Inclusion on the Pentagon&rsquo;s 1260h entity list signifies that a firm is owned or otherwise controlled by the Chinese military, <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/USCODE-2020-title10\/html\/USCODE-2020-title10-subtitleA-partI-chap2-sec113.htm\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to federal law. A.I.\">military-civil fusion development strategy<\/a> and expand the application of technology and products,&rdquo; CRRC <a href=\"https:\/\/www.nationalreview.com\/2022\/10\/congressmen-demand-sanctions-for-chinese-military-linked-railway-giant\/\" target=\"_blank\" rel=\"noreferrer noopener\">corporate documents<\/a> translated by Radarlock, an independent research group, read. The term &ldquo;<a href=\"https:\/\/amzn.to\/3YuVZYV\" >military-civil fusion development strategy&#038;rdquo<\/a>; refers to the Chinese government&rsquo;s stated plan to leverage its private industry assets to acquire technological advances in a ploy to develop the People&rsquo;s Liberation Army into a world-class military force, <a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2020\/05\/What-is-MCF-One-Pager.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the State Department.&nbsp;<\/p>\n<p>To this end, lawmakers <a href=\"https:\/\/www.congress.gov\/event\/116th-congress\/senate-event\/LC65921\/text\" target=\"_blank\" rel=\"noreferrer noopener\">allege<\/a> that the CRRC&rsquo;s predecessors &ldquo;forced technology transfer agreements on many of the world&rsquo;s leading rail companies,&rdquo; and press reports show that the conglomerate uses its vast resources in attempts to <a href=\"https:\/\/www.datenna.com\/resources\/the-acquisition-of-beneq\/\" target=\"_blank\" rel=\"noreferrer noopener\">acquire firms<\/a> possessing <a href=\"https:\/\/www.kharon.com\/brief\/chinese-state-owned-conglomerate-pursues-global-acquisitions-with-high-tech-military-applications\" target=\"_blank\" rel=\"noreferrer noopener\">sensitive research<\/a>.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. (AP Photo\/Jim Cole)<\/figcaption><\/figure>\n<p>Additionally, the firm is deeply involved in China&rsquo;s <a href=\"https:\/\/www.washingtonexaminer.com\/news\/world\/3264659\/china-belt-and-road-initiative-outpaces-us-influence\/\" target=\"_blank\" rel=\"noreferrer noopener\">Belt and Road strategy<\/a>, which foreign policy experts claim Beijing uses to gain influence in the developing world by saddling governments with large debt obligations to the CCP.&nbsp;<\/p>\n<p>During his tenure in Congress between 2015 and 2017, Guinta <a href=\"https:\/\/www.mintz.com\/our-people\/frank-c-guinta\" target=\"_blank\" rel=\"noreferrer noopener\">served<\/a> on the Financial Services, Oversight, Budget, and Transportation committees. His experience with transportation and infrastructure could serve him well on his quest to represent CRRC&rsquo;s interests, as the firm claims to control over 80% of the global rail market.&nbsp;<\/p>\n<p>Guinta was relatively silent on China during his term in Congress, <a href=\"https:\/\/x.com\/search?q=China%20(from%3ARepFrankGuinta)&amp;src=typed_query\" target=\"_blank\" rel=\"noreferrer noopener\">never<\/a> <a href=\"https:\/\/x.com\/search?q=Chinese%20(from%3ARepFrankGuinta)&amp;src=typed_query&amp;f=top\" target=\"_blank\" rel=\"noreferrer noopener\">mentioning<\/a> the country on his official Twitter account and only making passing references in the congressional record.&nbsp;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3388982\/ccp-linked-firms-chinese-lobbying-trump-adjacent-operatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">CCP-LINKED FIRMS RAMP UP LOBBYING ACTIVITY, TAP TRUMP-ADJACENT OPERATIVES<\/a><\/strong><\/p>\n<p>CRRC has faced criticism from Republicans and Democrats alike over concerns that the firm&rsquo;s dominance could <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/officials-say-meena-harris-social-media-posts-could-interfere-with-u-s-diplomacy-with-india\/\" title=\"Officials say Meena Harris social media posts could interfere with U.S. diplomacy with India\">threaten national security<\/a>.&nbsp;<\/p>\n<p>In 2022, for instance, Reps. Mike Gallagher (R-WI) and John Garamendi (D-CA) <a href=\"https:\/\/www.nationalreview.com\/wp-content\/uploads\/2022\/10\/CRRC-Listing.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sent a letter <\/a>urging the Treasury Department to impose sanctions on CRRC, alleging that the firm utilizes <a href=\"https:\/\/www.barnesrichardson.com\/boston-train-cars-detained-by-customs-for-forced-labor-allegations\" target=\"_blank\" rel=\"noreferrer noopener\">forced Uyghur labor<\/a> and that its increased market share in the United States could harm national security owing to CRRC&rsquo;s relationship with the PLA.<\/p>\n<p><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">Customs officials have even&nbsp;<a href=\"https:\/\/www.wgbh.org\/news\/local\/2025-06-30\/trump-admin-detains-mbta-train-components-shipped-from-china\" target=\"_blank\">detained&nbsp;<\/a>train cars manufactured by CRRC<\/span> in recent months over slave labor concerns.<\/p>\n<p>Gallagher and Garamendi pointed out that the CRRC leaned on the financial backing of the CCP to undercut its competition in Australia to become the dominant player there and warned that the same fate could come to America, as the conglomerate already provides railcars to transit agencies in Boston and Los Angeles.
