I think that the most likely outcome is, it requires an act of Congress.&rdquo;<\/p>\n<p>Blair made the comments at a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/news.bgov.com\/bloomberg-government-news\/white-house-looking-to-issue-tariff-checks-without-congress?taid=691c8460d2934e00012c32f2&amp;utm_campaign=trueanthem&amp;utm_medium=social&amp;utm_source=twitter\"><em>Bloomberg<\/em> Government<\/a> event on Tuesday morning.<\/p>\n<p>He re-upped his comments <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/JamesBlairUSA\/status\/1990859387909312724?s=20\">on X<\/a> Tuesday, clarifying, &ldquo;If you watch the whole clip, I said we&rsquo;ll certainly explore that but also that I think the most likely outcome is that it requires an act of congress.&rdquo;<\/p>\n<p>Trump told White House reporters this week that the checks would start rolling in the middle of 2026. <\/p>\n<p>A new research estimate from the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/budgetlab.yale.edu\/research\/estimated-budgetary-distributional-and-macroeconomic-effects-tariff-dividends\">Yale Budget Lab<\/a> predicted that the rebate checks would cost the government about $450 billion, which the lab says is &ldquo;about twice as large as the total revenue that will be raised by the administration&rsquo;s tariff hikes in 2026.&rdquo;<\/p>\n<p>So far in fiscal 2025, the administration has brought in $195 billion in customs duty revenue, according to the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/fiscal.treasury.gov\/files\/reports-statements\/mts\/mts0925.pdf\">Treasury Department<\/a>.<\/p>\n<p>The idea of tariff rebates has been floated by Trump and other lawmakers throughout 2025, as Sen. Josh Hawley (R-MO) introduced <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.hawley.senate.gov\/hawley-introduces-legislation-to-send-rebate-checks-to-working-americans\/\">legislation<\/a> in July to give back at least $600 in tariff revenue to taxpayers, though the bill never made much <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/2475\/all-actions\">progress<\/a> in Congress.
