The plan involves bundling the bills into a &#8220;minibus&#8221; while permitting individual votes on each measure, enabling senators to support some bills without blocking the entire package. This approach addresses concerns from senators like Rick Scott (R-FL), who supports military funding but has reservations about earmarks in othre bills.<\/p>\n<p>Several amendments are slated for votes, including one to remove all earmarks (expected to fail) and another by Sen. Mike Lee (R-UT) targeting only the most problematic earmarks and certain provisions in the Interior Department spending bill. Other fiscal hawks, including Sen. Ron Johnson (R-WI) and Sen. John Kennedy (R-LA), have secured votes on their proposals related to goverment funding and lawmaker pay during shutdowns.<\/p>\n<p>Although some senators continue to hold up the minibus, these <a href=\"https:\/\/amzn.to\/3YuVZYV\" >negotiations raise hopes<\/a> of passing additional funding bills before the January 30 deadline, reducing the risk of a government shutdown. Romney: Costs of Biden\u2019s .9T COVID plan are \u2018shocking\u2019\">spending measures<\/a> individually, a creative maneuver that allows senators to register their support or opposition to one or more bills without torpedoing the entire package.<\/p>\n<p>The workaround is designed to appease Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/rick-scott\/\">Rick Scott<\/a> (R-FL), a member of the Senate Armed Services Committee who wants to vote for the military funding but has reservations over the earmarks in the other four bills. He and two other fiscal hawks have been holding up the minibus for weeks, with the amendment votes also geared toward addressing their concerns.<\/p>\n<p>Notably, leadership has offered a vote to strip earmarks out of the spending legislation entirely, but that amendment is expected to fail on the Senate floor. A second amendment, written by Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/mike-lee\/\">Mike Lee<\/a> (R-UT), would remove just the earmarks that he considers &ldquo;egregious.&rdquo;<\/p>\n<p>Lee also secured a vote to remove certain authorizing language from the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/interior-department\/\">Interior Department<\/a> spending bill, but it&rsquo;s not clear whether his amendment has the votes to pass. As first reported by the <em>Washington Examiner<\/em>, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3906141\/fiscal-hawks-john-thune-spending-talks-minibus\/\">Lee has been fuming<\/a> that the language was inserted without consulting the Senate&rsquo;s Energy and Natural Resources Committee, which he chairs.<\/p>\n<p>&ldquo;I agreed to accept some of it, but I&rsquo;m demanding that some of the provisions be stricken,&rdquo; Lee said on Thursday. &ldquo;We&rsquo;re still negotiating exactly what form that takes. Some of it&rsquo;s a little bit tricky, but we&rsquo;re very close.&rdquo;<\/p>\n<p>Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ron-johnson\/\">Ron Johnson<\/a> (R-WI), the third fiscal hawk, has been offered a vote on his <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/3012\">Shutdown Fairness Act<\/a>, which guarantees that federal workers are paid when <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/government-shutdown-who-will-be-furloughed-and-who-will-work-unpaid\/\" title=\"...: Furloughed or unpaid work?\">government funding lapses<\/a>. A fourth senator who objected to the minibus, Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/john-kennedy\/\">John Kennedy<\/a> (R-LA), secured a vote to deny lawmaker pay when the government shuts down, according to Sen. Markwayne Mullin (R-OK); however, this was not listed in Thursday&rsquo;s hotline.<\/p>\n<p>The movement raises hopes that appropriators can make meaningful progress on government funding with weeks to go before a Jan. 30 deadline. Congress passed three of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-plan-as-government-shutdown-looms-ignore-the-house-and-follow-the-senate\/\" title=\"Biden&#039;s strategy amid imminent ...: Disregard House, align with ....\">12 annual spending bills<\/a> in November, and clinching another five would remove the threat of a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/government-shutdown\/\">major shutdown<\/a>.<\/p>\n<p>When asked if the Senate would advance the minibus next week, Thune told the <em>Washington Examiner<\/em>, &ldquo;We&rsquo;ll see.
