Hawley says Biden ... policies are an insult\">pro-life groups<\/a> and some Republican lawmakers.<\/p>\n<p>The piece lays out seven specific policy recommendations for Republicans:<\/p>\n<p>&#8211; Make the Hyde Amendment permanent to prevent federal funding of elective abortions.<\/p>\n<p>&#8211; Defund Planned Parenthood more permanently and remove federal funding for its services.<\/p>\n<p>&#8211; Pass statutory protections for infants born alive after failed abortions, criminalizing failure to provide care.<\/p>\n<p>&#8211; Repeal the FACE Act, arguing it was used to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >prosecute peaceful pro-life activists<\/a>.<\/p>\n<p>&#8211; Outlaw or restrict mifepristone and other abortion pills, and penalize states that facilitate mail-order abortion drugs.<\/p>\n<p>&#8211; Require parental consent for minors seeking abortions, including parental notification and permission.<\/p>\n<p>&#8211; Regulate the fertility industry (IVF and related practices) to increase openness about embryo creation and destruction and curb ethically questionable practices.<\/p>\n<p>The article frames these measures as necessary immediate steps for Republicans to protect unborn life and women&#8217;s safety, and to prevent Democratic efforts to expand abortion access.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Mere days after President Donald Trump took back the White House for his second term, the Republican not only rescinded the Biden administration&rsquo;s Hyde Amendment violations but <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/enforcing-the-hyde-amendment\/\" target=\"_blank\" rel=\"noreferrer noopener\">demanded enforcement<\/a> of the longstanding provision aimed at preventing taxpayer-funded elective abortions. <\/p>\n<p>The January 2025 action proved to be a significant change from the most pro-abortion administration in this nation&rsquo;s history, which <a href=\"https:\/\/thefederalist.com\/2023\/07\/18\/biden-white-house-military-has-sacred-obligation-to-abort-babies-with-your-money\/\" target=\"_blank\" rel=\"noreferrer noopener\">repeatedly<\/a> <a href=\"https:\/\/thefederalist.com\/2021\/01\/20\/after-unity-speech-biden-plans-to-immediately-reinstate-taxpayer-funding-for-abortions-here-and-abroad\/\" target=\"_blank\" rel=\"noreferrer noopener\">weaponized<\/a> Americans&rsquo; hard-earned dollars to end life in the womb. Less than one year later in January 2026, though, Trump&rsquo;s tune on the Hyde Amendment seemingly changed. <\/p>\n<p>In his January 6 remarks to House Republicans, Trump urged the representatives to <a href=\"https:\/\/x.com\/LilaGraceRose\/status\/2008635118793978311?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;be a little flexible on Hyde.&rdquo;<\/a> <\/p>\n<p>&ldquo;You gotta work something. You gotta use ingenuity,&rdquo; Trump <a href=\"https:\/\/x.com\/LilaGraceRose\/status\/2008635118793978311?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>. &ldquo;We&rsquo;re all big fans of everything but you have to have flexibility.&rdquo;<\/p>\n<p>Pro-life groups such as <a href=\"https:\/\/sbaprolife.org\/newsroom\/press-releases\/leading-pro-life-group-to-trump-gop-hyde-is-non-negotiable\" target=\"_blank\" rel=\"noreferrer noopener\">Susan B. Anthony Pro-Life America<\/a>, <a href=\"https:\/\/x.com\/LilaGraceRose\/status\/2008635118793978311?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">Live Action<\/a>, and <a href=\"https:\/\/x.com\/FRCdc\/status\/2008645562858713438?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">Family Research Council<\/a> and their leaders immediately warned Trump against betraying Republicans&rsquo; long-lived commitment to keeping U.S. tax dollars away from abortion. Some GOP members also took their complaints about Trump&rsquo;s Hyde utterance <a href=\"https:\/\/x.com\/Robert_Aderholt\/status\/2008617787695190325?