The former president, for instance, has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/thehill.com\/homenews\/administration\/5356722-obama-criticizes-american-democracy-trump\/\">accused<\/a> the current president of creating a political environment &ldquo;consistent with autocracies.&rdquo;<\/p>\n<p>Obama, much like Trump, did not shy away from using the tools available to him as president to pressure Americans into complying with his vision for the nation. Under Obama, federal funds were used to influence law enforcement, nondiscrimination, healthcare, and education policy at the state and local level across the country.&nbsp;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-wielding-title-ix\">Wielding Title IX<\/h2>\n<p>Not least among Obama&rsquo;s efforts to reshape American society using the federal government was his administration&rsquo;s reinterpretation of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/title-ix\/\">Title IX<\/a> to reshape how <a href=\"https:\/\/amzn.to\/3YuVZYV\" >educational institutions receiving federal funding approached questions<\/a> of gender identity and sexual harassment.<\/p>\n<p>Practically, the Obama administration&rsquo;s reforms related to gender identity &mdash; enacted between <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.govinfo.gov\/content\/pkg\/GOVPUB-ED-PURL-gpo190961\/pdf\/GOVPUB-ED-PURL-gpo190961.pdf\">2010 <\/a>and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/opa\/file\/850986\/dl?inline=\">2016 <\/a>through the Department of Education &mdash; required publicly funded schools to use the preferred names and pronouns of transgender students, make sex-segregated spaces such as bathrooms and dormitories open to transgender students in alignment with their gender identity, and avoid disclosing the gender status of students without their consent.<\/p>\n<p>Failure to comply with these terms meant risking the loss of federal funding, as compliance with Title IX is a prerequisite for such support.&nbsp;<\/p>\n<p>2011 brought further Title IX reforms when the Obama administration <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/obamawhitehouse.archives.gov\/sites\/default\/files\/dear_colleague_sexual_violence.pdf\">issued a letter<\/a> requiring universities to thoroughly investigate and sanction any unwanted conduct of a sexual nature, including speech. The reinterpretation concerned free speech activists, such as those at the Foundation for Individual Rights and Expression, who <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.thefire.org\/research-learn\/greg-lukianoff-testimony-united-states-commission-civil-rights-june-2-2015\">claimed <\/a>the tweaks would force universities to &ldquo;investigate harassment claims even when a reasonable person would not have found the speech objectionable, thereby weaponizing the sensitivities of the least speech-tolerant students of campus.&rdquo;<\/p>\n<p>Beyond mere speculation, Northwestern University professor Laura Kipnis faced a university-led Title IX <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/reason.com\/2015\/04\/15\/this-prof-dared-to-challenge-her-student\/\">investigation <\/a>in 2015 for <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.chronicle.com\/article\/eyewitness-to-a-title-ix-witch-trial\/\">authoring an essay<\/a> defending a colleague who had been accused of violating Title IX. A number of other students and professors faced <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.aei.org\/articles\/opposing-kangaroo-courts-does-not-equal-endorsing-campus-assault\/\">similar restrictions<\/a> on expression during the Obama administration.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Northwestern University. (Photo by Rdsmith4, via Wikimedia Commons)<\/figcaption><\/figure>\n<p>The actions taken under the Obama administration to shift internal policies at universities bear a striking resemblance to moves made by the Trump administration to quash <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/dei\/\">diversity, equity, and inclusion<\/a> as well as anti-<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/israel\/\">Israel<\/a> rhetoric in higher education. Trump, however, has been more direct than Obama at times.<\/p>\n<p>In the opening months of his second term, Trump canceled billions of dollars in funding to prestigious universities such as <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3409384\/trump-administration-cuts-450-million-harvard-federal-funding-antisemitism\/\">Harvard University<\/a>, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3341396\/trump-administration-cancels-columbia-university-grants-worth-400-million\/\">Columbia University<\/a>, and the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3493133\/trump-administration-suspends-584-million-grants-ucla\/\">University of California, Los Angeles<\/a>, over their alleged failures to address antisemitism on campus following last summer&rsquo;s wave of pro-Palestinian protests.