The White House&rsquo;s Office of Science and Technology Policy did not respond to requests for comment.<\/p>\n<h4>Hiring and Firing<\/h4>\n<p>Staffing shakeups and controversy may help explain the delay.<\/p>\n<p>Gerald Parker, who led the drafting of the executive order from the head of the White House&rsquo;s Office of Pandemic Preparedness and Response Policy, stepped down from the post this summer due to personal reasons, he confirmed to the DCNF.<\/p>\n<p>The White House Office of Science and Technology Policy has since recruited Anna Puglisi, a former longtime counterintelligence official specializing in Chinese technology, a White House official confirmed to the DCNF.<\/p>\n<p>Puglisi&rsquo;s approach to GOF is unclear from her writing and public comments: Puglisi expressed concern about China&rsquo;s defiance of global norms on bioweapons in a <a href=\"https:\/\/cset.georgetown.edu\/wp-content\/uploads\/CSET-China-Technology-and-BGI.pdf#p=8\" target=\"_blank\" rel=\"noopener noreferrer\">2024 paper<\/a>.<\/p>\n<p>Regulators of&nbsp;GOF must consider &ldquo;the true risk for both not regulating it and over-regulating,&rdquo; Puglisi told <a href=\"https:\/\/www.nature.com\/articles\/d41586-023-02873-2\" target=\"_blank\" rel=\"noopener noreferrer\">Nature in 2023.<\/a><\/p>\n<p>Puglisi did not respond to a request for comment sent through LinkedIn, and no  address for her could be found in an online search.<\/p>\n<p>NIH fired three of Bhattacharya&rsquo;s advisors following an August <a href=\"https:\/\/dailycaller.com\/2025\/08\/28\/exclusive-national-institutes-of-health-gain-of-function-turmp-crackdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">DCNF report<\/a> exposing that one of those advisors championed GOF and opposed Trump, according to <a href=\"https:\/\/x.com\/pricklyresearch\/status\/1958740475822973133?%7Ctwcamp%5Etweetembed%7Ctwterm%5E1958740475822973133%7Ctwgr%5E06e840ed5bea2fb246e151b2045d30ca96a2a517%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fpublish.twitter.com%2F%3Furl%3Dhttps%3A%2F%2Ftwitter.com%2Fpricklyresearch%2Fstatus%2F1958740475822973133\" target=\"_blank\" rel=\"noopener noreferrer\">X posts<\/a>.<\/p>\n<p>NIH&rsquo;s point person on drafting the GOF policy, Associate Director for Science Policy Lyric Jorgenson, previously led the drafting of President Joe Biden&rsquo;s GOF policy &mdash; a policy Bhattacharya <a href=\"https:\/\/nypost.com\/2024\/07\/20\/opinion\/science-should-never-try-and-triumph-over-nature\/\" target=\"_blank\" rel=\"noopener noreferrer\">lambasted in 2024<\/a>.<\/p>\n<p>HHS in recent days eliminated an office handling biosecurity at the Administration for Strategic Preparedness and Response, further empowering Jorgenson&rsquo;s office, another former official said to the DCNF.<\/p>\n<p>Bhattacharya continues to defend his installation of Jeffrey Taubenberger at the top of Fauci&rsquo;s prior institute, the National Institute of Allergy and Infectious Diseases.<\/p>\n<p>Taubenberger, who has long performed and advocated for GOF research, from that perch has advised on the GOF policy and will play a key role in implementing it.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">&#127897;&#65039; On the latest episode of The Director&rsquo;s Desk, I sat down with Dr. Jeffery Taubenberger, Acting Director of <a href=\"https:\/\/twitter.com\/NIAIDNews?\">@NIAIDNews<\/a>, to discuss the groundbreaking research that <a href=\"https:\/\/twitter.com\/NIH?\">@NIH<\/a> supports that is shaping the fight against infectious, immunologic, and allergic diseases.<\/p>\n<p>Watch our&hellip; <a href=\"https:\/\/t.co\/xDq6RAyxsq\">pic.twitter.com\/xDq6RAyxsq<\/a><\/p>\n<p>&mdash; Jay Bhattacharya, MD, PhD (@NIHDirector_Jay) <a href=\"https:\/\/twitter.com\/NIHDirector_Jay\/status\/1955347885442158770?