The video captures officers recognizing Clingan, who initially denies drinking but later admits to having one beer.Clingan was not arrested but given a citation for a Class 4 misdemeanor. The incident raised concerns about the professionalism of the Fairfax County Commonwealth&#8217;s Attorney&#8217;s office, led by Steve Descano, wich has faced criticism for it&#8217;s handling of serious cases, including those involving sexual offenders and criminal leniency. One asked, &ldquo;Are you an attorney?&rdquo; Clingan replied, &ldquo;I am.&rdquo;<\/p>\n<p>Clingan then laughed nervously and said, &ldquo;Uh oh.&rdquo;<\/p>\n<p>Clingan denied drinking at first. They knew who he was, and Clingan even handed over his business card.<\/p>\n<p>One officer told him bluntly, &ldquo;I think my biggest concern is you&rsquo;re going to go to work intoxicated and then try to prosecute these cases on behalf of us.&rdquo;<\/p>\n<p>Clingan responded, &ldquo;I&rsquo;m not in court today, and I&rsquo;m not intoxicated.&rdquo;<\/p>\n<p>But minutes later, he conceded, &ldquo;This looks terrible, and I get it.&rdquo;<\/p>\n<p>Instead of a sobriety test, Clingan got a chauffeured ride home in the front seat of a cruiser. He even asked the police to wait until his wife left the house, so she wouldn&rsquo;t see him.<\/p>\n<p>This is the Fairfax County Commonwealth&rsquo;s Attorney&rsquo;s office, run by Democrat Steve Descano.<\/p>\n<p>The same woke office known for letting predators and offenders slip through the cracks to re-offend.<\/p>\n<p>Richard Kenneth Cox, a registered sex offender, allegedly <a href=\"https:\/\/wjla.com\/news\/local\/registered-sex-offender-richard-cox-fairfax-arlington-county-virginia-timeline-case-history-exposed-rec-center-womens-locker-washington-liberty-wakefield-high\" target=\"_blank\" rel=\"noopener\">exposed himself<\/a> in women&rsquo;s locker rooms multiple times.<\/p>\n<p>Descano&rsquo;s office declined to prosecute.<\/p>\n<p>In another case, a man named Ryan Duarte <a href=\"https:\/\/wjla.com\/features\/i-team\/victim-thankful-virginia-attorney-general-fairfax-prosecutors-office-accountable-soft-on-crime-steve-descano-groom-sex-acts-duarte-criminal-victim-accountability-trauma-social-media-apps-networking\" target=\"_blank\" rel=\"noopener\">groomed<\/a> a 14-year-old online.