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">online<\/a> and to corporate media. <a href=\"https:\/\/www.politico.com\/news\/2026\/01\/06\/conservatives-anti-abortion-trump-health-care-gop-00712565\" target=\"_blank\" rel=\"noreferrer noopener\">Politico<\/a> used objections from Republicans like Sen. James Lankford to conclude that Trump wants the GOP to be&nbsp;&ldquo;&lsquo;flexible&rsquo; on abortion coverage issues in ongoing health care talks.&rdquo;<\/p>\n<p>Whether or not Trump meant what he said is up for debate (The White House did not respond to The Federalist&rsquo;s request for clarification on the president&rsquo;s comments). The Hyde Amendment, however, should not be. <\/p>\n<p>Ever since its inception in 1976, the Hyde Amendment garnered support from enough Democrats and Republicans in Congress and the White House to be re-enacted. Now is not the time for Trump to jump ship on one of the few longstanding federal pro-life protections. Nor is it the time for House Republicans and GOP senators alike to cozy up with corporate media hungry to divide the party in power. Quite the opposite.<\/p>\n<p>The time to pass the Hyde Amendment and several other key pieces of lifesaving legislation is now, while the GOP controls both congressional chambers and the White House. There is much work to be done so here are seven ideas on how Republicans can get cracking.<\/p>\n<h2>Make Hyde Permanent<\/h2>\n<p>The Hyde Amendment has <a href=\"https:\/\/www.lifenews.com\/2025\/09\/30\/hyde-amendment-has-saved-more-than-2-6-million-babies-from-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">saved millions of babies from abortion<\/a>, but its role as one of the few if not only barriers protecting Americans&rsquo; tax dollars from funding abortions is undoubtedly under threat. Democrats, who have increasingly incorporated unlimited abortion for all into their party platform, have repeatedly tried and failed to strip Hyde from congressional spending bills. A handful of flipped seats in the next election could give them what they need to succeed.<\/p>\n<p>Trump <a href=\"https:\/\/thehill.com\/blogs\/ballot-box\/presidential-races\/296254-trump-strengthens-anti-abortion-stance\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously committed<\/a> to make the Hyde Amendment permanent. Republicans should make do on that promise and finish the job.<\/p>\n<h2>Defund Planned Parenthood<\/h2>\n<p>The Senate, with Vice President J.D. Vance&rsquo;s tie-breaking vote, effectively defunded abortion giant Planned Parenthood for one year when it passed Trump&rsquo;s One Big Beautiful Bill Act in July 2025. The decision prompted the abortion giant to <a href=\"https:\/\/thefederalist.com\/2025\/08\/05\/41-planned-parenthood-facilities-and-counting-set-to-close-as-trump-defunds-abortion-giant\/\" target=\"_blank\" rel=\"noreferrer noopener\">close several of its facilities,<\/a> but it&rsquo;s going to take more than a 12-month hiatus on its <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/21\/02\/2102bd3b-92cc-405a-8abd-0cf144a88846\/2024-ppfa-annualreport-c3-digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">multimillion dollar flow<\/a> of U.S. tax dollars to send Planned Parenthood a message.