Continuing to rely so heavily on one system leaves us exposed. Disruptions to GPS have the potential to undermine the nation&rsquo;s economic and national security.&rdquo;<\/p>\n<p>With this in mind, the FCC <a href=\"https:\/\/www.fcc.gov\/document\/fcc-launches-proceeding-gps-complements\" target=\"_blank\" rel=\"noreferrer noopener\">initiated<\/a> a Notice of Inquiry in March to explore the development of alternatives to space-based GPS infrastructure.<\/p>\n<p>Standing athwart this effort, as uncovered by the Bull Moose Project, is a collection of trade associations and industry standards development organizations that represent corporations based in China.&nbsp;<\/p>\n<p>Chief among these groups is the Z-Wave Alliance, an organization that has submitted dozens of filings to the FCC opposing the ground-based backup to satellite GPS and which has met with commission staffers to advocate against it.&nbsp;<\/p>\n<p>ZTE Corporation, a Z-Wave Alliance member operating out of Shenzhen, China, for instance, saw the FCC <a href=\"https:\/\/cset.georgetown.edu\/article\/fcc-bans-sale-of-new-devices-from-chinese-companies-huawei-zte-and-others\/\" target=\"_blank\" rel=\"noreferrer noopener\">ban<\/a> its equipment in the United States in 2022 under the Biden administration. In March, Trump&rsquo;s FCC announced a &ldquo;<a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-410318A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sweeping new investigation<\/a>&rdquo; into ZTE based on findings that its hardware &ldquo;pose unacceptable risks to America&rsquo;s national security.&rdquo;<\/p>\n<p>Despite bipartisan concern over the threat ZTE posed to national security and the fact that Chinese state-owned corporations <a href=\"https:\/\/web.archive.org\/web\/20180409043402\/http:\/\/res.www.zte.com.cn\/mediares\/zte\/Investor\/20180326\/E1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">appoint<\/a> the majority of its board members, Z-Wave Alliance has <a href=\"https:\/\/z-wavealliance.org\/z-wave-alliance-member-companies\/\" target=\"_blank\" rel=\"noreferrer noopener\">retained<\/a> the corporation as a member. Z-Wave Alliance counts six other Chinese corporations among its members, according to the Bull Moose Project report.<\/p>\n<p><a href=\"https:\/\/lora-alliance.org\/member-directory\/\" target=\"_blank\" rel=\"noreferrer noopener\">LoRa Alliance<\/a>, <a href=\"https:\/\/therainalliance.org\/membership-directory\/\" target=\"_blank\" rel=\"noreferrer noopener\">RAIN Alliance<\/a>, the <a href=\"https:\/\/mysia.securityindustry.org\/Directories\/Browse.aspx?Type=Company\" target=\"_blank\" rel=\"noreferrer noopener\">Security Industry Association<\/a>, and the <a href=\"https:\/\/wi-sun.org\/wi-sun-member-companies\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wi-Sun Alliance<\/a>, the other four organizations mentioned in the report, collectively represent over three dozen Chinese companies. Notable examples include Huizhong Instrumentation, which has undertaken research for the Chinese government; Shanghai Fudan Microelectronics, a <a href=\"https:\/\/in.marketscreener.com\/quote\/stock\/SHANGHAI-FUDAN-MICROELECT-143185121\/company\/\" target=\"_blank\" rel=\"noreferrer noopener\">partially state-owned<\/a> enterprise; Linxens, an electronics firm that was <a href=\"https:\/\/www.chinatechnews.com\/2019\/06\/06\/26146-guoxin-micro-to-acquire-linxens-for-cny18-billion\" target=\"_blank\" rel=\"noreferrer noopener\">acquired<\/a> in 2018 by the Chinese state-owned Tsinghua Unigroup; as well as both <a href=\"https:\/\/www.inhemeter.com\/en\/NewsInfo.aspx?id=7707\" target=\"_blank\" rel=\"noreferrer noopener\">Inhemeter<\/a> and <a href=\"https:\/\/www.marketscreener.com\/news\/zhou-junhe-completed-the-acquisition-of-5-stake-in-hexing-electrical-co-ltd-from-zhejiang-haixing-ce7c5fd3d18bf326\" target=\"_blank\" rel=\"noreferrer noopener\">Hexing Electrical<\/a>, which contract with the Chinese government&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-dems-buy-evs-but-dont-charge-them\/\" title=\"California Dems: Buy EVs But Don\u2019t Charge Them\">state utility company<\/a>.<\/p>\n<p>A spokeswoman for Security Industry Association told the <em>Washington Examiner <\/em>that it doesn&rsquo;t have &ldquo;any members that are Chinese-owned&rdquo; and that its opposition to the 5G GPS plan &ldquo;is driven by our concern, shared by many others, about the impact to devices that are critical to American safety and security.