The same churches that Lucas uses her campaign funds to bankroll happen to function as valuable allies to both Lucas and her Democratic colleagues.<\/p>\n<p>One of the churches to receive the most cash from Lucas&rsquo;s campaign treasury is New Mount Olivet Baptist Church in Portsmouth, where Lucas herself serves as a deaconess.&nbsp;<\/p>\n<p>Lucas&rsquo;s campaign has transferred $13,390 to the historically black Baptist church since 2021, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-33\/vendor-154170-new-mount-olivet-baptist-church\/\">according <\/a>to public records. Milton Blount, who served as the church&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/meet-rep-cori-bush-and-her-fellow-faith-healers\/\" title=\"Meet Rep. Cori Bush and Her Fellow Faith Healers\">head pastor<\/a> until his death in January, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.facebook.com\/groups\/498393243664905\/posts\/2756656417838565\/\">endorsed <\/a>Lucas&rsquo;s daughter, Lisa Lucas-Burke, for Portsmouth mayor in 2024, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/pastormblount\">encouraged <\/a>his followers to support the Democratic Party, and was <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/t.co\/d4si9y59MX\">involved <\/a>in liberal politics. Cardell Patillo, who took over as the church&rsquo;s top pastor following Blount&rsquo;s passing, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.sdcvirginia.org\/articles\/abigail-spanberger-meet-and-greet\/\">hosted <\/a>Governor-elect Abigail Spanberger at a campaign event in August.<\/p>\n<p>Second Calvary Baptist Church&rsquo;s leadership also took advantage of its spiritual authority to help Democrats after receiving large contributions from Lucas, the <em>Washington Examiner <\/em>previously <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3871207\/top-virginia-democrat-cut-checks-church-campaigning-spanberger-jones\/\">reported<\/a>.&nbsp;<\/p>\n<p>&ldquo;You can rest assured that I will be telling our congregation to vote for you,&rdquo; Second Calvary Baptist Church head pastor Geoffrey Guns told Democratic Virginia attorney general nominee Jay Jones in an October video.&nbsp;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Senate President Pro Tempore, Sen. The church&rsquo;s pastor delivered impassioned sermons telling his congregation that there was &ldquo;only one choice&rdquo; for governor after endorsing Spanberger, and church leadership encouraged churchgoers to support Democrats on social media.<\/p>\n<p>The church&rsquo;s full-throated support of the Democratic Party followed $26,500 in donations from Lucas between 2023 and 2024.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-33\/vendor-136641-new-community-temple\/\">New Community Temple<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-33\/vendor-145887-third-baptist-church\/\">Third Baptist Church<\/a> in Portsmouth, which each received thousands from Lucas&rsquo;s campaign account, have <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.facebook.com\/share\/p\/17gaPfwiAw\/\">encouraged <\/a>their members to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.facebook.com\/joseph.fleming.5201\">vote <\/a>for Democrats through their pastors.&nbsp;<\/p>\n<p>Americans strongly oppose churches endorsing political candidates, with 77% of adults polled by the Pew Research Center in 2022 <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/07\/10\/in-a-2022-survey-most-americans-opposed-churches-endorsing-political-candidates\/\">saying <\/a>houses of worship should not endorse candidates for political office.&nbsp;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-limos-casinos-seafood-and-steak\"><strong>Limos, casinos, seafood, and steak<\/strong><\/h2>\n<p>When she&rsquo;s not using her campaign account to cut checks to churches, Lucas is tapping it to pick up tabs for swanky recreation. A <em>Washington Examiner <\/em><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1msezimWztnXwAdBBUoLQlSgdvK2ols8rrwNxS4Yvisc\/edit?usp=sharing\">review <\/a>of <a href=\"https:\/\/amzn.to\/3YuVZYV\" >campaign finance records found<\/a> that, over the course of her tenure in the Virginia Senate, Lucas has spent over $60,000 on fundraising events at casinos and golf courses, food at restaurants offering luxury fare, live music, limousines, and stays at top-tier hotels using her campaign funds.