&nbsp;<\/p>\n<p>Some, like Columbia, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3480587\/columbia-deal-trump-restore-federal-funding\/\">cut deals<\/a> with the Trump administration to restore funding, whereas others, such as Harvard, have <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3477091\/judge-hammers-trump-harvard-cuts-2-billion\/\">successfully sued<\/a> the federal government over the cuts.&nbsp;<\/p>\n<p>Even the criticism faced by the Trump administration sounds like a throwback to the Obama era.<\/p>\n<p>Yale&rsquo;s chapter of the American Association of University Professors <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/yaledailynews.com\/blog\/2025\/10\/20\/faculty-group-urges-yale-to-reject-potential-trump-compact-offer\/\">characterized <\/a>Trump&rsquo;s approach to higher education as financial &ldquo;blackmail.&rdquo; This mirrors language used by Republican critics of Obama&rsquo;s Title IX reforms, such as Texas Lt. Gov. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/dan-patrick\/\">Dan Patrick<\/a>, who declared &ldquo;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2016\/05\/14\/us\/transgender-students-and-new-rules-in-public-schools.html\">we will not be blackmailed<\/a>&rdquo; in response to the president&rsquo;s expansion of civil rights law to cover transgender individuals.&nbsp;<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-carrots-and-sticks-from-obama-and-trump\">Carrots and sticks from Obama and Trump<\/h2>\n<p>Putting aside the stick, Trump has also trotted out the carrot to bring universities into line with his vision.&nbsp;<\/p>\n<p>In October, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/section\/news\/white-house\/\">White House<\/a> offered all institutions of higher education preferential access to federal grants in exchange for accepting a list of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/time.com\/7325448\/trump-higher-education-universities-compact-dei-gender-academic-federal-funding\/\">10 policy changes<\/a>.&nbsp;<\/p>\n<p>Among these were prohibiting discrimination based on immutable characteristics or political beliefs in admissions, the use of standardized test scores in admissions, addressing alleged anti-conservative &ldquo;institutional units,&rdquo; prohibiting support of terrorist organizations or incitements to violence, nondiscrimination in hiring, institutional neutrality on questions of politics, cracking down on grade inflation, the establishment of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/uk-supreme-court-rules-women-are-biologically-female-washington-examiner\/\" title=\"UK Supreme Court rules &#039;women&#039; are biologically female - ... Examiner\">single-sex spaces based<\/a> on biological sex, reducing the proportion of foreign students, free tuition for students studying the hard sciences at universities with an endowment exceeding $2 million per undergraduate student, and the disclosure of all foreign funding.<\/p>\n<p>Obama was no stranger to offering up financial incentives to shape education, either.<\/p>\n<p>The Obama administration&rsquo;s flagship Race to the Top program offered $4.35 billion in competitive grants to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nbcnews.com\/id\/wbna32116686\">incentivize state and local reforms<\/a> to K-12 schooling. Some argued the funds incentivized the adoption of the Obama administration&rsquo;s Common Core State Standards. While some states did adopt Common Core to receive grant funding, the actual program did not require doing so, as it merely encouraged adopting some form of consistent educational standards.<\/p>\n<p>Race to the Top also sought to increase emphasis on science and mathematics, support high-performing <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/charter-schools\/\">charter schools<\/a>, and encourage schools to implement performance-based compensation for teachers and administrators, among other things.<\/p>\n<p>Despite its lofty goals, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/democracyeducationjournal.org\/cgi\/viewcontent.cgi?article=1017&amp;context=home\">critics <\/a>&mdash; including those <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.epi.org\/publication\/race-to-the-top-goals\/\">on the Left<\/a> &mdash; argued that states participating in the program overpromised to get funding and subsequently underdelivered on their promises. The Obama administration at the time, however, tried to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.politico.com\/story\/2013\/09\/race-to-the-top-for-education-a-flop-report-finds-096709\">rebut <\/a>such claims by stating that benefits derived from the program were not easily measurable.