some appear not to be operational.<\/p>\n<p>Walz&rsquo;s 2022 reelection campaign received $1,000 from Mohamed Rabi, of Hiawatha Adult Day Center Inc, which does not have its own website, for instance.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.myadulthomecare.com\/details\/Hiawatha-Adult-Day-Center-Inc\">Third-party<\/a> <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/myadultdaycare.com\/details\/Hiawatha-Adult-Day-Center-Inc\">sites<\/a> operating out of New Jersey list the facility&rsquo;s address as Franklin Avenue, a crime hot spot in south Minneapolis. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gov-newsom-announces-statewide-vaccine-mandate-for-california-healthcare-workers\/\" title=\"Gov. Workers\">adult day care center<\/a> is supposedly housed within a run-down strip mall, occupying four commercial suites next to African Immigrants Community Services, a refugee <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/aicsmn.org\/refugee-resettlement-program\/\">resettlement program<\/a> helping East Africans <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/adresources\/search\/a1271f8a-b863-5cf0-b4c9-ae44777d8934\/\">obtain public benefits<\/a>.<\/p>\n<figure class=\"wp-block-image size-full\"><figcaption class=\"wp-element-caption\">Strip mall on Franklin Ave, photographed most recently in June 2019 (Google Maps)<\/figcaption><\/figure>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/adresources\/search\/a1271f8a-b863-5cf0-b4c9-ae44777d8934\/\"><\/a><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mblsportal.sos.mn.gov\/Business\/SearchDetails?filingGuid=a366b915-f8a9-eb11-9186-00155d01c40e\">Doing business<\/a> as Hiawatha Senior Center, the entity is actively <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/stage.pub.education.mn.gov\/MdeOrgView\/organization\/show\/36139\">registered<\/a> with the Minnesota Department of Education as a child nutrition organization, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/education.mn.gov\/mdeprod\/idcplg?IdcService=GET_ANNOTATED_PDF&amp;dID=120821\">receiving reimbursements<\/a> for meals and snacks served at the center through the state&rsquo;s federally funded <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/education.mn.gov\/MDE\/dse\/FNS\/prog\/\">Child and Adult Care Food Program<\/a>.<\/p>\n<p>The state Department of Human Services previously <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/licensinglookup.dhs.state.mn.us\/Details.aspx?l=1110405\">cited<\/a> the center for failing to provide patient records, including medical history, monthly progress reports, medication regimen, and notes on treatment.<\/p>\n<p>Yusuf Hassan, a business consultant, is listed as the center&rsquo;s chief executive officer. Hassan was also the director of Loving Arms Adult Daycare, another agency that lacked a discernible digital footprint and received payments through the state nutrition program.<\/p>\n<p>In 2021, Walz received a $1,000 campaign contribution from Khadar Jama, of Open Hearts Home Health Care, a Minneapolis-based at-home care provider that also lacks an independent website.<\/p>\n<p>The care center&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mblsportal.sos.mn.gov\/Business\/SearchDetails?filingGuid=1876c195-907c-e711-8180-00155d01c6c6\">office address<\/a> is the same as Caring Home Health&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/caringhomesinc.com\/contacts\/\">listed location<\/a>, which traces back to a three-bedroom residential home. Caring Home Health, a Somali-owned assisted living facility licensed by the Minnesota Department of Health, was flagged in 2024 for a number of safety violations, including insufficient patient care plans, according to a DHS <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.health.state.mn.us\/divs\/fpc\/directory\/surveyapp\/surveyfindings\/P2FQ11.pdf\">inspection report<\/a>.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4364152\/walz-allies-led-state-agencies-alleged-somali-daycare-fraud\/\">WALZ ALLIES LED STATE AGENCIES THAT OVERSAW MASSIVE ALLEGED SOMALI DAY CARE FRAUD<\/a><\/strong><\/p>\n<p>When Walz first ran for governor in 2018, he received $2,250 from Abdiwadi Husen, of Minnesota Quality Care, and $500 from Nazneen Khatoon, of Best Care Home Health Care.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/bestcareus.com\/\">Best Care<\/a> was under investigation in 2023 for suspected maltreatment. According to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.state.mn.us\/main\/idcplg?IdcService=GET_DYNAMIC_CONVERSION&amp;RevisionSelectionMethod=LatestReleased&amp;dDocName=LLO_465676\">a memorandum<\/a>, the DHS inspector general&rsquo;s office discovered &ldquo;neglect of a vulnerable adult&rdquo; in the facility&rsquo;s care. The incident involved a staff member smoking marijuana during a patient&rsquo;s medical appointment and then driving the client, who has early-onset Alzheimer&rsquo;s disease, home while under the influence.