<\/p>\n<p>To truly starve Planned Parenthood, Republicans in Congress need to put <a href=\"https:\/\/thehill.com\/policy\/healthcare\/5377656-senate-gop-provision-planned-parenthood\/\" target=\"_blank\" rel=\"noreferrer noopener\">the decade<\/a> (or more) of abortion defunding the House wanted to do last year back on the legislative table. In doing so, they will effectively guarantee Americans&rsquo; pockets won&rsquo;t be robbed to support Planned Parenthood&rsquo;s&nbsp;<a href=\"https:\/\/thefederalist.com\/2025\/05\/13\/annual-report-planned-parenthood-aborted-more-babies-than-ever-got-more-taxpayer-cash-than-ever\/\" target=\"_blank\" rel=\"noreferrer noopener\">history<\/a>&nbsp;of ending unborn lives (or&nbsp;<a href=\"https:\/\/www.lifenews.com\/2013\/02\/07\/probe-demanded-of-planned-parenthood-doc-who-killed-woman-in-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">botching its attempts to<\/a>&nbsp;do so),&nbsp;<a href=\"https:\/\/thefederalist.com\/2016\/06\/24\/new-evidence-planned-parenthood-broke-federal-law-lied-to-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">allegedly flouting federal law<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/lozierinstitute.org\/wp-content\/uploads\/2017\/01\/plannedparenthood-profit-no-matter-what.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">wasting tax dollars<\/a>,&nbsp;<a href=\"https:\/\/www.heritage.org\/gender\/commentary\/dont-defend-planned-parenthoods-gender-affirming-care-defund-it\" target=\"_blank\" rel=\"noreferrer noopener\">dispensing castrating drugs<\/a>&nbsp;to confused minors, reportedly&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/11\/22\/report-planned-parenthood-caught-selling-viable-fetuses-to-university-of-california-san-diego\/\" target=\"_blank\" rel=\"noreferrer noopener\">trafficking baby<\/a>&nbsp;<a href=\"https:\/\/thefederalist.com\/2020\/04\/15\/new-unsealed-documents-show-planned-parenthood-profited-from-aborted-baby-body-parts\/\" target=\"_blank\" rel=\"noreferrer noopener\">body parts,<\/a>&nbsp;<a href=\"https:\/\/thefederalist.com\/2022\/07\/20\/want-to-know-who-is-really-empowered-by-abortion-sex-traffickers-and-abusers\/\" target=\"_blank\" rel=\"noreferrer noopener\">enabling abusers<\/a>,&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/florida-investigation-of-planned-parenthood-clinics-finds-deficiencies-1438817376\" target=\"_blank\" rel=\"noreferrer noopener\">allegedly performing unlicensed<\/a>&nbsp;<a href=\"https:\/\/www.lifenews.com\/2016\/01\/29\/planned-parenthood-breaks-state-law-to-open-unlicensed-abortion-clinic-in-kentucky\/\" target=\"_blank\" rel=\"noreferrer noopener\">procedures<\/a>&nbsp;and violating&nbsp;<a href=\"https:\/\/6abc.com\/archive\/9059172\/\" target=\"_blank\" rel=\"noreferrer noopener\">health<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nytimes.com\/2025\/02\/15\/us\/planned-parenthood-clinics.html\" target=\"_blank\" rel=\"noreferrer noopener\">safety standards<\/a>,&nbsp;<a href=\"https:\/\/www.stlpr.org\/politics-issues\/2018-02-23\/protest-buffer-zone-at-st-louis-planned-parenthood-narrowly-earns-first-round-approval#stream\/0\" target=\"_blank\" rel=\"noreferrer noopener\">opposing free speech<\/a>, and allegedly conducting procedures that have resulted in&nbsp;<a href=\"https:\/\/www.lifenews.com\/2012\/10\/09\/deaths-at-planned-parenthood-show-no-concern-for-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">mothers&rsquo; deaths<\/a>.<\/p>\n<h2>Pass Protections For Babies Born Alive<\/h2>\n<p>Deeming failure to administer a baby aid after it is born, regardless of the circumstances of his birth, as a crime should be a no brainer. Yet, states such as Virginia have&nbsp;<a href=\"https:\/\/justthenews.com\/politics-policy\/elections\/tueaftwalzs-history-born-alive-abortions-opens-door-trump-gop-flip\" target=\"_blank\" rel=\"noreferrer noopener\">allowed<\/a>&nbsp;and even advocated for infants born alive during abortions to die under misnomered &ldquo;comfort care&rdquo; policies that are not stopped by current federal law.