rdquo; according to Heritage Action.<\/p>\n<p>&ldquo;Because of the fungible nature of money, government funding for one program frees up resources to fund other activities,&rdquo; the Heritage report reads. <\/p>\n<p>The government funding bill also reportedly includes a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=14\" target=\"_blank\" rel=\"noreferrer noopener\">more than $4 million<\/a> earmark request from Sen. Chris Coons, D-Del., for Christiana Care Health Services to purchase &ldquo;facilities and equipment to construct an urgent care facility.&rdquo; As noted by Heritage, Christiana Care &ldquo;<a href=\"https:\/\/christianacare.org\/us\/en\/care\/womens-healthcare\/family-planning\/abortion\" target=\"_blank\" rel=\"noreferrer noopener\">performs<\/a>&nbsp;abortions until 23 weeks of gestation, after a baby&rsquo;s heart begins to beat and he or she can feel pain.&rdquo;<\/p>\n<p>&ldquo;Earmarks like this are an easy way to send direct funding to abortion facilities, an end run around the Hyde Amendment that prohibits annual appropriations from funding abortions,&rdquo; the analysis reads. <\/p>\n<p>Other notable earmarks identified by Heritage include a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=78\" target=\"_blank\" rel=\"noreferrer noopener\">$1,940,000 request<\/a> by Sens. Michael Bennet and John Hickenlooper, D-Colo., for a Colorado university that currently <a href=\"https:\/\/western.edu\/about\/diversity-equity-inclusivity\/2slgbtqia\/\" target=\"_blank\" rel=\"noreferrer noopener\">offers<\/a> a &ldquo;2SLGBTQIA+ Scholarship&rdquo; to &ldquo;provide financial support to undergraduate and graduate students who identify as part of the 2SLGBTQIA+ community &mdash; or as strong allies;&rdquo; a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=45\" target=\"_blank\" rel=\"noreferrer noopener\">$275,000 request<\/a> by Sen. John Fetterman, D-Penn., for a Pennsylvania family clinic that <a href=\"https:\/\/onceuponapreemie.org\/advocacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">supports<\/a> racist <a href=\"https:\/\/thefederalist.com\/tag\/critical-race-theory\/\" target=\"_blank\" rel=\"noreferrer noopener\">critical race theory<\/a>; and a separate <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_cds.pdf#page=79\" target=\"_blank\" rel=\"noreferrer noopener\">$500,000 request<\/a> by Fetterman for a workforce training organization that <a href=\"https:\/\/tryingtogether.org\/justice-equity-diversity-and-inclusion\/\" target=\"_blank\" rel=\"noreferrer noopener\">advances<\/a> <a href=\"https:\/\/thefederalist.com\/tag\/dei\/\" target=\"_blank\" rel=\"noreferrer noopener\">DEI ideology<\/a>.<\/p>\n<p>&ldquo;I don&rsquo;t know whether you realize it or not, but we&rsquo;re $39 trillion in debt and still counting,&rdquo; Norman said in a <a href=\"https:\/\/x.com\/RepRalphNorman\/status\/2014441631160697110?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">House floor speech<\/a> ahead of Thursday&rsquo;s vote. &ldquo;Any of the communities that want this, put your money up and pay for it. The taxpayers cannot afford it.&rdquo;<\/p>\n<p><strong>[READ:[READ:<a href=\"https:\/\/thefederalist.com\/2026\/01\/14\/46-house-republicans-help-democrats-defeat-measure-defunding-activist-judges-boasberg-boardman\/\" target=\"_blank\" rel=\"noreferrer noopener\">46 House Republicans Help Democrats Defeat Measure Defunding &lsquo;Activist&rsquo; Judges Boasberg, Boardman<\/a>]<\/strong><\/p>\n<p>Helping Democrats shoot down Norman&rsquo;s amendment wasn&rsquo;t the only instance of betrayal among House Republicans on Thursday, however. <\/p>\n<p>Fifty-seven GOPers also sided with Democrats in <a href=\"https:\/\/www.newsweek.com\/kill-switch-cars-approved-house-republicans-full-list-11406341\" target=\"_blank\" rel=\"noreferrer noopener\">defeating<\/a> an amendment sponsored by Rep. Thomas Massive, R-Ky., that aimed to block enforcement of the so-called automobile &ldquo;kill switch.&rdquo;<\/p>\n<p>According to <a href=\"https:\/\/www.newsweek.com\/kill-switch-cars-approved-house-republicans-full-list-11406341\" target=\"_blank\" rel=\"noreferrer noopener\">Newsweek<\/a>, the technology &ldquo;would be able to monitor d[r]iver behavior, detect impairment such as intoxication and intervene.&rdquo; Massie&rsquo;s amendment sought to &ldquo;prohibit the use of funds made available by this Act to implement section 24220 of the Infrastructure Investment and Jobs Act, including any requirements enabling or supporting vehicle &lsquo;kill switch&rsquo; technology, and to block federal spending for the execution or enforcement of such authorities.&rdquo;<\/p>\n<p>The <a href=\"https:\/\/clerk.house.gov\/Votes\/202643\" target=\"_blank\" rel=\"noreferrer noopener\">final vote<\/a> on Massie&rsquo;s amendment was 164-268, with four members not voting.<\/p>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
