There is cautious optimism that bipartisan agreement will allow the legislation-funding the government through January 2026-to pass without extended delays typically caused by procedural votes. Senate majority Leader John Thune urged senators to avoid blocking the bill, emphasizing that the American people have suffered long enough during the shutdown, which is now the longest in U.S.history at 40 days.<\/p>\n<p>The funding package includes three appropriations bills covering veterans affairs, agriculture, and the legislative branch, along with a commitment to hold a future vote on extending Obamacare subsidies, a key issue that led to the shutdown.It also reverses president Donald Trump&#8217;s mass federal layoffs and prohibits further layoffs during the funding period.<\/p>\n<p>Despite these developments, some democrats remain opposed as the deal does not guarantee an extension of health insurance subsidies. Republican Senator Rand Paul is pushing for an amendment to remove a hemp ban included in the bill,which has caused tension among GOP leaders concerned that such demands could delay the measure&#8217;s passage. Othre senators may also seek amendments, such as a measure to withhold Congressional pay during shutdowns.<\/p>\n<p>Meanwhile, the House has yet to schedule a vote on the Senate measure. Speaker mike Johnson has not officially recalled members, with logistical challenges expected due to management cuts affecting air traffic control during the shutdown. Otherwise, it could take several additional days and procedural votes until the legislation clears the upper chamber.<\/p>\n<p>Senate Majority Leader <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/john-thune\/\">John Thune<\/a> (R-SD) urged senators not to &ldquo;stand in the way of being able to deliver the relief quickly.&rdquo;<\/p>\n<p>&ldquo;The American people have suffered for long enough,&rdquo; he said. &ldquo;Let&rsquo;s not pointlessly drag this bill out.&rdquo;<\/p>\n<p>After 14 failed votes and&nbsp;40 days into the shutdown, the Senate <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3880606\/senate-path-reopen-government-democratic-split\/\">overcame a filibuster<\/a> on Sunday after eight Democrats relented on their healthcare demands to provide Republicans the required 60 votes.<\/p>\n<p>In addition to the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/freedom-caucus-opposes-short-term-continuing-resolution-unless-conservative-policies-are-passed-alongside\/\" title=\"Freedom Caucus opposes short-term continuing resolution without conservative policies.\">short-term funding extension<\/a>, the deal&rsquo;s framework included three appropriations bills to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-picks-billy-long-to-be-his-irs-commissioner-washington-examiner\/\" title=\"Trump picks ...y Long to be his IRS commissioner - Washington Examiner\">fund veterans affairs<\/a>, agriculture, the legislative branch, and other federal departments.&nbsp;It also includes a vote next month on a bill of Democrats&rsquo; choosing to extend expiring Obamacare subsidies that were the cause of the shutdown, an offer Republicans first floated, but Democrats rejected one month ago.<\/p>\n<p>President Donald Trump&rsquo;s mass federal layoffs during the shutdown will also be reversed as part of the agreement, as well as language barring the administration from doing so again for the duration of the stopgap funding measure.<\/p>\n<p>It was unclear whether Democrats, most of whom vocally opposed the deal because it failed to offer a guaranteed extension of the health insurance credits, would allow the measure to be fast-tracked.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Headshots of the eight Democratic senators who voted for the funding bill. Rand Paul (R-KY) on a demand for an amendment vote to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3880785\/hemp-ban-funding-bill-soon-be-banned-nationwide-government-shutdown\/\">roll back an included hemp ban <\/a>in exchange for not slowing down the legislation&rsquo;s inevitable passage. Sen. Markwayne Mullin (R-OK), a member of Thune&rsquo;s leadership team, advocated against what he described as capitulation to Paul with his own vote and suggested it could open the door to more one-off demands from senators before allowing the funding bill to pass.<\/p>\n<p>&ldquo;I don&rsquo;t see the point in it,&rdquo; Mullin said. &ldquo;If Rand wants to plant his flag and hold the government shut down over hemp in Kentucky, take that fight on. I think he&rsquo;ll lose that one pretty hard.&rdquo;<\/p>\n<p>Paul denied the notion that he was causing a delay.<\/p>\n<p>&ldquo;I am not delaying this bill,&rdquo; he posted on X. &ldquo;The timing is already fixed under Senate procedure. My amendment is germane, I&rsquo;m calling for a simple up &amp; down vote. There is extraneous language in this package that has nothing to do with reopening the government and would harm Kentucky&rsquo;s hemp farmers and small businesses. Standing up for Kentucky jobs is part of my job.&rdquo;<\/p>\n<p>There were potential delays from other senators, according to Mullin, such as a demand for a vote to prevent members of Congress from being paid during future shutdowns.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3880606\/senate-path-reopen-government-democratic-split\/\">SENATE TAKES FIRST STEP TO REOPEN GOVERNMENT, FUELING DEMOCRATIC SPLIT<\/a><\/strong><\/p>\n<p>House Speaker Mike Johnson (R-LA) has not officially called back representatives in preparation for a vote, an endeavor that could <a href=\"https:\/\/amzn.to\/3YuVZYV\" >face air travel delays due<\/a> to administration cuts to air traffic in response to the shutdown.
