Don Davis (D-NC) is responding to a new North Carolina congressional map that effectively eliminates his seat by introducing the Stop Retaliatory Redistricting Act of 2025 in the U.S. House. The bill aims to prohibit states from redrawing congressional districts after the usual decennial census redistricting, unless mandated by a court.This legislation would apply retroactively to any redistricting conducted after the 2020 census, including North Carolina&#8217;s recent changes, which have been criticized for shifting predominantly Black voters out of Davis&#8217;s 1st District. The North Carolina redistricting plan faces legal challenges for allegedly violating the Voting Rights Act. By state law, Gov. Josh Stein (D-NC) cannot veto a redistricting map.<\/p>\n<p>The state is divided into 14 congressional districts. Davis represents the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/member\/district\/donald-davis\/D000230\">1st District<\/a>, which covers much of the northeastern part of the state, including the cities of Rocky Mount, Goldsboro, and Kinston. His district is a toss-up, and the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/webservices.ncleg.gov\/ViewBillDocument\/2025\/7663\/0\/SL%202025-95%20-%2011%20x%2017%20Map\">new congressional map<\/a> changes the geography and demographics of the district to help the GOP&rsquo;s chances.<\/p>\n<p>Davis&rsquo;s proposed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/punchbowl.news\/davis-bill\/?utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=10\/28\/25%20%20AM:&amp;utm_term=Punchbowl%20AM%20and%20Active%20Subscribers%20from%20Memberful%20Combined\">bill<\/a> would <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/newsom-pledges-to-fight-fire-with-fire-on-texas-redistricting\/\" title=\"Newsom pledges to &#039;fight fire with fire&#039; on Texas ...\">prohibit mid-decade redistricting<\/a> in all states unless it is court-mandated. The bill is retroactive, meaning it applies to any map redrawn &ldquo;after the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/michael-barone-people-are-fleeing-the-self-harm-progressives-inflicted-on-their-own-cities\/\" title=\"Michael Barone: People Are Fleeing the Self-Harm Progressives Inflicted on Their Own Cities\">regular decennial census conducted<\/a> during 2020&rdquo; and includes the recently redistricted map in North Carolina.<\/p>\n<p>The North Carolina redistricting measure is facing a lawsuit.