<\/p>\n<p>In 2023, for instance, Lucas racked up a $566 bill at <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.riverscasino.com\/portsmouth\/dining\/admirals-steak-and-seafood\/menu\">Admirals Steak &amp; Seafood<\/a>, a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.instagram.com\/admiralssteakandseafood\/?hl=en\">self-proclaimed<\/a> fine dining restaurant located at the Rivers Casino in Portsmouth. Individual tabs at the restaurant, judging by its menu, can easily exceed $100. Appetizers, such as the $28 duck confit salad, cost what full meals would at normal restaurants, and the cheapest steak on the menu, a six-ounce filet, runs $50. Scott Applewhite, File)<\/figcaption><\/figure>\n<p>Lucas also <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-25\/vendor-129277-omni-homestead-resort\/\">reported <\/a>using her campaign account to cover $1,140 in bills at the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.omnihotels.com\/hotels\/homestead-virginia\">Omni Homestead Resort<\/a>, a luxury resort in the middle of the Allegheny Mountains featuring golf courses, skiing, a two-acre water park, hot springs, a full-service spa, and horseback riding.<\/p>\n<p>One of Lucas&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/payee\/387574-rivers-portsmouth-gaming-llc\/\">largest campaign expenditures<\/a> was the $20,885 she dropped for &ldquo;event support&rdquo; at Rivers Casino in November 2023. The expenditure lacks further description on Lucas&rsquo;s campaign finance filing, making it unclear exactly what the massive payment covered. She&rsquo;s held similarly expensive campaign events at the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/payee\/113482-bide-a-wee-golf-course\/\">Bide-A-Wee Golf Course<\/a> in Portsmouth. Public records provide greater details on her golf spending than her casino expenditures.<\/p>\n<p>The $20,139 Lucas spent at the golf course between 2007 and 2019 covered food, beverages, golf cart rentals, and fees to use the course, records show.<\/p>\n<p>Some, though not all, of Lucas&rsquo;s spending on luxury recreation were described as &ldquo;fundraising&rdquo; costs.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-keeping-it-in-the-family\"><strong>Keeping it in the family<\/strong><\/h2>\n<p>Of all the entities and individuals to receive payments from Lucas&rsquo;s political war chest over the years, her daughter&rsquo;s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/offices\/portsmouth-city-mayor\/elections\/\">ill-fated<\/a> Portsmouth mayoral campaign was one of the biggest beneficiaries.&nbsp;<\/p>\n<p>Lucas <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-4\/vendor-491741-lucas-burke-for-portsmouth-mayor-lisa\/\">gave <\/a>her daughter&rsquo;s campaign $305,000 between December 2023 and October 2024, serious money for a local election. Her daughter Lisa Lucas-Burke also <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/committees\/124936\/lucas-for-senate-louise\/expenditures\/service-4\/vendor-276114-lucas-burke-for-portsmouth-city-council-lisa\/\">received <\/a>$6,500 from her mother to support her campaigns for city council between 2016 and 2020.<\/p>\n<p>Beyond bankrolling her daughter&rsquo;s political ambitions, Lucas has also provided her with a day job.<\/p>\n<p>Lucas-Burke has, per her <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.linkedin.com\/in\/lisa-lucas-burke-5882247\/\">LinkedIn profile<\/a>, been employed at Lucas Lodge since 2015 as the firm&rsquo;s executive director. Prior to that, she was its quality assurance director between 1998 and 2014. The firm, which handles &ldquo;Medicaid waiver services for adults with intellectual and developmental disabilities,&rdquo; <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/www.lucas-lodge.com\/index.php\/contact-us\">identifies <\/a>Lucas as its CEO.<\/p>\n<p>Since 2017, Lucas Lodge has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/vendors\/133365\/spender\/124936\/?service=all&amp;start_year=all&amp;end_year=all&amp;recip_type=all\">received <\/a>roughly $6,000 in payments from Lucas&rsquo;s campaign. The bulk of the payment covered &ldquo;office rental&rdquo; as well as reimbursements for travel and an &ldquo;evening on Crystal Lake.&rdquo;<\/p>\n<p>Lucas&rsquo;s campaign account also made $3,500 in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.vpap.org\/vendors\/222339\/spender\/124936\/?service=all&amp;start_year=all&amp;end_year=all&amp;recip_type=all\">payments <\/a>to Girls Inc. of Greater Peninsula between 2006 and 2012.
