Yet, Republican leadership was able to usher the bill across the Senate floor with relatively little fanfare, scheduling a final vote ahead of the Christmas recess.<\/p>\n<p>The measure, the product of weeks of negotiations between congressional leaders and the White House, now heads to President Donald Trump&rsquo;s desk after <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3913773\/ndaa-house-passage-congress\/\">passing the House<\/a> in a similarly bipartisan fashion last week.<\/p>\n<p>The passage of the bill comes amid <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3919603\/pete-hegseth-gop-clash-refusal-release-venezuelan-boat-strikes-video\/\">weeks of tensions<\/a> between Congress and the Pentagon, fueled by an escalating conflict with Venezuela in the Caribbean. Although the White House has touted the legislation as an extension of Trump&rsquo;s &ldquo;peace through strength&rdquo; agenda and codifies <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.military.com\/daily-news\/2025\/12\/11\/900-billion-ndaa-what-what-was-left-out-of-major-defense-spending-bill.html\">more than a dozen of his executive orders<\/a>, it includes some notable limits on his authority as president.<\/p>\n<p>The bill cuts War Secretary <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/pete-hegseth\/\">Pete Hegseth<\/a>&rsquo;s travel budget unless he provides unedited video of strikes against alleged drug-smuggling boats and, in a sign of frustration over a purge of senior officials, requires congressional notification of firings.<\/p>\n<p>More broadly, the bill attempts to prevent Trump from shifting resources away from Europe and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3910048\/ndaa-text-final-house-senate-2026\/\">repeals two Iraq-related war authorizations<\/a> Trump has used to justify strikes in the Middle East.<\/p>\n<p>Administration officials have said Trump will sign the bill into law, citing hard-fought provisions, including new powers to counter drones at major sporting events, as well as the NDAA&rsquo;s clamp-down on diversity initiatives at the Pentagon.<\/p>\n<p>The drone measure, plus a host of others, was added as part of 11th-hour negotiations that briefly delayed the NDAA, which <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3907870\/ivf-china-housing-congress-ndaa-bill-holdups\/\">routinely gets stuffed with add-ons<\/a> due to being the only must-pass piece of legislation each year.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3916713\/roger-wicker-trump-growing-pentagon-criticism\/\"><strong>ROGER WICKER ESCAPES TRUMP BLOWBACK DESPITE GROWING PENTAGON CRITICISM<\/strong><\/a><\/p>\n<p>Meanwhile, the war powers repeal is viewed as symbolic, as Trump can still use other authorities passed after 9\/11. The White House has billed the winddown as part of his commitment to end &ldquo;forever wars.&rdquo;<\/p>\n<p>Conservatives, who threatened to tank the NDAA in the House, lost a bid to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/everything-standing-in-the-way-of-nationwide-adoption-of-electric-vehicles\/\" title=\"Barriers to widespread electric vehicle adoption\">include language blocking<\/a> the federal government from issuing its own digital currency and bristled at the inclusion of Ukraine aid.
