Zhang had previously served as Emcore&rsquo;s vice president of engineering, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/genzao-zhang-bb536b11\/\">according to <\/a>his LinkedIn profile.&nbsp;<\/p>\n<p>On its website, HieFo <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.hiefo.com\/about\/369.html\">describes itself<\/a> as a &ldquo;California-based company specializing in the production and development of high-efficiency Indium Phosphide (InP) photonic devices for the optical communication industry&rdquo;.<\/p>\n<p>&ldquo;Our journey began with a management buyout (MBO) of wafer fabrication and chip-related assets from Emcore Corporation,&rdquo; its company profile page says.<\/p>\n<p>The president&rsquo;s move to prohibit Emcore from selling off its chip operations to HieFo is the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/trump-administration\/\">Trump administration&rsquo;s<\/a> latest effort to weaken China&rsquo;s grip on the semiconductor supply chain.&nbsp;<\/p>\n<p>Last month, Washington announced it would <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/economy\/4357227\/trump-admin-tariffs-chinese-semiconductors-unchanged-through-june-2027\/\">maintain its tariffs<\/a> on Chinese-made semiconductors until June 2027, after which the chip tariffs are expected to increase at a rate yet to be determined.<\/p>\n<p>Still, Trump has kept the lines of communication open with China, allowing for the continued sale of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3911430\/trump-nvidia-chips-china-mexico-tariffs-water\/\">less advanced digital chips<\/a> to the country, including Nvidia&rsquo;s H200 products.&nbsp;<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense\/4356548\/federal-communications-commission-brendan-carr-bans-new-foreign-drones-components\/\"><strong>FCC BANS NEW FOREIGN-MADE DRONES AND COMPONENTS DUE TO SECURITY THREATS<\/strong><\/a><\/p>\n<p>The topic was likely on the agenda for a Friday meeting the president was scheduled to hold at his Mar-a-Lago estate with U.S. Ambassador to China David Perdue.&nbsp;<\/p>\n<p>&ldquo;The arrival of New Year&rsquo;s Day signifies that it has been 47 years since the United States and China established diplomatic relations,&rdquo;
