Then they became feds<\/h1>\n<div><\/div>\n<div class=\"tdb-title-line\"><\/div>\n<\/div>\n<div class=\"tdb-block-inner td-fix-index\"><\/div>\n<div class=\"tdb-block-inner td-fix-index\">\n<div id=\"Brid_2144771\" class=\"tpd-featured-video bridtv\"><\/div>\n<p>Individuals who previously worked for <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/china\/\">Chinese<\/a> propaganda operations found their way into positions within the federal government and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\">Congress<\/a>, the <em>Washington Examiner<\/em> has learned.<\/p>\n<p>A <em>Washington Examiner <\/em><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1JH_h1Em3YoeNFugmOmaOz7owoGL3bAiv_-eU2q5K8lY\/edit?usp=sharing\">review <\/a>of public <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/linkedin\/\">LinkedIn<\/a> profiles identified dozens of alums of Chinese state-controlled or owned media who had been hired under previous presidential administrations for roles at the Census Bureau, the U.S. Agency for International Development, <em>Voice of America<\/em>, the State Department, the Department of War, the Department of Energy, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/fema\/\">Federal Emergency Management Agency<\/a>, and even at high levels within Congress. The <em>People&rsquo;s Daily<\/em> has the distinction of being the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/chinamediaproject.org\/2025\/01\/06\/the-many-faces-of-the-peoples-daily\/\">official newspaper of the CCP<\/a>, whereas the Chinese government has designated Xinhua as its <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.instagram.com\/chinaxinhuanews\/?hl=en\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinese-state-media-exploits-washington-post-journalist-leaving-america-for-africa-over-supposed-racism\/\" title=\"... Exploits Washington Post Journalist Leaving America For Africa Over Supposed Racism\">official state news agency<\/a><\/a>, and <em>China Daily<\/em> is <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/pressgazette.co.uk\/news\/china-daily-parliament-stopped\/\">owned and operated by the CCP&rsquo;s<\/a> Central Propaganda Department. Alums for all three outlets have found their way into the federal government.<\/p>\n<p>Former <em>China Daily <\/em>writers and editors have had particular success in getting congressional offices to hire them.&nbsp;<\/p>\n<p>One staffer, who served as communications director for the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/section\/senate\">Senate<\/a> Committee on Energy and Natural Resources, Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/lisa-murkowski\/\">Lisa Murkowski<\/a> (R-AK), and former Rep. Kay Granger, led <em>China Daily<\/em>&rsquo;s English-language coverage before being hired for those roles, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/robert-dillon-b1332a7\/\">according <\/a>to his LinkedIn account. Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/jeanne-shaheen\/\">Jeanne Shaheen&rsquo;s<\/a> (D-NH) former <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/al-killeffer-5a5b9824\/\">deputy press secretary<\/a>, meanwhile, was a marketing associate and editorial coordinator at the outlet where he helped it &ldquo;establish strategic partnerships with China-focused U.S. organizations&rdquo; and directed a national network of writers.<\/p>\n<p>The <em>People&rsquo;s Daily <\/em>also had an alumna presence in Congress.<\/p>\n<p>Between May 2021 and July 2023, the Democrats on the House Financial Services Committee <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/agatha-so-b667315\/\">retained <\/a>a woman who had previously worked as an editor at the <em>People&rsquo;s Daily <\/em>during the 2000s as a member of its policy staff, per a LinkedIn profile. After serving as an editor at the CCP&rsquo;s official newspaper and assisting Democrats on banking policy, she has since moved on to working as the policy director of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/baltimore\/\">Baltimore&rsquo;s<\/a> city government.&nbsp;<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&ldquo;There are plenty of qualified and patriotic Americans who have not received a single paycheck from the Chinese Communist Party,&rdquo; Michael Lucci, CEO of the national security organization State Armor, told the <em>Washington Examiner<\/em>. &ldquo;Affiliation with one of the Chinese Communist Party&rsquo;s propaganda outlets is a red flag for anyone looking for a government role or for obtaining a security clearance, and at a bare minimum, extraordinary vetting must be required for anyone who has been on the payroll of CCP.&rdquo;<\/p>\n<\/blockquote>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Chinese President Xi Jinping speaks at the National Day Reception at the Great Hall of the People on the eve of the 76th anniversary of the founding of the People&rsquo;s Republic of China in Beijing, Tuesday, Sept. 30, 2025. Such alums have, under prior administrations, been hired at the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/state-department\/\">State Department<\/a>, the now-defunct <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/usaid\/\">USAID<\/a>, and <em>Voice of America <\/em>&mdash; a <a href=\"https:\/\/amzn.to\/3YuVZYV\" >federally funded media organization intended<\/a> to provide the world with free and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/red-state-dawn-brian-stelter-imagines-how-anti-cnn-insults-lead-to-shooting-in-2024\/\" title=\"Red-State Dawn? Brian Stelter Imagines How Anti-CNN \u2018Insults\u2019 Lead To \u2018Shooting\u2019 In 2024\">unbiased news coverage<\/a>.