&nbsp;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">A sign outside the IRS building is photographed May 4, 2021, in Washington. (AP Photo\/Patrick Semansky, File)<\/figcaption><\/figure>\n<p>Beyond using federal funds as leverage for policy concessions, which many admit is business as usual in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/washington-dc\/\">Washington<\/a>, critics have accused Trump of being uniquely authoritarian for his plans to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3808091\/trump-liberal-group-investigation-left-wing-groups-charlie-kirk-assassination\/\">investigate <\/a>left-wing nonprofit groups following the assassination of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/charlie-kirk\/\">Charlie<\/a> Kirk. In the telling of White House Deputy chief of staff <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/stephen-miller\/\">Stephen Miller<\/a>, the administration is poised to crack down on nonprofit organizations that use their resources to organize riots, street violence, doxing operations, or messaging campaigns designed to incite violence.&nbsp;<\/p>\n<p>The Ford Foundation, one of the philanthropies explicitly targeted by the administration, has funded protests and other activities that have at times <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3820209\/vance-has-this-liberal-ngo-in-his-sights\/\">turned violent<\/a>.<\/p>\n<p>Liberal nonprofit groups have broadly denied links to such activities, with a coalition of over 100 left-of-center organizations <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.democracydocket.com\/news-alerts\/left-nonprofits-trump-crackdown-threats-kirk-murder\/\">penning an open letter<\/a> in September accusing the president of working to &ldquo;undermine our democracy&rdquo; through his investigations.&nbsp;<\/p>\n<p>Conservatives levied similar criticisms against Obama in 2013 after an IRS official admitted the agency had been <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/2017\/10\/27\/560308997\/irs-apologizes-for-aggressive-scrutiny-of-conservative-groups\">aggressively scrutinizing organizations<\/a> whose names included words such as &ldquo;Tea Party&rdquo; or &ldquo;patriots,&rdquo; which was widely viewed as an attack on conservatives. Liberal groups were also targeted, albeit in much smaller numbers.<\/p>\n<p>The IRS ultimately apologized to the conservative organizations and entered into financial settlements with hundreds of them for restitution.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-private-markets-public-criticism\">Private markets, public criticism<\/h2>\n<p>Similarities between the tactics of the Obama and Trump administrations extend beyond their affinity for ideological crusades. Both share the distinction of being accused by critics of engaging in federal overreach to the detriment of private markets.&nbsp;<\/p>\n<p>The federal government under Trump, for instance, has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/finance.yahoo.com\/news\/trump-administration-now-holds-stakes-023008085.html\">taken stakes<\/a> in Intel, rare earth producer MP Materials, Lithium Americas, Trilogy Metals, and US Steel Corporation. Some media outlets have described these moves as &ldquo;<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/2025\/09\/12\/nx-s1-5540076\/intel-trump-industrial-policy-socialism\">unusual<\/a>.&rdquo;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">President Donald Trump looks at Intel CEO Brian Krzanich, left, holding a silicon wafer during their meeting in the Oval Office. (AP Photo\/Pablo Martinez Monsivais)<\/figcaption><\/figure>\n<p>Obama, however, did something similar in the fallout of the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/2008-financial-crisis\/\">2008 financial crisis<\/a>. As part of the 2009 auto bailout, the federal government took a 60.8% stake in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/general-motors\/\">General Motors<\/a> in exchange for $49.5 billion in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.cnbc.com\/2013\/12\/09\/government-sells-the-last-of-its-gm-stake-treasury.html\">bailout funds<\/a>. The Obama administration sold its stake in 2013, ultimately losing taxpayers over $10 billion. The federal government also <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2011\/06\/03\/business\/03auto.html\">took a smaller stake <\/a>in Chrysler during the bailout, which it also sold at a loss.<\/p>\n<p>Additionally, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/united-auto-workers\/\">United Auto Workers<\/a> &mdash; a significant financial backer of Obama and the Democratic Party &mdash; walked away from the bailout deal with very favorable terms. Despite their employers being forced to declare bankruptcy, the terms of the bailout made it impossible to cut union members&rsquo; pay. A 2012 <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/heritage-foundation\/\">Heritage Foundation<\/a> report argued that the taxpayers&rsquo; losses on the bailout were largely spurred by automakers being <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.heritage.org\/taxes\/report\/auto-bailout-or-uaw-bailout-taxpayer-losses-came-subsidizing-union-compensation\">forced to pay &ldquo;uncompetitive&rdquo; wages<\/a> to unionized workers.&nbsp;<\/p>\n<p>Obama&rsquo;s political allies, the UAW among them, made out well during his tenure.