The index evaluates over 150 variables across five <a href=\"https:\/\/amzn.to\/3YuVZYV\" >major tax categories<\/a>: corporate, individual income, sales and excise, property and wealth, and unemployment insurance taxes. New York ranks particularly poorly in individual income taxes (50th), property taxes (47th), sales taxes (42nd), and unemployment insurance taxes (38th), with its best rank being 28th in corporate taxes. The state is criticized for its high rates and a complex,non-neutral tax system. despite thes challenges, New York City continues to attract residents due to other factors, though the report notes that tax burdens increasingly influence migration decisions.
