It passed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/search?q=%7B%22congress%22%3A%22all%22%2C%22source%22%3A%22legislation%22%2C%22search%22%3A%22chamberActionDateCode%3A%5C%222025-12-01%7C119%7C8000%5C%22+AND+billIsReserved%3A%5C%22N%5C%22%22%7D&amp;pageSort=documentNumber%3Aasc\">22 bills<\/a> in one recent day and held <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/search?q=%7B%22congress%22%3A119%2C%22source%22%3A%22committee-meetings%22%7D\">13 committee meetings and hearings<\/a> the day after.<\/p>\n<p>All told, the House has passed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bills-with-chamber-action\/browse-by-date\">41 bills<\/a> since the end of the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3907849\/house-appropriators-eye-smaller-spending-deal-avoid-nightmare-january\/\">government shutdown<\/a> on Nov. 12. The legislation has addressed a bevy of matters ranging from <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2659\">strengthening<\/a> the nation&rsquo;s cybersecurity defenses, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2261\">bolstering<\/a> the protections of Americans&rsquo; civil liberties from intelligence agency investigatory activities, and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4491\">upgrading<\/a> the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/small-business-administration\/\">Small Business Administration<\/a>&lsquo;s information technology systems.<\/p>\n<div class=\"recommended-stories\">\n<h2>Recommended Stories<\/h2>\n<ul>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3915036\/counterterrorism-office-finds-alarming-terrorism-ties-afghan-airlift-evacuees\/\">US admitted 18,000 known and suspected terrorists from Afghanistan in 2021: Official<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3914901\/noem-faces-impeachment-resignation-calls-trump-defends-her\/\">Noem faces impeachment and resignation calls after Trump defends her<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3914852\/noem-rebuts-democrat-called-national-guard-shooting-unfortunate-accident\/\">Noem rebuts Democrat who called National Guard shooting &#8216;unfortunate accident&#8217;<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"article-paywall\">\n<p>Some of these House-approved bills have made their way to President Donald Trump&rsquo;s desk for signature, such as a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/2392\/\">policy<\/a> to increase cost-of-living adjustments to benefits received by veterans and a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/260\">law<\/a> to reduce the hassles new mothers experience bringing breast milk and equipment through airport security checkpoints.<\/p>\n<p>The House has also approved several resolutions on mostly symbolic matters, such as its vote to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-resolution\/878?q=%7B%22search%22%3A%22chamberActionDateCode%3A%5C%222025-11-18%7C119%7C8000%5C%22+AND+billIsReserved%3A%5C%22N%5C%22%22%7D&amp;s=1&amp;r=5\">disapprove<\/a> of the &ldquo;behavior of Rep. Jes&uacute;s G. &lsquo;Chuy&rsquo; Garc&iacute;a (D-IL).&rdquo; Garc&iacute;a earned bipartisan opprobrium after hacking the electoral process to enable his top aide to be the sole Democratic candidate in a very blue House district.<\/p>\n<p>It remains unclear whether the GOP-led chamber can make up for all the time it has lost and squandered. The chamber was rarely in session between July and mid-November, and has been working at the Capitol for around 100 days this year.<\/p>\n<p>&ldquo;We were gone far too long,&rdquo; Rep. Steve Womack (R-AR) <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/2025\/11\/13\/g-s1-97700\/we-were-gone-far-too-long-house-members-reflect-on-longest-shutdown\">said<\/a> after the House reconvened last month after its long recess.<\/p>\n<p>The GOP&rsquo;s legislative approach has also sapped the House&rsquo;s productivity. Frequently, it has tried to move legislation without Democratic support, a highly risky strategy, not least because the GOP has a very narrow chamber majority (219 to 213 with three empty seats). Republicans come from a wide range of legislative districts scattered across the country and have diverse interests, so, naturally, not all of them will agree on many, if not most, bills. Thus, the House GOP spent months trying to get enough of its members to support the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/clerk.house.gov\/Votes\/2025190\">One Big Beautiful Bill Act<\/a>, which lowered some taxes and made changes to various other federal policies. Wooing a dozen Democrats to vote for the bill was simply not part of the game plan.