Duffy has made cracking down on <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/economy\/3782290\/trump-dot-punish-states-english-language-requirements-truck-drivers\/\">non-English speaking<\/a> commercial truck drivers a cornerstone <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3826215\/duffy-foreign-truck-driver-licenses-states-funding\/\">priority<\/a> of his department. His efforts heightened after a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/3758007\/illegal-immigrant-harjinder-singh-homicide-charges-fatal-highway-crash\/\">fatal semitruck crash<\/a> in the summer caused by a non-English proficient illegal immigrant, who had one of his licenses issued in California.<\/p>\n<p>&ldquo;After weeks of claiming they did nothing wrong, Gavin Newsom and California have been <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/youtube-caught-red-handed-removing-dislikes-from-biden-white-house-page-anything-to-fool-the-proletariat\/\" title=\"YOUTUBE CAUGHT RED-HANDED Removing Dislikes from Biden White House Page \u2014 Anything to Fool the Proletariat\">caught red-handed<\/a>,&rdquo;&nbsp;Duffy said in a statement. &ldquo;Now that we&rsquo;ve exposed their lies, 17,000 illegally issued trucking licenses are being revoked.&rdquo;<\/p>\n<p>Duffy reiterated his threat to pull <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/infrastructure\/3865082\/sean-duffy-pull-federal-funds-california-commercial-drivers-license-illegal-immigrants\/\">$160 million<\/a> in federal funding from the state if it does not revoke all CDLs issued in violation of federal standards.<\/p>\n<p>&ldquo;This is just the tip of the iceberg,&rdquo; Duffy said. &ldquo;My team will continue to force California to prove they have removed every illegal immigrant from behind the wheel of semitrucks and school buses.&rdquo;<\/p>\n<p>The California Department of Motor Vehicles did not respond to the <em>Washington Examiner<\/em>&lsquo;s requests for comment.<\/p>\n<p>In late October, the state&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/infrastructure\/3865082\/sean-duffy-pull-federal-funds-california-commercial-drivers-license-illegal-immigrants\/\">DMV told<\/a> the <em>Washington Examiner<\/em> that the Transportation Department previously allowed CDLs &ldquo;for asylum seekers and refugees.&rdquo;<\/p>\n<p>In a September letter obtained by the&nbsp;<em>Washington Examiner<\/em>, Alicia Fowler, the general counsel for the California State Transportation Agency, argued that the state is in full compliance with federal laws.<\/p>\n<p>&ldquo;California&rsquo;s laws, regulations, standards, and orders are either identical to or have the same effect as the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >federal safety requirements&#038;mdash<\/a>;including the English language proficiency requirement,&rdquo; Fowler <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3852946\/transportation-department-california-complying-english-requirements-truckers\/\">wrote<\/a>.<\/p>\n<p>However, a Federal Motor Carrier Safety Administration audit this year revealed that&nbsp;25% of nondomiciled CDLs were issued out of compliance with federal regulations. The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.fmcsa.dot.gov\/sites\/fmcsa.dot.gov\/files\/2025-09\/Fact%20Sheet_Protecting%20America%27s%20Roads_Restoring%20Integrity%20to%20Non-Domiciled%20CDLs%20%285%29.pdf\">audit<\/a> found &ldquo;systemic non-compliance&rdquo; in California, Colorado, Pennsylvania, South Dakota, Texas, and Washington.<\/p>\n<p>A spokesperson for the Transportation Department said it &ldquo;urges all states to revoke illegally issued CDLs,&rdquo; and that California was the first state found to be out of compliance.<\/p>\n<p>California is also one of the top CDL-issuing states in the nation, according to the department.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3852946\/transportation-department-california-complying-english-requirements-truckers\/\"><strong>DOT, CALIFORNIA DISAGREE ON STATE&rsquo;S COMPLIANCE WITH ENGLISH REQUIREMENTS FOR TRUCKERS.