<\/p>\n<p>The blue party&rsquo;s support of abortion through pregnancy and even infanticide does not sit will with voters, who <a href=\"https:\/\/thefederalist.com\/2023\/06\/16\/poll-majority-of-americans-still-reject-democrats-unlimited-abortion-agenda\/\">overwhelmingly reject Democrats&rsquo;<\/a> abortion radicalism. Yet, time and time again, Democrats have <a href=\"https:\/\/thefederalist.com\/2025\/01\/23\/democrats-confirm-abortion-extremism-by-blocking-protections-for-babies-born-alive-after-botched-abortions\/\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed their abortion extremism<\/a> by snubbing protections for babies born of botched abortions. <\/p>\n<p>To pull born alive protections off, Republicans need to make it a non-negotiable: Democrats get nothing legislatively until enough of them agree to the bare minimum of banning infanticide. <\/p>\n<h2>Repeal The FACE Act<\/h2>\n<p>Thirteen House Judiciary Committee&nbsp;Republicans <a href=\"https:\/\/www.youtube.com\/watch?v=LsD-8cANcgA\" target=\"_blank\" rel=\"noreferrer noopener\">voted<\/a>&nbsp;in June to&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/589\" target=\"_blank\" rel=\"noreferrer noopener\">advance a bill<\/a>&nbsp;that would repeal the unconstitutional law the Biden administration weaponized to silence and jail peaceful pro-life activists. <\/p>\n<p>Repealing the Freedom of Access to Clinic Entrances (FACE) Act would make sense since every&nbsp;<a href=\"https:\/\/judiciary.house.gov\/about\/membership\" target=\"_blank\" rel=\"noreferrer noopener\">GOP House Judiciary Committee member<\/a>&nbsp;and most of the Republicans in Congress claim to be pro-life in some form or fashion. It would also serve as affirmation of President Donald Trump&rsquo;s <a href=\"https:\/\/thefederalist.com\/2025\/01\/24\/trumps-pardon-of-pro-life-prisoners-alone-makes-the-movements-votes-for-him-worth-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">historic pardon of the people<\/a> prosecuted by the Biden Department of Justice under the FACE Act.<\/p>\n<p>Yet, the FACE Act Repeal Act has seen no movement since mid-2025. As pro-life organizations have&nbsp;<a href=\"https:\/\/thefederalist.com\/2025\/03\/14\/key-pro-life-organizations-demand-republicans-repeal-weaponized-face-act-as-soon-as-possible\/\" target=\"_blank\" rel=\"noreferrer noopener\">repeatedly noted<\/a>, a Republican-controlled Congress&rsquo;s failure to do away with the <a href=\"https:\/\/thefederalist.com\/2025\/01\/21\/republicans-led-by-chip-roy-move-to-repeal-the-act-biden-used-to-jail-peaceful-pro-lifers\/\" target=\"_blank\" rel=\"noreferrer noopener\">a law disproportionately applied to pro-lifers<\/a> would enable future administrations to charge and imprison people who are committed to protecting unborn life.<\/p>\n<h2>Outlaw Dangerous Abortion Pills<\/h2>\n<p><a href=\"https:\/\/thefederalist.com\/2025\/04\/28\/study-rate-of-serious-or-life-threatening-complications-after-abortion-pill-is-22-times-higher-than-fda-claims\/\" target=\"_blank\" rel=\"noreferrer noopener\">Studies<\/a> show that mifepristone is more dangerous than previously believed and can yield life-threatening complications that not only harm babies, but leave <a href=\"https:\/\/thefederalist.com\/2025\/05\/30\/study-83-percent-of-er-visits-due-to-drug-induced-abortions-miscoded-as-miscarriages\/\" target=\"_blank\" rel=\"noreferrer noopener\">women needing emergency care<\/a>. <\/p>\n<p>A <a href=\"https:\/\/thefederalist.com\/2025\/10\/28\/trumps-trusted-pollster-even-pro-aborts-say-mifepristone-is-dangerous-and-needs-fda-regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\">majority of likely voters<\/a> want the U.S. Food and Drug Administration to protect women from the dangerous drug responsible for&nbsp;more than half of U.S. abortions, but the regulatory agency has yet to disclose how long its <a href=\"https:\/\/thefederalist.com\/2025\/12\/10\/fda-head-makary-commits-to-releasing-robust-abortion-pill-review-as-soon-as-it-is-completed\/\" target=\"_blank\" rel=\"noreferrer