&rdquo;<\/p>\n<p>Records show that the trade association at one point represented <a href=\"https:\/\/www.securityindustry.org\/wp-content\/uploads\/2020\/03\/2020_SIA_SELECT_DIRECTORY-web.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Think-Force<\/a> and <a href=\"https:\/\/mysia.securityindustry.org\/Directories\/CompanyListing.aspx?ID=zaiYiQwJnf4%3D\" target=\"_blank\" rel=\"noreferrer noopener\">Siterwell Electronics<\/a>, a pair of Chinese firms that manufacture home security products. As of 2021, one of Siterwell&rsquo;s employees <a href=\"https:\/\/www.youtube.com\/watch?v=LukA4FoHUpE\" target=\"_blank\" rel=\"noreferrer noopener\">sat <\/a>on the Security Industry Association&rsquo;s standards council.<\/p>\n<p>LoRa Alliance, RAIN Alliance, and the Wi-Sun Alliance did not respond to requests for comment.&nbsp;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">5G tower. (AP Photo\/Jeff Roberson) | Jeff Roberson<\/figcaption><\/figure>\n<p>&ldquo;Our country&rsquo;s near-total reliance on a single, space-based technology has created a dangerous risk,&rdquo; the Bull Moose Project&rsquo;s report reads. &ldquo;If the United States loses access to GPS through jamming, spoofing, or kinetic attack, we are more than just inconvenienced &hellip;&nbsp; a successful disruption of GPS could cripple both national defense and the economy in a matter of hours. And yet, there is currently no American terrestrial (also known as ground-based) complement or backup to GPS, despite its <a href=\"https:\/\/amzn.to\/3YuVZYV\" >adversaries abroad building layered redundancies<\/a> on both sea and land.&rdquo;<\/p>\n<p>Indeed, America&rsquo;s <a href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/10\/BMP_5G-Based-Back-Up-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">adversaries<\/a>, such as China, Russia, and Iran, as well as its allies, such as the <a href=\"https:\/\/insidegnss.com\/uk-moving-ahead-wants-input-on-eloran-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">United Kingdom<\/a> and <a href=\"https:\/\/www.govexec.com\/media\/gbc\/docs\/pdfs_edit\/061813bb2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">South Korea<\/a>, are all exploring or implementing terrestrial backups for their GPS infrastructure. The Bull Moose Project&rsquo;s report argues that ground-based 5G towers, which can be used to provide GPS services, are easier to repair than satellites and that individual towers can pick up the slack for another in the event of outages. Additionally, the group points out that leveraging 5G towers to provide backup GPS services would be relatively low-cost, as the nation&rsquo;s existing infrastructure could be used for the purpose.&nbsp;<\/p>\n<p>Opponents of the <a href=\"https:\/\/nextnav.com\/renee-gregory-nextnav-urges-prompt-fcc-action\/\" target=\"_blank\" rel=\"noreferrer noopener\">current proposal<\/a> before the FCC, which would grant NextNav approval to use 5G towers for GPS services by allowing the use of the 902-928 MHz radio frequency range, argue that such a change could disrupt other economic actors already using that frequency, such as the agricultural and transportation industries.<\/p>\n<p>&ldquo;The Z-Wave Alliance is a 200+ global member organization that operates smart home and [internet of things] devices in the lower 900MHz band (902&ndash;928 MHz band); discussions and decisions to move forward were done across the membership under the direction of the Alliance [board of directors] which none of the aforementioned Chinese companies hold seats,&rdquo; the organization told the <em>Washington Examiner<\/em>. &ldquo;The Z-Wave Alliance&rsquo;s opposition is fundamentally rooted in concern that NextNav&rsquo;s proposal would undermine or damage the ecosystem of low-power devices (including many smart home, security, and IoT products) by removing protections and introducing high-power operatives in the same band could lead to degradation, unreliability, or even forced obsolescence of many deployed devices.&rdquo;<\/p>\n<p>The spokesperson stated that no one company in the alliance has any more sway than another, but claimed that their opposition to NetNav&rsquo;s proposal &ldquo;was driven exclusively by U.S. companies as they have the most at risk with this petition to the FCC.&rdquo;<\/p>\n<p>While Z-Wave Alliance maintains that its Chinese members didn&rsquo;t push it to take a stance on the FCC terrestrial GPS proposal, a <a href=\"https:\/\/www.fcc.gov\/ecfs\/document\/1092011995933\/1\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> written to the FCC last September suggests that at least some of the Chinese firms they represent have an interest in the matter.
