The bill targets the Resturant Meals Program (RMP), a state option that permits certain SNAP recipients-such as the homeless, elderly, and disabled-to purchase prepared meals at restaurants using their benefits. <\/p>\n<p>Originally intended to aid those unable to prepare food at home, the program has expanded considerably, especially in states like California, where thousands of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nanny-biden-comes-for-menthols\/\" title=\"Nanny Biden Comes for Menthols\">fast-food restaurants<\/a> including McDonald&#8217;s and Pizza Hut accept SNAP benefits. Between June 2023 and May 2025, over $524 million in SNAP funds were used at such restaurants, with California accounting for the vast majority.<\/p>\n<p>The proposed legislation would restrict participation in the RMP to food vendors that are not primarily fast-food establishments and must comply with local grocery store health and safety standards. Additionally,spouses of those eligible for SNAP would no longer qualify for participation. Joni Ernst, R-Iowa, introduced legislation on Thursday that seeks to cut off an existing SNAP loophole that&rsquo;s allowed users to collectively spend hundreds of millions of dollars at fast-food restaurant chains.<\/p>\n<p>&ldquo;Fast food franchises are feasting on the taxpayers&rsquo; dime,&rdquo; Ernst told The Federalist. &ldquo;This McFlurry of abuse cannot be allowed to continue as America&rsquo;s <a href=\"https:\/\/amzn.to\/3YuVZYV\" >national debt soars past  trillion<\/a>. It&rsquo;s time to think outside the bun and restore the SNAP program to its original mission by delivering healthy, instead of happy, meals.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1053141131\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Known as the McSCUSE Me Act, the proposed bill provides critical reforms to SNAP&rsquo;s Restaurant Meals Program (RMP). As described by the <a href=\"https:\/\/www.fns.usda.gov\/snap\/retailer\/restaurant-meals-program\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Agriculture (USDA)<\/a>, the program &ldquo;is a state option to allow certain SNAP clients, who might not be able to prepare meals for themselves or who do not have permanent housing for storing and preparing food, to be able to buy prepared meals at restaurants with their SNAP benefits.&rdquo;<\/p>\n<p>The nine states that currently participate in RMP include Arizona, California, Illinois, Maryland, Massachusetts, Michigan, New York, Rhode Island, and Virginia. <\/p>\n<p>According to Ernst&rsquo;s office, the issue at hand arose after Congress created an exception to SNAP&rsquo;s <a href=\"https:\/\/www.propel.app\/snap\/can-you-buy-hot-food-with-ebt\/#:~:text=In%20general%2C%20you%20can't%20use%20your%20EBT,People%20who%20are%20above%20a%20certain%20age\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;hot food&rdquo; restriction<\/a> via RMP in 1977. The goal behind this change, the senator&rsquo;s team noted, was to allow homeless people who lack access to kitchens to purchase already-prepared meals using SNAP, with eligibility later expanded to include the elderly and disabled, as well as their spouses. <\/p>\n<p>In more recent years, however, RMP has exploded in growth, particularly in California, where &mdash; along with the Biden USDA &mdash; state officials authorized more than 5,800 restaurants to accept SNAP benefits. Many of these restaurants are notable fast-food chains, including McDonald&rsquo;s, Pizza Hut, Panda Express, and others, according to Ernst&rsquo;s office. <\/p>\n<p>New data provided to Ernst by the Trump USDA purportedly shows how, from June 2023-May 2025, $524 million in food stamp payments (aka taxpayer money) were used at fast-food restaurants.
