Rick Scott of Florida also <a href=\"https:\/\/x.com\/SenRickScott\/status\/1987165587890717168\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> he is crafting a bill that would allow federal dollars to be distributed to &ldquo;HSA-style accounts,&rdquo; saying it would &ldquo;increase competition [and] drive down costs.&rdquo;<\/p>\n<p>The concept has the backing of President Donald Trump, who <a href=\"https:\/\/x.com\/WhiteHouse\/status\/1987540815560749078\" target=\"_blank\" rel=\"noopener noreferrer\">urged<\/a> Republicans on Sunday to give money currently going to insurance companies to individuals, warning that extending the boosted Obamacare <a href=\"https:\/\/www.westernjournal.com\/dems-try-add-last-minute-poison-pill-spending-package-mean-another-shutdown-future\/\" target=\"_blank\" rel=\"noopener\">subsidies<\/a> would hand insurers &ldquo;another huge payday at the expense of the American people.&rdquo;<\/p>\n<p>No official proposal has been endorsed by Republican leadership, but the Paragon Health Institute, an increasingly influential think tank in Washington, D.C., has been an advocate of subsidy reform for years. In 2022, it published a <a href=\"https:\/\/paragoninstitute.org\/wp-content\/uploads\/2023\/12\/The-HSA-Option.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">policy brief<\/a> outlining a similar plan.<\/p>\n<p>Paragon&rsquo;s proposal calls for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/capitol-hill-staff-express-concern-as-mike-johnson-keeps-house-in-recess\/\" title=\"Capitol Hill staff express concern as Mike Johnson keeps House in recess\">restoring federal funding<\/a> that reimburses insurance companies for the mandatory discounts they must give qualifying enrollees on out-of-pocket costs like deductibles and copayments, also known as Cost-Sharing Reductions. The federal government originally covered those costs, but when it stopped making <a href=\"https:\/\/www.westernjournal.com\/marjorie-taylor-greene-breaks-fellow-republicans-obamacare-tax-credits-carving-lane\/\" target=\"_blank\" rel=\"noopener\">payments<\/a> in 2017, insurers <a href=\"https:\/\/www.cbo.gov\/system\/files\/115th-congress-2017-2018\/reports\/53664-costsharingreduction.pdf?\" target=\"_blank\" rel=\"noopener noreferrer\">raised premiums<\/a> to make up the difference, thereby increasing federal spending on premium subsidies.<\/p>\n<p>Restoring CSR funding would reverse that effect, lowering premiums and reducing the government deficit by about <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-06\/HR1_HousePassed_6-4-2025.xlsx\" target=\"_blank\" rel=\"noopener noreferrer\">$31 billion<\/a>, according to the CBO.<\/p>\n<p>Paragon&rsquo;s plan would also give qualifying enrollees the option to receive their CSR subsidy as a deposit into a Health Savings Account rather than as a payment to insurers.<\/p>\n<p>&ldquo;The whole policy combination would lower premiums, lower deficits and give lower-income Americans more control over their health insurance,&rdquo; Paragon Health Institute President Brian Blase told the Daily Caller News Foundation. &ldquo;It is the best thought-out immediate policy that can be put in place to align with the president&rsquo;s vision.&rdquo;<\/p>\n<p>Republican Reps. Greg Steube and Kat Cammack of Florida introduced a <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1157\/text\" target=\"_blank\" rel=\"noopener noreferrer\">measure<\/a> in February that would allow qualifying individuals to receive direct contributions to an HSA. The House version of the &ldquo;Big Beautiful Bill&rdquo; would have directed funding for the CSR program, but it was ultimately <a href=\"https:\/\/www.axios.com\/pro\/health-care-policy\/2025\/06\/26\/parliamentarian-tosses-aca-payments\" target=\"_blank\" rel=\"noopener noreferrer\">rejected<\/a> by the Senate parliamentarian.<\/p>\n<p>Meanwhile, Democrats have accused Republicans of trying to overhaul Obamacare.<\/p>\n<p>&ldquo;The future is unpredictable, but we need to continue our fight unequivocally, unyieldingly for affordable health care insurance through extending the subsidies and other measures under the ACA,&rdquo; Democratic Sen. Richard Blumenthal of Connecticut told reporters Monday. &ldquo;Republicans have a reflexive obsession with repealing or destroying the ACA.&rdquo;<\/p>\n<p>However, Cassidy emphasized that his proposal has a &ldquo;very narrow focus.&rdquo;<\/p>\n<p>&ldquo;What we&rsquo;re talking about &mdash; this is not rewriting big portions of the Affordable Care Act,&rdquo; Cassidy said. &ldquo;We&rsquo;re looking very specifically at what we can do for Plan Year 2026.&rdquo;<\/p>\n<p>Blase added that broader ACA reforms represent an &ldquo;aspirational vision for where we should move,&rdquo; but developing policies to achieve it will take time and raise many complex questions.<\/p>\n<p>&ldquo;I&rsquo;m looking at what can be done in the next few months,&rdquo; he said.<\/p>\n<p>In the meantime, some Republican lawmakers appear eager to debate Democrats on health care.<\/p>\n<p>&ldquo;If they don&rsquo;t want to take this money away from insurance companies and flow it back to the consumer, that&rsquo;d be a great fight to have,&rdquo; South Carolina Sen.
