However, the law also grants the Department of Homeland Security secretary the authority to parole certain illegal aliens on a case-by-case basis, based on &ldquo;urgent humanitarian reasons or a significant public benefit,&rdquo; <a href=\"https:\/\/www.uscis.gov\/humanitarian\/humanitarian_parole\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the United States Immigration and Citizenship Services (USCIS). As explained by the USCIS, parole &ldquo;is not intended to be used solely to avoid normal visa processing procedures and timelines, to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >bypass inadmissibility waiver processing<\/a>, or to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-biden-admin-offers-parole-possible-work-permits-some-for-migrants\/\" title=\"EXCLUSIVE: Biden Admin Offers ..., Possible Work Permits Some for Migrants\">replace established refugee processing channels<\/a>.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-2113131599\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>That&rsquo;s what makes the Biden administration&rsquo;s decision to parole millions of otherwise inadmissible aliens into the U.S. so egregious. The administration twisted the law beyond recognition, handing out parole status to nearly <a href=\"https:\/\/homeland.house.gov\/wp-content\/uploads\/2025\/04\/2025-04-08-OIABSE-JHRG-Testimony.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">3 mil<\/a><a href=\"https:\/\/homeland.house.gov\/wp-content\/uploads\/2025\/04\/2025-04-08-OIABSE-JHRG-Testimony.pdf\">lion<\/a> illegal foreign nationals. According to a <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2024-11-20%20The%20Biden%20Harris%20Administration%27s%20CHNV%20Parole%20Program%20Two%20Years%20Later%20-%20A%20Fraud-Ridden%2C%20Unmitigated%20Disaster.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> from the House Judiciary Committee and its Subcommittee on Immigration Integrity, Security, and Enforcement, the Biden administration &mdash; in an attempt to cover up the border crisis it provoked &mdash; &ldquo;created, without Congressional authorization, what it called &lsquo;lawful pathways&rsquo; for illegal aliens to enter the U.S.&rdquo;<\/p>\n<p>The report explains that the administration created a parole program specifically for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV).<\/p>\n<p>&ldquo;Through CHNV, each month up to 30,000 aliens, who otherwise have no basis to enter the country &hellip; can bypass the U.S. border and fly directly into the country &hellip; to be &lsquo;granted parole&rsquo; for a period of two years. &hellip;&rdquo;<\/p>\n<p>This was an unprecedented abuse of the parole power. More than 500,000 aliens from just these four countries used this specific program to enter the U.S. &mdash; not withstanding the other millions of aliens the administration paroled via other avenues, such as granting more than <a href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/report-de-facto-mass-amnesty-how-biden-harris-administration-abused-temporary\" target=\"_blank\" rel=\"noreferrer noopener\">1 million<\/a> foreign citizens&nbsp;Temporary Protected Status. As North Carolina Congressman <a href=\"https:\/\/mcdowell.house.gov\/media\/press-releases\/congressman-mcdowell-introduces-legislation-end-biden-era-mass-immigration\" target=\"_blank\" rel=\"noreferrer noopener\">Addison McDowell<\/a> explained, the Biden administration &ldquo;bypass[ed] visa procedures&rdquo; and ignored background checks.<\/p>\n<p>In doing so, the Biden administration made these millions of otherwise illegal aliens eligible for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-narrowly-confirms-becerra-after-confirmation-fight\/\" title=\"Senate Narrowly Confirms Becerra After Confirmation Fight\">federal health care<\/a>. It&rsquo;s these foreign nationals for whom Democrats shut down the government this week.<\/p>\n<p>As the Federation for American Immigration Reform&rsquo;s Ira Mehlman told&nbsp;<a href=\"https:\/\/www.theblaze.com\/news\/fact-check-yes-us-taxpayers-fund-health-care-for-illegal-aliens\" target=\"_blank\" rel=\"noreferrer noopener\">Blaze News<\/a>&nbsp;: &ldquo;Illegal aliens who have been granted parole, [Temporary Protected Status], or DACA qualify for these benefits because &mdash; while they remain illegal aliens &mdash; they are lawfully present. Under the Biden administration, millions of illegal aliens were paroled into the country or granted TPS and have been able to access these benefits.&rdquo;<\/p>\n<p>Republicans wanted to stop the abuse, and so in the One Big Beautiful Bill, they passed a provision that <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/finance_committee_section-by-section_title_vii5.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">narrowed<\/a> the eligibility requirements for government health care benefits like Medicaid. In doing so, House Republicans restricted certain foreign nationals &mdash; like the nearly 3 million otherwise inadmissible aliens who received blanket parole into the United States by the Biden administration &mdash; from getting free federal health care.<\/p>\n<p>Democrats have now shut the government down, <a href=\"https:\/\/thehill.com\/homenews\/senate\/5509187-senate-democrats-propose-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">demanding<\/a> that <a href=\"https:\/\/democrats-appropriations.house.gov\/sites\/evo-subsites\/democrats-appropriations.house.gov\/files\/evo-media-document\/cr0917h.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">provision be repealed<\/a>. They are willingly letting American workers go without pay, disrupting services, and grinding the federal government to a stop so that millions of otherwise inadmissible aliens &mdash; who only gained lawful presence through Biden&rsquo;s blatant abuse of the system &mdash; can keep their place on Medicaid rolls.<\/p>\n<p>Democrats can play word games all they want, but Americans know that these migrants were inadmissible, should have been deported, but instead were handed a new label to cover up for the Biden-Harris&rsquo; disastrous and lawless policies.<\/p>\n<p>This shutdown is about protecting benefits for people who should have never been here in the first place. <\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Brianna Lyman is an elections correspondent at The Federalist.
