Florida gains a new taxpayer approximately every two minutes, outpacing Texas and North Carolina, which also see rapid growth in new residents. This influx is partly attributed to state policies such as no income tax and business-pleasant environments, which <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mortgage-rates-jump-to-highest-level-since-2001\/\" title=\"Mortgage Rates Jump To Highest Level Since 2001\">boost economic activity<\/a> and government revenue. In contrast, states like California, New York, and Illinois are losing taxpayers steadily, with California losing one every minute. He estimated Florida is collecting&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.ntu.org\/foundation\/detail\/florida-continues-to-attract-new-residents-new-york-california-and-illinois-lose-the-most-population\">$4 billion<\/a>&nbsp;more per year for its budget from people moving to the Sunshine State.<\/p>\n<p>&ldquo;Welcoming people moving from other states means more job creators, more innovators, and a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-census-numbers-show-americans-are-ditching-blue-states-for-red-states-in-droves\/\" title=\"Americans are flocking to red ..., abandoning blue ..., according to new census ...\">larger tax base<\/a> from the economic activity that they generate,&rdquo; Wilford said.<\/p>\n<p>&ldquo;States like Florida and Texas attract people because they have no income tax, but also their ability to attract people means a stronger economy that can generate added revenue from sales, property, and business taxes.&rdquo;<\/p>\n<p>South Carolina and Tennessee follow close behind as they gain a new taxpayer every 7 minutes and 30 seconds and 8 minutes and 42 seconds, respectively<\/p>\n<p>Wilford said he was not surprised to see Tennessee high on the list of states taxpayers migrate toward.<\/p>\n<p>&ldquo;The state has a good business climate and no income tax, and the data shows people like that,&rdquo; Wilford said.<\/p>\n<p>NTU calculated its data based on the most recent IRS surveys of how many taxpayers move into and out of a state each year.<\/p>\n<p>The states losing taxpayers most frequently are California, New York, and Illinois. California loses a taxpayer every 1 minute and 44 seconds; New York loses a taxpayer every 2 minutes and 23 seconds; and Illinois loses a taxpayer every 6 minutes and 4 seconds.<\/p>\n<p>Massachusetts lost a resident every 11 minutes and 38 seconds, while New Jersey lost one every 14 minutes and 14 seconds.<\/p>\n<p>States losing population have attempted to reduce income taxes to keep businesses and individuals in the state. Vermont, which gains a new resident every 6 days, attempted to cover&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.wcax.com\/2023\/08\/17\/vermont-ends-funding-worker-relocation-program\/\">moving expenses<\/a>&nbsp;for people moving to the state.<\/p>\n<p>In California, legislators are trying to ease&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/calmatters.org\/housing\/2025\/10\/newsom-signs-massive-california-housing-overhaul\/\">zoning<\/a>&nbsp;restrictions to make it easier for people to stay and incentivize more moves into the state.<\/p>\n<p>In some states, the number of people entering and leaving is almost equal. In Mississippi, one person leaves every 13 hours, and in New Mexico, one leaves every 7 hours. Wilford said he needs to take a closer look at some of the data in these states to determine accuracy.<\/p>\n<p>In New Mexico, population gains are largely driven by&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.ntu.org\/foundation\/detail\/latest-irs-data-shows-its-not-just-retirees-moving-to-florida\">people ages 55 to 64<\/a>,&nbsp;but the state is <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/andrew-cuomo-who-blew-new-yorks-coronavirus-response-declares-first-in-the-nation-disaster-emergency-on-gun-violence-giving-himself-new-emergency-powers\/\" title=\"Andrew Cuomo, Who Blew New ...\u2019s Coronavirus Response, Declares \u2018First-In-The-Nation\u2019 Disaster Emergency On Gun Violence, Giving Himself New Emergency Powers\">losing young people<\/a>, Wilford said. Mississippi is gaining population from a&nbsp;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.ntu.org\/foundation\/detail\/new-irs-data-shows-states-with-favorable-tax-codes-attract-wealthy-taxpayers\">wealthy<\/a>&nbsp;tax bracket.<\/p>\n<p>Wilford said the COVID-19 public health emergency also played a role in the dramatic shifts in state migration.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/3892169\/ron-desantis-urges-gop-produce-results-ahead-2026-instead-of-2028-elections\/\">DESANTIS URGES GOP TO PRODUCE &lsquo;RESULTS&rsquo; AHEAD OF 2026 INSTEAD OF 2028<\/a><\/strong><\/p>\n<p>California saw a lost $9 billion in taxpayer funds during 2018; this number dramatically increased to $29 billion lost in 2020.