<\/p>\n<p>Solyndra, an ill-fated solar power company whose primary backers <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/publicintegrity.org\/politics\/obama-campaign-reports-more-than-350-big-bundlers-including-solyndra-figures\/\">secured <\/a>large sums for Obama&rsquo;s campaign account, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/publicintegrity.org\/politics\/missed-warning-signs-a-solyndra-timeline\/\">received <\/a>a fast-tracked $500 million loan guarantee from his administration in 2009. The firm <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/2014\/11\/13\/363572151\/after-solyndra-loss-u-s-energy-loan-program-turning-a-profit\">failed <\/a>just two years later, defaulting on the loan. Left-wing nonprofit groups also raked in large sums in federal grants and contracts.<\/p>\n<p>On the nonprofit side of things, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.usaspending.gov\/search?hash=28296e1d53f27402ccee77eb3f91e0e8\">New Venture Fund<\/a>, which is an arm of a Democratic-aligned dark money network managed by Arabella Advisors, pulled in $1.2 million during Obama&rsquo;s time in office. The New America Foundation, meanwhile, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.usaspending.gov\/search?hash=4fbafec0094726808d937e0a4d1bab8a\">received <\/a>$4 million from the Obama administration. Obama&rsquo;s State Department even approved a grant to the foundation after Anne-Marie Slaughter, an alumnus of the Obama State Department, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.influencewatch.org\/non-profit\/new-america-foundation\/\">took over as its CEO<\/a>.<\/p>\n<p>Alumni&nbsp;of New America worried at the time that funding from the Obama administration could undercut the think tank&rsquo;s independence. <\/p>\n<p>Other left-of-center nonprofit groups, including the Center for American Progress, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/clinton-foundation\/\">Clinton Foundation<\/a>, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.usaspending.gov\/search?hash=2220a15566df3d9566814673219aec58\">Roosevelt Institute<\/a>, and the Economic Policy Institute, also received grants from the Obama administration. Trump, meanwhile, faced criticism for canceling grants to left-of-center nonprofit organizations that his White House <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/08\/fact-sheet-president-donald-j-trump-stops-wasteful-grantmaking\/\">deemed &ldquo;frivolous.&rdquo;<\/a><\/p>\n<p>One area where Trump&rsquo;s actions do not have a precedent in Obama&rsquo;s is his <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/10\/27\/us\/us-national-guard-deployments.html\">large-scale deployment<\/a> of National Guard units to cities he believes are doing a poor job of addressing crime. While Obama avoided similar deployments, he did attempt to shape local public safety policies through <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/perma.cc\/E3NA-W3SS\">grant-based incentives<\/a> and Department of Justice <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.propublica.org\/article\/the-obama-justice-department-had-a-plan-to-hold-police-accountable-for-abuses-the-trump-doj-has-undermined-it\">compacts<\/a> with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wisconsin-20-neo-nazis-march-in-madison-holding-swastika-flags-and-yelling-obscenities\/\" title=\"Wisconsin: 20 Neo-Nazis March In Madison, Holding Swastika Flags And Yelling Obscenities\">municipal law enforcement agencies<\/a>.&nbsp;<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.csis.org\/analysis\/trump-sends-troops-southern-border-crisis-or-continuation-us-policy\">Trump<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.gov\/archive\/news\/2010\/07\/19\/obama-administration-announces-aug-1-national-guard-deployment-support-federal-law\">Obama <\/a>did, however, both deploy the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/national-guard\/\">National Guard<\/a> to the southern border.&nbsp;<\/p>\n<p>Obama was relentless in ensuring orders from Washington were implemented in the heartland, particularly as it related to his healthcare agenda. His administration, for instance, threatened to withhold Medicaid funding from states that refused to expand Obamacare, with Florida being the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.politico.com\/story\/2015\/04\/florida-lawsuit-sue-obamacare-medicaid-rick-scott-117051\">most notable example<\/a>.<\/p>\n<p><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3790674\/gop-donors-could-win-billions-after-trump-dismantled-puerto-rico-oversight-board\/\">GOP DONORS COULD WIN BILLIONS AFTER TRUMP DISMANTLED KEY PUERTO RICO OVERSIGHT BOARD<\/a><\/strong><\/p>\n<p>In a more emotionally charged episode, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2015\/07\/obama-beats-the-nuns-on-contraception\/398519\/\">Little Sisters of the Poor<\/a>, a Catholic religious society that cares for the elderly and downtrodden, filed a complaint in 2013 arguing that the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/affordable-care-act\/\">Affordable Care Act&rsquo;s<\/a> contraceptive mandate violated their religious beliefs.
