As this directive, DHS authorized 11 contracts priced between $99,999.00 and $99,999.99, beginning August 14. This pattern was highlighted by the watchdog group Project on Government Oversight (POGO) and appears to strategically avoid Noem&#8217;s review threshold. Assistant Secretary Tricia McLaughlin described these contracts as routine operational needs, emphasizing DHS&#8217;s efforts under Noem&#8217;s leadership to reduce waste, fraud, and abuse, saving taxpayers over $13.2 billion within seven months. Since then, DHS has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.usaspending.gov\/search?hash=d1d9080cc3c88dcf7b23f019fbb30038\">authorized<\/a> 11 federal contracts for between $99,999.00 and $99,999.99, starting on Aug. 14. As with any request for Secretarial approval, please allow a minimum of 5 days for Front Office review.&rdquo;<\/p>\n<p>Prior to Aug. 14, no other DHS contracts were awarded for between $99,999.00 and $99,999.99 in 2025. The POGO <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.pogo.org\/investigations\/99-999-dhs-contracts-balloon-under-kristi-noems-directive\">analysis<\/a> pointed to an August <em>New York Times<\/em> <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2025\/08\/21\/us\/kristi-noem-spending-contracts-homeland-security-department.html\">report<\/a> that showed Noem&rsquo;s sign-off rule caused a delay in &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trumps-new-ag-secretary-needs-to-tackle-these-six-issues\/\" title=\"Trump\u2019s New Ag Secretary Needs To Tackle These Six Issues\">mission critical&#038;rdquo<\/a>; contracts.<\/p>\n<p>Assistant Homeland Security Secretary Tricia McLaughlin told the <em>Washington Examiner<\/em> that the 11 contracts were &ldquo;for routine operational needs.&rdquo;<\/p>\n<p>&ldquo;These contracts were for routine operational needs.