<\/p>\n<p>That year, Best Care was also issued <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.state.mn.us\/main\/idcplg?IdcService=GET_DYNAMIC_CONVERSION&amp;RevisionSelectionMethod=LatestReleased&amp;dDocName=LLO_464116\">a correction order<\/a> for repeatedly failing to develop individual abuse prevention plans <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.state.mn.us\/main\/idcplg?IdcService=GET_ANNOTATED_PDF&amp;dID=136129\">as required<\/a> and for failing to complete well-being assessments.&nbsp;<\/p>\n<p>One past Yelp review <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.yelp.com\/biz\/best-care-home-health-minneapolis-3#reviews\">claimed<\/a> that Best Care &ldquo;seem[ed] more concerned about making money than doing a good job,&rdquo; citing billing as the facility&rsquo;s top priority.<\/p>\n<p>In 2023, a judge <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/oah\/assets\/1800-37176-best-care-dhs-sirs-report_tcm19-573752.pdf\">found<\/a> that Best Care improperly collected $2.23 million in Minnesota Health Care Program funds and ordered the organization to pay a penalty for the overpayments, which resulted from documentation errors.<\/p>\n<p>Best Care was previously <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/12\/Relator-complaint.pdf\">accused<\/a> in civil court of fraudulently billing or overcharging the federal government for healthcare services that were never actually performed. The staff allegedly forged fraudulent nursing notes, which Best Care reportedly submitted as proof of care to collect Medicare and Medicaid payments. In 2014, Best Care reached a settlement agreement with the federal government, which resulted from a case brought by whistleblower claims.<\/p>\n<p>In <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.casemine.com\/judgement\/us\/59147a95add7b0493440dcd0\">a separate 2002 suit<\/a>, the U.S. government lodged civil proceedings against Best Care for allegedly submitting fraudulent Medicare reimbursement claims. According to the complaint, Best Care, &ldquo;by and through Khatoon,&rdquo; billed Medicare on behalf of two other healthcare organizations that were not eligible for reimbursements themselves because they were not certified as Medicare providers, and agreed to split the payments.<\/p>\n<figure class=\"wp-block-image size-full\"><figcaption class=\"wp-element-caption\">Best Care Home Health Care, photographed in August 2025 (Google Maps)<\/figcaption><\/figure>\n<p>Between 2017 and 2018, Kenyan-born businessman Siyad Abdullahi, of Somali descent, donated a total of $4,000 to Walz&rsquo;s campaign coffers.<\/p>\n<p>Abdullahi, a self-described &ldquo;nationally recognized expert in cultural competency,&rdquo; is the co-founder of several Minneapolis-area companies, including Midwest Career Institute, The Language Banc, and Pro-Health Home Care Agency, a home and community-based service <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.state.mn.us\/main\/groups\/manuals\/documents\/pub\/dhs_id_009055~17.pdf\">eligible<\/a> for Medicaid reimbursements.<\/p>\n<p>Pro-Health Home Care, sometimes <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.prohealthcare.net\/\">stylized<\/a> as Pro-Health Care Inc., supplies &ldquo;culturally appropriate&rdquo; caregivers outside of a hospital setting for post-discharge senior citizens and other incapacitated individuals. Aside from non-medical personal care assistants, an intake coordinator said that there are currently no skilled nurses available, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.prohealthcare.net\/services\">as advertised<\/a>, and <a href=\"https:\/\/amzn.to\/3YuVZYV\" >recommended seeking private-duty nursing services<\/a> elsewhere in Minnesota. Abdullahi had <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/youtu.be\/EMGq9NsTsYM?si=C1BiD3cDrNK1L4Uv&amp;t=467\">told the press<\/a> that they have over 700 professionally trained caretakers, including licensed nurses, on hand.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/3902001\/minnesota-human-services-tim-walz-massive-fraud\/\">MINNESOTA HUMAN SERVICES EMPLOYEES BLAME WALZ FOR &lsquo;MASSIVE FRAUD&rsquo; IN STATE<\/a><\/strong><\/p>\n<p>The Language Banc, which has since been <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/piedmontglobal.com\/companies\/\">acquired<\/a> by Piedmont Global Language Solutions, purportedly had more than 1,000 contracted translators available around the clock to provide 24\/7 interpretation services for communicating medical matters.<\/p>\n<p>However, one <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.yelp.com\/biz\/the-language-banc-minneapolis?hrid=6VoPZERfwFCMg51plGXKHw&amp;utm_campaign=www_review_share_popup&amp;utm_medium=copy_link&amp;utm_source=(direct)\">client review<\/a> on the company&rsquo;s Yelp page warned, &ldquo;Scammer, using unqualified or uneducated interpreters for medical interpreting. Beware!&rdquo;<\/p>\n<p>A data entry employee, who later became a business developer for <span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">Language Banc,&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/dockets.justia.com\/docket\/minnesota\/mndce\/0:2015cv03264\/150609\">sued<\/a>&nbsp;Abdullahi in federal court, claiming that she was not paid overtime, despite working almost 60 hours a week, and was not<\/span> allowed to take lunch breaks.