&nbsp;<\/p>\n<p>Individuals with Chinese state media backgrounds hired by the State Department included two diplomats, a digital media coordinator, translators, consultants, a consular officer, as well as a handful of low-level fellows and interns. USAID, meanwhile, tapped former Chinese state media operatives for communications and research roles, whereas <em>Voice of America<\/em> hired individuals to fill <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/search\/results\/people\/?keywords=%22voice%20of%20america%22&amp;origin=GLOBAL_SEARCH_HEADER&amp;pastCompany=%5B%2211491297%22%2C%2211547786%22%2C%2211869244%22%2C%2213717014%22%2C%2213745703%22%2C%2213995711%22%2C%221408756%22%2C%2218416943%22%2C%2219130273%22%2C%222334317%22%2C%2224379%22%2C%223119373%22%2C%223740421%22%2C%22571333%22%2C%225958187%22%2C%226103866%22%2C%22702579%22%2C%2293354995%22%5D&amp;page=5&amp;spellCorrectionEnabled=true\">similar positions<\/a> to those they held at CCP-controlled news outlets. One such staffer, who worked as a freelance translator for the State Department between May 2023 and January, also worked with a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/laorabriquet\/details\/experience\/\">Confucius Institute<\/a> chapter prior to their stint in Chinese state media.&nbsp;<\/p>\n<p>&ldquo;Every person hired at the State Department undergoes rigorous vetting, background checks, and security clearances process if required for their role,&rdquo; a spokesperson for the department told the <em>Washington Examiner<\/em>. &ldquo;We are continuously working to minimize internal threats and strengthen our operational security across the Department.&rdquo;<\/p>\n<p>China Global Television Network and China Radio International, in addition to the aforementioned outlets, counted their alums among the diplomatic staff.&nbsp;<\/p>\n<p>CGTN is one of China&rsquo;s most <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3784495\/ccp-propaganda-outlet-pushes-democratic-messaging\/\">prolific state-run media outlets<\/a>, operating under the CCP&rsquo;s Central Propaganda Department. The network&rsquo;s strong ties to Beijing earned it a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/2017-2021.state.gov\/designation-of-additional-chinese-media-entities-as-foreign-missions\/\">designation <\/a>as a foreign mission of China from the State Department in 2020. China Radio International, meanwhile, is a state-owned broadcaster that works to build the CCP&rsquo;s global soft power.&nbsp;<\/p>\n<p>One individual, who worked as a communications specialist at USAID between April 2022 and March 2025, spent nearly a decade at CGTN as a producer directly before being hired by the federal government, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/kevin-white-73204315\/\">according <\/a>to his LinkedIn profile. Another person, this time a communications team lead who has worked at the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/department-of-labor\/\">Department of Labor<\/a> since November 2022, was hired directly from CGTN after spending nearly nine years at the operation. Her LinkedIn profile <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/japlaia\/\">describes <\/a>how she was given &ldquo;increasing leadership responsibilities&rdquo; at the network and tasked with heading production of its video content.<\/p>\n<p>CGTN seeks to produce content that portrays the U.S. as &ldquo;poorly governed, plutocratic, racist, and a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/google-presents-ccp-propaganda-as-news\/\" title=\"Google presents ... ... as &#039;news&#039;\">destabilizing international influence&#038;rdquo<\/a>; in contrast to a China that is &ldquo;well governed, benign, stable, and a rising superpower,&rdquo; <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13216597.2022.2120522#d1e702\">according <\/a>to a 2022 academic paper published by scholars at King&rsquo;s College in London.<\/p>\n<p>The Environmental Protection Agency, which <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/tonyamoran\/\">employed an archivist<\/a> for nearly two years after they spent six years working for CGTN, told the <em>Washington Examiner<\/em> that it &ldquo;does not comment on individual personnel matters.&rdquo;<\/p>\n<p>Other notable staffers who disclosed previously holding roles at Chinese state media operations include an <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/justine-khanzadian-225a222b\/details\/experience\/\">executive producer<\/a> at the U.S. Agency for Global Media, an <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/jdbaughman\/details\/experience\/\">analyst <\/a>at the Air Force&rsquo;s China Aerospace Studies Institute, a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/clairewtang\/\">senior program analyst<\/a> working as a contractor for the General Services Administration, and another <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/josephkirschke\/\">senior contractor<\/a> with the Department of Energy. Though not technically part of the federal government, the <em>Washington Examiner <\/em>also identified <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/julian-zeng\/\">staffers <\/a>at <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/garthmortensen\/\">Federal Reserve banks<\/a>, as well as <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/ziwenlyu4b61a61a1\/details\/experience\/\">Freddie Mac<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/yunshu-fei-85880b33\/\">Fannie Mae<\/a>, who are Chinese state media alums.&nbsp;<\/p>\n<p>&ldquo;GSA follows a robust and well-defined fitness determination process to ensure that all contractors working under a GSA contract are vetted and cleared prior to beginning work on the contract,&rdquo; a spokesperson for the agency told the <em>Washington Examiner<\/em>. &ldquo;At no time has GSA deviated from these processes.&rdquo;<\/p>\n<p>While there&rsquo;s no proof that any of these individuals are engaged in espionage or are otherwise working on behalf of the CCP, their prior employment nonetheless shows that the federal officials in question were comfortable helping Beijing spread its propaganda in exchange for a paycheck.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3809442\/how-ccp-propaganda-machine-uses-western-elites-legitimacy\/\">HOW THE CCP&rsquo;S PROPAGANDA MACHINE USES WESTERN ELITES TO BOLSTER ITS LEGITIMACY<\/a><\/strong><\/p>\n<p>&ldquo;Anyone who worked for the CCP in the last decade either lacked the judgment to avoid working for America&rsquo;s primary adversary, or lacked the discernment to understand the genocidal one-party state that was signing their paychecks,&rdquo; Lucci said.<\/p>\n<p>The federal agencies mentioned were reached for comment.
