Board Approves Plan To Collect Missing Voter Data\">paper poll books<\/a>, which only listed registered Republicans and Democrats. These excluded voters were forced to cast provisional ballots. Normally, fewer than 1,000 provisional ballots are cast in such elections, making this situation highly unusual. While the county did not run out of provisional ballots, some precincts temporarily ran out of provisional secrecy envelopes but remained open untill 10 p.m. Chester County officials are preparing an independent investigation to identify the causes and prevent future issues,wiht results expected by mid-December. It is also preparing for an investigation into why 75,000 third-party registered voters were left out of the poll book.<\/p>\n<p>The county uses paper poll books where voters sign next to their name before they vote. But in this election, <a href=\"https:\/\/thefederalist.com\/2025\/11\/04\/chester-county-pa-poll-books-missing-names-of-75000-voters-in-election-day-error\/\" target=\"_blank\" rel=\"noreferrer noopener\">only the names<\/a> of registered Republicans and Democrats were listed in the poll books. Voters who were among the 75,000 independent and unaffiliated inviduals who were not listed had to cast provisional ballots.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1531368421\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Normally the county gets fewer than 1,000 provisional ballots in similar elections, a spokeswoman for Chester County told The Federalist in a phone call. As of Tuesday, Nov. 11, the county had completed 8,200 <a href=\"https:\/\/www.chesco.org\/5894\/November-2025-General-Election-Poll-Book\" target=\"_blank\" rel=\"noreferrer noopener\">reviews<\/a> of the 12,100 provisional ballots.<\/p>\n<p>Chester County says on its website that it did not run out of provisional ballots at any of its 230 precincts on Election Day, but some precincts ran out of provisional secrecy envelopes to hold the ballots themselves, and the county was able to replenish the supply. Polling places stayed <a href=\"https:\/\/thefederalist.com\/2025\/11\/05\/chester-county-poll-book-fiasco-highlights-pas-election-integrity-issues\/\" target=\"_blank\" rel=\"noreferrer noopener\">open until 10 p.m<\/a>.<\/p>\n<p>The county has identified key questions to be answered in an investigation, Chester County CEO David Byerman said in a <a href=\"https:\/\/www.chesco.org\/CivicAlerts.aspx?AID=1685\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>.<\/p>\n<p>&ldquo;Staff have been instructed to preserve all relevant materials, including evidence and notes, to support the investigatory process. We have also held a preliminary meeting with the Pennsylvania Department of State to understand its capacity to assist in the review,&rdquo; Byerman said. &ldquo;In addition, we are identifying law firms and\/or <a href=\"https:\/\/amzn.to\/3YuVZYV\" >subject matter experts qualified<\/a> to conduct an independent investigation.&rdquo;<\/p>\n<p>As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2025\/11\/05\/chester-county-poll-book-fiasco-highlights-pas-election-integrity-issues\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, independent and unaffiliated voters don&rsquo;t vote in the spring primary election. That is when registered Republicans and Democrats choose candidates they want at the top of the ticket in their own parties. It is a logical assumption that the county was working with a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chester-county-poll-book-fiasco-highlights-pas-election-issues\/\" title=\"... ... Fiasco Highlights PA&#039;s Election Issues\">primary poll book<\/a> in the general election, but it is not clear why that was not noticed before voting commenced.<\/p>\n<p>Chester has posted a timeline on its website detailing what happens next in the investigation.<\/p>\n<p>Monday, Nov. 17, &ldquo;Chester County administrative leadership will announce the independent party selected to conduct the investigation.&rdquo; It will also announce the deadlines and expectations. County officials want the investigation wrapped up by mid-December and they hope to present the findings to the public at the December or January election meeting.<\/p>\n<p>Friday, Nov. 21, the county will offer &ldquo;an update on the investigation process&rdquo; during the Chester County Board of Elections meeting at 10 a.m. The county still <a href=\"https:\/\/www.chesco.org\/5894\/November-2025-General-Election-Poll-Book\" target=\"_blank\" rel=\"noreferrer noopener\">expects<\/a> to certify its election results this same day.<\/p>\n<p>&ldquo;The formal investigation will begin once all votes have been counted to ensure that the process does not interfere with the certification of the election,&rdquo; Byerman said in the statement.<\/p>\n<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Beth Brelje is an elections correspondent for The Federalist.
