The ACI gives the bloc a legal framework to counter economic intimidation by non\u2011EU countries, such as punitive tariffs or quotas, without <a href=\"https:\/\/amzn.to\/3YuVZYV\" >needing unanimous member\u2011state approval<\/a>.<\/p>\n<p>Adopted in late 2023 and shaped in part by China&#8217;s pressure on Lithuania, the ACI is meant as a last\u2011resort deterrent. It can be triggered by a qualified majority (15 countries representing 65% of the EU population) and allows a range of countermeasures: customs surcharges on imports, restrictions on access to EU markets for foreign services (banking, insurance, digital), and even suspension of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dem-congressman-who-pushed-china-divestment-kept-his-own-chinese-investments\/\" title=\"Dem Congressman Who Pushed China Divestment Kept His Own Chinese Investments\">intellectual property protections<\/a> to let European firms bypass patents or copyrights.<\/p>\n<p>The procedure starts with a Commission examination (up to four months). created?<\/h2>\n<p>The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/policy.trade.ec.europa.eu\/enforcement-and-protection\/protecting-against-coercion\/qa-regarding-anti-coercion-instrument_en\">ACI<\/a>, or &ldquo;bazooka,&rdquo; was adopted by the European Union in late 2023 amid heightened geopolitical tension and the increasing &ldquo;weaponization&rdquo; of trade.&nbsp;<\/p>\n<p>While it was originally conceived during Trump&rsquo;s first term, its final design was heavily influenced by China&rsquo;s economic pressure on Lithuania.&nbsp;<\/p>\n<p>The tool was designed as a last resort option intended for deterrence. By removing the requirement for unanimous consent among member states, the EU aimed to signal that it could defend its economic sovereignty quickly and uniformly.&nbsp;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-why-are-leaders-suggesting-using-it-now\">Why are leaders suggesting using it now?<\/h2>\n<p>The instrument is back in focus because of Trump&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4422914\/trump-tariff-european-countries-oppose-greenland-acquisition\/\">recent ultimatum<\/a>.
