Markey posted &#8220;Invoke the 25th Amendment&#8221; on Twitter in response. The 25th Amendment, ratified in 1967, provides procedures for <a href=\"https:\/\/amzn.to\/3YuVZYV\" >transferring presidential power<\/a> and allows removal if a president is unable to perform duties; Section 4 permits the vice president and a majority of Cabinet to declare the president unfit, a move never used to oust a chief executive. Historically the amendment has only been used temporarily during medical procedures (most recently in November 2021 when President Biden briefly transferred power during a colonoscopy).Lawmakers are divided over Trump&#8217;s Greenland effort: some Republicans have supported it, but figures like Sen. Rand Paul say it lacks GOP backing, and Sen. Tim Kaine has signaled plans to pursue limits on war powers related to the issue. This letter included complaints that Trump&rsquo;s ambitions to take over <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/greenland\/\">Greenland<\/a> were partially because he was rejected for the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/nobel-prizes\/\">Nobel Peace Prize<\/a> last year.<\/p>\n<p>The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/25th-amendment\/\">25th Amendment<\/a> establishes procedures for the transfer of presidential power and provides a means for the president to be removed from office if they are incapable of serving. This amendment was ratified in 1967 following the assassination of President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/john-f-kennedy\/\">John F. Kennedy<\/a>.<\/p>\n<p>While the amendment was invoked when President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/richard-nixon\/\">Richard Nixon<\/a> resigned in 1974, it has only been used temporarily four other times in history, when <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ed-markey-calls-to-invoke-the-25th-amendment\/\" title=\"... to &#039;invoke the ...&#039;\">presidents underwent medical procedures<\/a>. The most recent example was November 2021, when then-President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\">Joe Biden<\/a> transferred power to Vice President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/kamala-harris\/\">Kamala Harris<\/a> for 85 minutes while he underwent a colonoscopy.<\/p>\n<p>Under Section 4, the vice president and a majority of the Cabinet may notify the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pelosi-says-impeachment-and-25th-amendment-resolutions-will-be-brought-to-the-house-floor-starting-monday\/\" title=\"Pelosi Says Impeachment and ... Resolutions Will Be Brought to the House Floor Starting Monday\">president pro tempore<\/a> of the Senate and the speaker of the House that the president is &ldquo;unable to discharge the powers and duties of the office,&rdquo; in which case the vice president becomes acting president. This section of the amendment has never been used against a president.&nbsp;<\/p>\n<p>Democrats last <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/2883065\/with-their-25th-amendment-ruse-democrats-seek-to-evade-responsibility\/\">pushed to invoke the amendment<\/a> in the wake of the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/january-6\/\">Jan. 6<\/a> Capitol attack in 2021. Markey has served in the Senate since winning his first election in 2012.<\/p>\n<p>Republican lawmakers were alone when they called for <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2846625\/what-is-25th-amendment-gop-call-boot-biden-kamala-harris-key-piece\/\">Harris to invoke the amendment<\/a> in February 2024 after a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2845770\/hur-report-biden-as-elderly-man-poor-memory\/\">special counsel report<\/a> described the president as a &ldquo;well-meaning elderly man with a poor memory.&rdquo;<\/p>\n<p>Trump&rsquo;s effort to make Greenland U.S. territory has split lawmakers. While Trump has the support of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign-policy\/4415331\/randy-fine-bill-greenland-trump-51st-state\/\">some within the GOP<\/a>, Sen. Tim Kaine (D-VA) previously foreshadowed another resolution to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/4413993\/tim-kaine-senate-vote-greenland-trump\/\">curb Trump&rsquo;s war powers<\/a>, this time with Greenland. Sen.