<\/p>\n<p>Trump has also tripped up House action by sending mixed signals or outright reversing himself. For example, House Speaker Mike Johnson (R-LA) deployed an array of tactics to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.axios.com\/2025\/07\/22\/jeffrey-epstein-house-republicans-vote-democrats\">thwart a vote<\/a> on the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4405\">Epstein Files Transparency Act<\/a>, which received bipartisan support. Trump initially opposed it, but then he flip-flopped, and the bill was called up and passed nearly unanimously.<\/p>\n<p>House Republicans&rsquo; effort to end the year on a high note has hit snags. They stumbled out of the blocks during the first week of December and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.axios.com\/2025\/12\/02\/mike-johnson-internal-revolt-nil\">failed to muster sufficient GOP votes<\/a> to take up legislation relating to college sports. Johnson had no choice but to work with Democrats to pass the measure.<\/p>\n<p>Simultaneously, an intraparty dispute broke out that imperiled Republicans&rsquo; efforts to pass the National Defense Authorization Act, a massive piece of legislation that Congress frequently uses to enact defense and non-defense policies. Outgoing Rep. Elise Stefanik (R-NY) has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/EliseStefanik\/status\/1995596731543671069\">demanded<\/a> the bill include a provision to &ldquo;require Congressional disclosure when the FBI opens counterintelligence investigations into presidential and <a href=\"https:\/\/amzn.to\/3YuVZYV\" >federal candidates seeking office<\/a>.&rdquo; She has also <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/EliseStefanik\/status\/1995856738994565416\">promised<\/a> to vote against the bill and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/EliseStefanik\/status\/1995596731543671069\">blasted<\/a> Johnson and other Republicans who dislike her amendment for getting &ldquo;rolled by the Dems and deep state.&rdquo;<\/p>\n<p>Republicans&rsquo; efforts to get things done could all be for naught if the federal government has another long shutdown. This fall&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/capitol-hill-staffers-frustrated-with-shutdown-inconveniences\/\" title=\"Capitol Hill staffers frustrated with shutdown inconveniences\">record-long shutdown<\/a> further <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/news.gallup.com\/poll\/1600\/congress-public.aspx\">tanked<\/a> the public&rsquo;s opinion of Congress. Another shutdown may well do the same.<\/p>\n<p>And the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/kalshi.com\/markets\/kxgovshut\/government-shutdown\">odds of a shutdown<\/a> are not small. To date, Congress has passed only three of the 12 appropriations acts that will endure through the rest of the fiscal year (Sept. 30, 2026): Military Construction-Veterans Affairs, Agriculture-FDA, and Legislative Branch. The remaining nine spending laws are funded by a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/5371\">continuing resolution<\/a> that will expire after Jan. 30.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3907849\/house-appropriators-eye-smaller-spending-deal-avoid-nightmare-january\/\"><strong>HOUSE APPROPRIATORS EYE SMALLER SPENDING DEAL TO AVOID &lsquo;NIGHTMARE&rsquo; JANUARY<\/strong><\/a><\/p>\n<p>At the time of publication, there were few signs that the House had a clear path to passing the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-conservatives-lay-out-answers-they-need-before-even-considering-stopgap-spending-measure\/\" title=\"... conservatives demand answers before considering stopgap sp...ing measure.\">remaining spending bills<\/a> before the chamber closed for the holidays. Voters will unlikely be pleased at GOP legislators enjoying chestnuts roasting over an open fire with so much <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/opinion-americas-withdrawal-from-afghanistan-will-open-the-door-for-sex-traffickers\/\" title=\"OPINION: America\u2019s Withdrawal From Afghanistan Will Open The Door For Sex Traffickers\">work left undone<\/a>.<\/p>\n<p>Worse still for Republicans is that Democrats appear to have little incentive to help them pass the nine spending bills next month. The same hurdle that caused this fall&rsquo;s long government shutdown remains in place: Democrats want an extension of the Obamacare emergency subsidies first enacted during the COVID-19 pandemic.<\/p>\n<p><em>Kevin R.
