He highlighted that Ohio has long used measures &#8211; including unannounced visits, ongoing monitoring, attendance-based payments (rather than enrollment), photo\/PIN or location-specific QR code verification, monthly and case-by-case cross-department data reviews, and prompt investigations and safety reviews &#8211; to protect roughly 5,200 state-funded child-care facilities.<\/p>\n<p>The push for scrutiny came after Rep. Josh Williams lead lawmakers in calling for an investigation into possible fraud in Ohio centers. Minnesota reports alleged millions diverted from welfare to a Somali-linked group prompted the U.S. Department of Health and Human Services to freeze about $185 million to Minnesota day-care centers. But with any system, fraud has the potential to exist. It&rsquo;s important to note that when fraud is reported, or suspected, DCY investigates with a strong sense of urgency, sending representatives to centers to collect attendance and employment documentation, initiate investigations, complete safety reviews, and when necessary, act immediately on our findings.&rdquo;<\/p>\n<p>In a news release, DeWine outlined a series of safeguards that have been in place for years to combat potential fraud at the nearly 5,200 child care facilities in the state that receive taxpayer funds.<\/p>\n<p>He noted that Ohio pays facilities based on attendance, not enrollment, unlike some states.