noopener\">recently commenced review<\/a> will take. States like <a href=\"https:\/\/thefederalist.com\/2025\/12\/04\/new-law-lets-texans-sue-out-of-state-dealers-for-trafficking-abortion-drugs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas and Louisiana<\/a> have tried to circumvent this waiting with laws concerning <a href=\"https:\/\/thefederalist.com\/2025\/06\/11\/tx-man-arrested-after-allegedly-poisoning-his-girlfriend-murdering-his-child-with-abortion-drug\/\" target=\"_blank\" rel=\"noreferrer noopener\">mail-order abortion<\/a>&nbsp;<a href=\"https:\/\/thefederalist.com\/2025\/10\/30\/woman-coerced-into-abortion-asks-fda-to-stop-shielding-abusers-and-their-drug-dealers\/\" target=\"_blank\" rel=\"noreferrer noopener\">pill<\/a>&nbsp;<a href=\"https:\/\/thefederalist.com\/2025\/11\/12\/suspended-ohio-doctor-posed-as-ex-wife-to-get-abortion-drugs-then-allegedly-forced-them-on-girlfriend\/\" target=\"_blank\" rel=\"noreferrer noopener\">poisonings<\/a>, but their efforts are repeatedly undermined by pro-abortion states.<\/p>\n<p>Republicans who purport to care about unborn babies and women alike could put the kibosh on the confusion and pain by passing legislation aimed at punishing the blue states endorsing the smuggling of abortion drugs and outlawing mifepristone altogether. <\/p>\n<h2>Demand Parental Consent For Minors<\/h2>\n<p>In fact, the Biden White House <a href=\"https:\/\/thefederalist.com\/2022\/06\/29\/white-house-encourages-girls-15-or-younger-to-abort-without-their-parents-consent\/\" target=\"_blank\" rel=\"noreferrer noopener\">promoted<\/a> a website that coached girls &ldquo;15 or younger&rdquo; on how to avoid obtaining their parents&rsquo; permission to get an abortion. This tactic is not uncommon, especially in states where <a href=\"https:\/\/thefederalist.com\/2025\/05\/05\/missouri-activists-use-abortion-amendment-to-target-parental-consent-protections-for-minors\/\" target=\"_blank\" rel=\"noreferrer noopener\">abortion activists and constitutionally enshrined abortion for all abound<\/a>. <\/p>\n<p>It could be combatted by Republicans passing a federal law requiring any underage girls to not only notify their parents of their pregnancy, but receive explicit permission to undergo the <a href=\"https:\/\/thefederalist.com\/2019\/01\/28\/abortion-doesnt-just-kill-child-psychologically-kills-mother\/\" target=\"_blank\" rel=\"noreferrer noopener\">psychologically<\/a> and physically painful act of abortion. Democrats would no doubt oppose the legislation, which would only give the GOP more damning evidence to display during re-election campaigns focused on exposing the blue party&rsquo;s extremism.<\/p>\n<h2>Put Some Pressure On Big Fertility<\/h2>\n<p>Republicans in Congress who are serious about protecting life from the moment of conception cannot continue to ignore the fact that more unborn babies are destroyed <a href=\"https:\/\/www.catholicnewsagency.com\/news\/257066\/more-human-embryos-destroyed-through-ivf-than-abortion-every-year\" target=\"_blank\" rel=\"noreferrer noopener\">through in vitro fertilization (IVF)<\/a> than abortion every year. They can start by <a href=\"https:\/\/thefederalist.com\/2024\/04\/30\/republicans-press-cdc-over-the-unethical-unchecked-wild-west-fertility-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\">requiring fertility facilities to be transparent<\/a> about how many embryos they create and then cull, especially those discarded based on the <a href=\"https:\/\/thefederalist.com\/2025\/08\/08\/ceo-of-ivf-eugenics-company-orchid-claims-culling-embryos-is-a-positive-moral-choice\/\" target=\"_blank\" rel=\"noreferrer noopener\">recommendation of eugenics companies.<\/a><\/p>\n<p>But the work doesn&rsquo;t stop there.