\">August 12, 2025<\/a><\/p>\n<\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3>D&eacute;j&agrave; Vu<\/h3>\n<p>The White House&rsquo;s Office of Science and Technology Policy and the National Security Council in the summer of 2016 called for a panel assessing GOF projects with a strict checklist, a former NIH insider told the DCNF. The White House would have the final say.<\/p>\n<p>But alarm bells rang at NIH.<\/p>\n<p>The NIH Office of Science Policy, by that fal,l advanced a competing policy preserving power at the Department of Health and Human Services, according to the former NIH insider.<\/p>\n<p>Fauci, NIH Director Francis Collins, Collins&rsquo; deputy Lawrence Tabak, and the NIH Office of Science Policy lobbied other federal agencies to withhold support for the stricter White House policy.<\/p>\n<p>In the end, NIH prevailed in advancing the defanged policy, the former insider said. The deliberations of the HHS committee overseeing GOF would remain secret. Collins and Fauci also stripped the committee of its power to block projects, the <a href=\"https:\/\/www.washingtonpost.com\/nation\/interactive\/2021\/a-science-in-the-shadows\/\" target=\"_blank\" rel=\"noopener noreferrer\">Washington Post reported in 2021<\/a>.<\/p>\n<p>Yet even as NIH leaders fought to maintain control of overseeing GOF projects in the summer of 2016, the rank-and-file staff struggled to do it, according to <a href=\"https:\/\/drive.google.com\/file\/d\/1GEbpzab90GJjM7ZT02ssbR7m4Vbj3JLY\/view\" target=\"_blank\" rel=\"noopener noreferrer\">s from that same period.<\/a><\/p>\n<p>The s, <a href=\"https:\/\/drive.google.com\/file\/d\/1GEbpzab90GJjM7ZT02ssbR7m4Vbj3JLY\/view\" target=\"_blank\" rel=\"noopener noreferrer\">published in September 2025<\/a> by <a href=\"https:\/\/usrtk.org\/covid-19-origins\/nih-committee-green-lighted-wuhan-coronavirus-experiments-despite-concerns\/\" target=\"_blank\" rel=\"noopener noreferrer\">U.S. Right to Know<\/a> through the Freedom of Information Act, show that in the week leading up to the July 4 holiday, the NIH learned that certain coronavirus GOF research would occur in Wuhan, China, yet conducted no national security checks outside of a <a href=\"https:\/\/drive.google.com\/file\/d\/1GEbpzab90GJjM7ZT02ssbR7m4Vbj3JLY\/view#p=2\" target=\"_blank\" rel=\"noopener noreferrer\">&ldquo;letter of support&rdquo;<\/a> for the Wuhan lab from University of North Carolina virologist Ralph Baric.<\/p>\n<p>NIH greenlighted the experiments with little further deliberation, considering the agenda was so light that week that it canceled its GOF meeting.<\/p>\n<p>An estimated 7.1 million COVID deaths later, the same pattern has taken hold at NIH today.<\/p>\n<p>Two scientists within NIH pushed for an internal review of projects within HHS, <a href=\"https:\/\/dailycaller.com\/2025\/08\/28\/exclusive-national-institutes-of-health-gain-of-function-turmp-crackdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">DCNF reported in August<\/a>.<strong>&nbsp;<\/strong><\/p>\n<p>Such a policy would defy the recommendations of scientists like <a href=\"https:\/\/www.amazon.com\/Viral-Search-COVID-19-Matt-Ridley\/dp\/006313912X\" target=\"_blank\" rel=\"noopener noreferrer\">Alina Chan<\/a>, coauthor of &ldquo;Viral: The Search for the Origin of Covid-19,&rdquo; and <a href=\"https:\/\/www.hsgac.senate.gov\/wp-content\/uploads\/Testimony-Esvelt-2024-07-11-REVISED-2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Massachusetts Institute of Technology biologist Kevin Esvelt<\/a>, who have each called for NIH to report to an independent authority rather than regulate itself.<\/p>\n<p>&ldquo;The new policy must implement some form of independent oversight so that catastrophic research is not self-regulated,&rdquo; Chan told the DCNF.<\/p>\n<p>With echoes of 2016, the May 2025 executive order supplanted a stricter one.
