(AP Photo\/Alex Brandon)<\/figcaption><\/figure>\n<p>At one point, Kennedy criticized India for dumping rice into the U.S. market, which piqued Trump&rsquo;s interest amid U.S.-India trade deal negotiations.<\/p>\n<p>&ldquo;Why is India allowed to do that?&rdquo; Trump asked Bessent. &ldquo;They have tariffs. Do they have an exemption on rice?&rdquo;<\/p>\n<p>&ldquo;No, sir,&rdquo; the secretary said. &ldquo;We&rsquo;re still working on their trade deal.&rdquo;<\/p>\n<p>The president replied, &ldquo;They shouldn&rsquo;t be dumping. Give me the countries if you could. Mark it down, Scott.&rdquo;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-implications-for-trade-deal-with-china\">Implications for trade deal with China<\/h2>\n<p>At the same time, Trump used the White House event to defend his trade and tariff agenda, despite their impacts on farmers.<\/p>\n<p>The most high-profile example of those impacts has been on soybean farmers after <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/china\/\">China<\/a> declined to purchase their products amid U.S.-China trade deal talks.<\/p>\n<p>China purchased more than half of the United States&rsquo;s $24.5 billion in soybean exports last year.<\/p>\n<p>China&rsquo;s purchases of U.S. soybeans resumed in October after Trump and Chinese President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/xi-jinping\/\">Xi Jinping<\/a> reached a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/india-seeking-to-expand-wheat-exports-to-fill-void-left-by-ukraine-war\/\" title=\"... Seeking to Expand Wheat Exports to Fill Void Left by Ukraine War\">tentative trade deal<\/a>, with China promising to buy 12 million metric tons by the end of February. Bessent previously announced that China would purchase that amount by the end of the year and a minimum of <a href=\"https:\/\/amzn.to\/3YuVZYV\" >25 million metric tons<\/a> every year for the next three years.<\/p>\n<p>&ldquo;I think he&rsquo;s going to do even more than he promised to do,&rdquo; Trump said of Xi on Monday. &ldquo;What he promised to do is a lot. So we&rsquo;re very happy with that.&rdquo;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-political-concerns-regarding-farmers\">Political concerns regarding farmers<\/h2>\n<p>Trump has been mindful of farmers, in part, because counties designated as &ldquo;farming-dependent&rdquo; by the USDA supported the president with <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/investigatemidwest.org\/2024\/11\/13\/trump-election-farming-counties-trade-war\/\">an average of 77.7% of the vote<\/a> during last year&rsquo;s election.<\/p>\n<p>Earlier this year, Trump even seemed amenable to a moratorium on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/businesses-nationwide-participated-in-a-day-without-immigrants-protest-washington-examiner\/\" title=\"Businesses nationwide participated in a \u2018day without immigrants\u2019 protest - Washington Examiner\">illegal immigration enforcement operations<\/a> at farms, hotels, and restaurants because of migrant labor shortages before reversing that decision in response to pressure from pro-enforcement administration officials, including White House deputy chief of staff for policy <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/stephen-miller\/\">Stephen Miller<\/a> and Homeland Security Secretary <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/stephen-miller\/\">Kristi Noem<\/a>.<\/p>\n<p>Trump alluded to his farmer support on Monday, underscoring that &ldquo;farmers like me based on voting trends.&rdquo;<\/p>\n<p>Trump then compared his record to that of former President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\">Joe Biden<\/a>, emphasizing how farmers were &ldquo;crushed&rdquo; by inflation and restrictions on <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/energy\/\">energy<\/a>, water, and &ldquo;countless other necessities,&rdquo; in addition to the number of bankruptcies and lack of trade deals during Biden&rsquo;s administration.<\/p>\n<p>&ldquo;In my first term, we had an agricultural trade surplus by a lot,&rdquo; he said. &ldquo;Biden turned that surplus into a gaping agricultural deficit that continues to this day, but we&rsquo;re knocking it down.&rdquo;<\/p>\n<p>During the 2018-2019 U.S.-China trade war of Trump&rsquo;s first administration, farmers received $28 billion in aid.<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><figcaption class=\"wp-element-caption\">President Donald Trump speaks as Meryl Kennedy, CEO of 4Sisters Rice, looks on during a roundtable event to discuss aid for farmers on Monday, Dec. 8, 2025, in the Cabinet Room of the White House in Washington. We have normalized, and it will go down even a little bit further. You don&rsquo;t want it to be deflation either.&rdquo;<\/p>\n<p>The package is Trump&rsquo;s second recognition of the effect his trade and tariff priorities are having on affordability, after exempting coffee, bananas, and beef from his duties last month.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/in_focus\/3909124\/trump-literally-build-legacy-affordability-clarion-call\/\"><strong>TRUMP LOOKS TO LITERALLY BUILD HIS LEGACY.
