The Arizona Secure Elections Act, introduced as House Concurrent Resolution 2001 (HCR 2001), would require early voters to submit their ballots by 7 p.m. on the Friday before Election Day, eliminating the current allowance for <a href=\"https:\/\/amzn.to\/3YuVZYV\" >early mail ballot drop-offs<\/a> on Election Day itself, which has been a major cause of delays in election results. The amendment also includes voter ID requirements, mandates that only eligible U.S. citizens can vote, guarantees the right to vote in person on Election Day, and requires voters to confirm their ballot-delivery address before each election cycle if they wish to receive mail ballots. Additionally,the proposal seeks to prohibit contributions from foreign individuals or corporations to Arizona candidates or ballot measures,targeting foreign influence in local elections. The Arizona Secure Elections Act gives voters clear rules, strong identification standards, and the confidence that only citizens are taking part in our elections,&rdquo; bill sponsor and GOP Rep. Alexander Kolodin <a href=\"https:\/\/www.azleg.gov\/press\/house\/57LEG\/2R\/251117KOLODINHCR2001.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> in a statement. &ldquo;These are straightforward reforms that put voters first. They ensure our elections run on time, follow the law, and earn the public&rsquo;s trust.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-375997417\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Under <a href=\"https:\/\/apps.azleg.gov\/BillStatus\/BillOverview\/83527\" target=\"_blank\" rel=\"noreferrer noopener\">House Concurrent Resolution 2001<\/a>, all eligible Arizona voters casting their ballots early (&ldquo;if&rdquo; such a process is &ldquo;authorized by law&rdquo;) would be <a href=\"https:\/\/www.azleg.gov\/legtext\/57leg\/2R\/bills\/HCR2001P.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a> to do so &ldquo;no later than 7:00 p.m. on the Friday prior to the Tuesday general election.&rdquo; The measure additionally stipulates that &ldquo;votes shall not be cast or accepted after poll closing times on general Election Day, as designated by law.&rdquo;<\/p>\n<p>As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2024\/11\/08\/arizonas-broken-election-administration-is-a-habit-officials-refuse-to-break\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, Arizona&rsquo;s late production of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/judge-ga-counties-must-certify-even-non-sensical-election-results\/\" title=\"Judge: GA Counties Must Certify Even &#039;Non-Sensical&#039; ...\">election results &#038;mdash<\/a>; a common feature in recent elections &mdash; can be largely attributed to an issue within current state law, which allows voters to drop off their early mail ballots by 7 p.m. on Election Day. The large influx of Election Day early ballot drop-offs &mdash; all of which must go through the required signature verification process &mdash; creates enormous backlogs and delays in producing timely election results.<\/p>\n<p>In response to the state&rsquo;s delayed 2024 results, the Republican-controlled legislature passed a bill earlier this year that sought to implement the requirement included in HCR 2001 that would mandate all early ballots be returned by 7 p.m. on the Friday before Election Day. The measure &mdash; which Arizona House Republicans <a href=\"https:\/\/thefederalist.com\/2025\/02\/19\/thanks-to-democrat-gov-katie-hobbs-arizonans-can-keep-expecting-delayed-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> would &ldquo;ensure prompt processing and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hobbs-vetoes-gop-bill-speeding-up-arizonas-vote-counting\/\" title=\"Hobbs Vetoes GOP Bill Speeding Up ...&#039;s ... Counting\">reduce late ballot backlogs&#038;rdquo<\/a>; &mdash; was ultimately <a href=\"https:\/\/thefederalist.com\/2025\/02\/19\/thanks-to-democrat-gov-katie-hobbs-arizonans-can-keep-expecting-delayed-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener\">vetoed<\/a> by Democrat Gov. Katie Hobbs. <\/p>\n<p>Under the <a href=\"https:\/\/ballotpedia.org\/Arizona_Constitution\" target=\"_blank\" rel=\"noreferrer noopener\">Arizona Constitution<\/a>, the state legislature may propose constitutional amendments to the state&rsquo;s founding document. If such a proposal is passed by the House and Senate, it then must go to voters for approval.<\/p>\n<p>In addition to prospective Election Day fixes, HCR 2001 also includes other provisions long supported by election integrity activists. Among them are a voter ID requirement, a mandate that only eligible U.S. citizens can register and vote in elections, a guaranteed &ldquo;right&rdquo; to in-person voting on Election Day, and a requirement that all eligible voters &ldquo;who have provided documented proof of citizenship&rdquo; must confirm their preferred ballot-delivery address before each biennial election cycle if they wish to receive a mail-in ballot.<\/p>\n<p>The proposed constitutional amendment further includes a provision prohibiting &ldquo;contributions from any foreign person or foreign corporation to any Arizona candidate or ballot measure.&rdquo; The provision appears to be aimed at foreign nationals such as <a href=\"https:\/\/thefederalist.com\/tag\/hansjorg-wyss\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hansj&ouml;rg Wyss<\/a>, a Swiss leftist whose <a href=\"https:\/\/www.influencewatch.org\/non-profit\/berger-action-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Berger Action Fund<\/a> has pumped millions of dollars into the U.S.-based <a href=\"https:\/\/www.influencewatch.org\/non-profit\/sixteen-thirty-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sixteen Thirty Fund<\/a>.<\/p>\n<p>Operating within the left-wing <a href=\"https:\/\/www.influencewatch.org\/for-profit\/arabella-advisors\/\" target=\"_blank\" rel=\"noreferrer noopener\">Arabella Advisors &ldquo;dark money&rdquo; network<\/a>, the Wyss-backed Sixteen Thirty Fund is notorious for shelling out millions to Democrat-aligned organizations involved in statewide initiative and constitutional amendment campaigns. According to an October 2024 <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2024\/10\/APT_Foreign-Backed-Spending-in-State-Ballot-Issue-Campaign_v9.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> by Americans for Public Trust, for example, the group spent &ldquo;at least&rdquo; $1.25 million in support of a <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_139,_Right_to_Abortion_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">proposal<\/a> seeking to enshrine a constitutional &ldquo;right&rdquo; to abortion into the Arizona Constitution. <\/p>\n<p>The measure ultimately passed, with 61.6 percent of voters supporting the amendment and 38.4 percent opposing. <\/p>\n<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
