Although the chamber approved the measure on Jan. 8 &#8211; including a Democratic amendment offered as an &#8220;amendment in the nature of a substitute&#8221; that replaced the bill&#8217;s text &#8211; the House clerk sent the original placeholder version instead. Because the version the Senate received does not reflect the change approved on the house floor, lawmakers must get the papers back so the corrected bill can be sent. Instead, the clerk sent over the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1834\/text?s=2&amp;r=1&amp;q=%7B%22search%22%3A%22HR+1834%22%7D\">original<\/a> bill text, which was a placeholder for the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3923936\/gop-rebels-hakeem-jeffries-big-win-forcing-vote-obamacare-extensions\/\">petition that forced a vote<\/a> on extending the subsidies.<\/p>\n<p>The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/119\/crec\/2026\/01\/08\/172\/5\/CREC-2026-01-08-house.pdf#page=77\">text change<\/a> was called an &ldquo;amendment in the nature of a substitute,&rdquo; allowing lawmakers to replace the entirety of an already pending bill or resolution with a newer, complete version. It effectively becomes a new bill while using the old bill&rsquo;s number, and lets lawmakers speed up the process of getting legislation to the floor with fewer hurdles.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/4365001\/centrist-republicans-bipartisanship-end-gamesmanship-obamacare-subsidies\/\"><strong>CENTRIST REPUBLICANS PLEAD FOR BIPARTISANSHIP AND END TO POLITICAL GAMESMANSHIP OVER OBAMACARE SUBSIDIES<\/strong><\/a><\/p>\n<p>On Tuesday, the House approved a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-resolution\/991\/text?s=1&amp;r=5\">resolution<\/a> from Rep. Nick LaLota (R-NY) that calls on the House clerk to &ldquo;request the Senate to return to the House&rdquo; the bill.
