The Supreme Court has <a href=\"https:\/\/www.npr.org\/2011\/06\/16\/137222043\/why-the-war-powers-act-doesnt-work\" target=\"_blank\" rel=\"noopener\">not ruled<\/a> on the constitutionality of the core provisions of the act.<\/p>\n<p>Article II of the Constitution names the president as &ldquo;<a href=\"https:\/\/constitution.congress.gov\/browse\/article-2\/section-2\/#:~:text=The%20President%20shall%20be%20Commander,any%20Subject%20relating%20to%20the\" target=\"_blank\" rel=\"noopener\">Commander in Chief<\/a>&rdquo; of the U.S. armed forces, and Article I grants Congress the power to &ldquo;<a href=\"https:\/\/www.law.cornell.edu\/wex\/war_powers#:~:text=Article%20I%2C%20Section%208%2C%20Clause,Chief%20of%20the%20armed%20forces.\" target=\"_blank\" rel=\"noopener\">declare war<\/a>.&rdquo;<\/p>\n<p>Congress has officially declared war 11 times in its history, the last time being World War II, according to <a href=\"https:\/\/www.history.com\/articles\/united-states-official-declarations-war\" target=\"_blank\" rel=\"noopener\">History.com<\/a>.<\/p>\n<p>The Korean War, the War in Vietnam, and the military operations in Afghanistan and Iraq all came at the direction of the president without a declaration of war.
