House Republican leaders have presented a list of 10 policy concepts aimed at lowering health care costs, which include expanding health savings accounts, reforming pharmaceutical benefit manager oversight, and increasing the use of association Health Plans. However, these proposals do not include extending or expanding the existing Obamacare subsidies, a move that has caused concern among some Republicans who fear political backlash if the subsidies expire.

In the Senate, several competing Republican plans are under consideration. Some senators propose providing health savings account funds to Obamacare enrollees, others suggest phasing out subsidies gradually while imposing stricter eligibility and cost-sharing requirements to combat fraud, and some recommend ending subsidies after a set period and transitioning enrollees to health savings accounts. Democrats oppose these changes, advocating instead for a three-year extension of the subsidies.the legislative process appears fragmented, with no clear consensus yet,and health care discussions may extend into early next year.

As Congress looks for a new direction in health care legislation, Obamacare subsidies are not on the list of options being considered by either house.

House Republican leaders offered a list of 10 concepts Tuesday, none of which included the subsidies, according to Politico.

There were a few specifics, including expanded health savings accounts, an overhaul of pharmaceutical benefit manager oversight, or increased use of Association Health Plans, which allow employers to join together to buy coverage for their employees.

The list noted that “Republicans are working to lower health care costs for everyone.”

🚨BREAKING NEWS —

HERE is the health care slide that House Republican leadership presented to the rank and file today.

These are the policies that the GOP is considering passing this month. https://t.co/I4DrqoKdlm

— Jake Sherman (@JakeSherman) December 10, 2025

The list was not a hit with Republican Rep.
