favor. <\/p>\n<p>The ballot initiative passed, according to <a href=\"https:\/\/abc7news.com\/live-updates\/california-proposition-50-special-election-what-is-prop-where-vote\/18109502\/\" target=\"_blank\" rel=\"noreferrer noopener\">multiple<\/a> <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/11\/04\/us\/elections\/results-california-proposition-50-congressional-redistricting.html\" target=\"_blank\" rel=\"noreferrer noopener\">projections<\/a>, with two-thirds of Californians supporting the measure with nearly half of votes reported.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-190321887\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p><a href=\"https:\/\/ballotpedia.org\/California_Proposition_50,_Use_of_Legislative_Congressional_Redistricting_Map_Amendment_(2025)\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 50<\/a> allows Democrats to use a new congressional map for 2026 through 2030 that was designed to offset likely Republican pickups that will result after Texas redrew its congressional maps in order to comply with a recent Department of Justice finding. Notably, <a href=\"https:\/\/thefederalist.com\/2025\/10\/23\/here-are-the-major-races-and-ballot-measures-in-next-months-elections-you-need-to-know-about\/\" target=\"_blank\" rel=\"noreferrer noopener\">Californians<\/a> <a href=\"https:\/\/thefederalist.com\/2025\/08\/07\/californians-voted-to-stop-dems-from-gerrymandering-newsom-is-plotting-to-overrule-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">rejected<\/a> similar <a href=\"https:\/\/thefederalist.com\/2025\/08\/14\/californians-overwhelmingly-back-redistricting-commission-newsoms-trying-to-bypass-poll-shows\/\">ef<\/a><a href=\"https:\/\/thefederalist.com\/2025\/08\/14\/californians-overwhelmingly-back-redistricting-commission-newsoms-trying-to-bypass-poll-shows\/\" target=\"_blank\" rel=\"noreferrer noopener\">f<\/a><a href=\"https:\/\/thefederalist.com\/2025\/08\/14\/californians-overwhelmingly-back-redistricting-commission-newsoms-trying-to-bypass-poll-shows\/\">orts<\/a> to repeal the independent redistricting commission in recent years, but Democrats (with the support of Gov. Gavin Newsom) passed a new congressional map (Proposition 50) anyway, because, you know, &ldquo;democracy.&rdquo;<\/p>\n<p>The push by California Democrats to gerrymander their state came after <a href=\"https:\/\/thefederalist.com\/2025\/08\/04\/texas-dems-whine-about-redistricting-from-illinois-the-most-gerrymandered-state-in-the-country\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas<\/a> Gov. Greg Abbott&nbsp;<a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/PROC_first_called_session_89th_legislature_IMAGE_07-09-25.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a>&nbsp;a special legislative session to address the redrawing of <a href=\"https:\/\/thefederalist.com\/2025\/08\/01\/if-youre-mad-about-texas-redistricting-blame-bidens-doj\/\" target=\"_blank\" rel=\"noreferrer noopener\">congressional districts<\/a> after the <a href=\"https:\/\/x.com\/PhilJankowski\/status\/1943058471168962808\" target=\"_blank\" rel=\"noreferrer noopener\">DOJ found<\/a>&nbsp;that four districts were <a href=\"https:\/\/thefederalist.com\/2025\/08\/05\/redistricting-isnt-a-threat-to-democracy-but-these-4-dem-vote-rigging-tactics-are\/\" target=\"_blank\" rel=\"noreferrer noopener\">unlawfully gerrymandered<\/a> on racial grounds.<\/p>\n<p>As the Federalist previously <a href=\"https:\/\/thefederalist.com\/2025\/08\/04\/texas-dems-whine-about-redistricting-from-illinois-the-most-gerrymandered-state-in-the-country\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, the DOJ contended that Texas&rsquo; congressional maps violated the Voting Rights Act and the 14th Amendment. The DOJ pointed to the recent&nbsp;<em><a href=\"https:\/\/thefederalist.com\/2024\/06\/13\/democrats-could-lose-seats-in-congress-after-biden-doj-gambled-on-a-local-commissioner-seat\/\" target=\"_blank\" rel=\"noreferrer noopener\">Petteway v. Galveston County<\/a><\/em>&nbsp;ruling from the 5th Circuit, which held that the Voting Rights Act (VRA) does not <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/if-youre-mad-about-texas-redistricting-blame-bidens-doj\/\" title=\"If You&#039;re Mad About ... ..., Blame Biden&#039;s DOJ\">require minority-coalition districts<\/a>. Minority-coalition seats are voting districts where multiple racial or ethnic minorities are grouped together to form a majority of the population. The DOJ argued the four districts in question were originally drawn to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >create <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dems-claim-republicans-are-rigging-midterms\/\" title=\"Dems Claim Republicans Are &#039;Rigging&#039; Midterms\">minority-coalition seats<\/a><\/a> (or were the result of coalition districts nearby) and therefore must be redrawn. <\/p>\n<p>The Texas Legislature <a href=\"https:\/\/www.cbsnews.com\/texas\/news\/texas-house-democrats-federal-court-redistricting-decision-candidacy-papers\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> a new congressional map in August, though it is being challenged in court.<\/p>\n<p>But California Democrats, seemingly unable to differentiate between partisan gerrymandering (like what they&rsquo;re doing) and redistricting to comply with the law (as Texas did), weaponized the issue and circumvented the state&rsquo;s redistricting committee.<\/p>\n<p>Such a decision <em>should<\/em> encourage Republican states that have long played by the rules that Democrats no longer follow to redistrict their states to their advantage. Such states include Indiana &mdash; where the governor has signaled efforts to redistrict &mdash; and Kansas, where top House Republicans &ldquo;dropped efforts to force a redraw of U.S. House districts&rdquo; for now, according to <a href=\"https:\/\/apnews.com\/article\/redistricting-kansas-midterms-trump-7847d53b34245aead8cac5bf8cd6e12f\" target=\"_blank\" rel=\"noreferrer noopener\">The Associated Press<\/a>. <\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Brianna Lyman is an elections correspondent at The Federalist.
